Information and Communication Technologies (ICT) are regarded as a major contributor to the transforming of distance learning. The researcher assumed that education practitioners in developing countries like Lesotho, have limited, or no access at all to ICT for supporting instruction, since they still rely heavily on print and tutor/learner meetings as their distance mode of course delivery. The study assessed the feasibility of introducing ICT-mediated education for tutors and learners on a Distance Education Programme in Lesotho. The paper specifically focused on issues relating to the place of ICT in teaching and learning at a distance, ICT policy initiatives and challenges of infrastructure, human resource capacity, and cost as they affect provision of, and access to computer-mediated learning. Interventions critical to alleviating the situation are also discussed. Policy-makers and distance education practitioners require this type of feedback to be able to effect meaningful improvements in ODL programmes.

It is proposed to analyze the scope and limitations that Information and Communication Technologies (ICTs) offer as collaboration mediators; and enhancers of innovative experiences in non-formal education spaces. To this end, it is proposed to implement a methodology mediated by ICTs to promote and achieve greater use of the guided visits to the interactive science and technology centers. The work contemplates, firstly, carrying out a bibliographic inquiry and background review of interactive science and technology centers in different Ibero-American countries and secondly, it is proposed to design a methodology to enhance collaboration mediated by technologies in the framework of visits to centers interactives and then apply this methodology to a particular case study to measure its impact. The experience will take place at the Open Science and Technology Interactive Center (CICyT) of the National University of Lanús and proposes, through a specific intervention, comparatively analyzing 3 types of guided visits: a) traditional in-person visit format, b) visit face-to-face with instance of collaboration activities without the use of technology, c) interaction mediated by ICTs prior to the visit, face-to-face visit with use of ICTs, and instance of interaction mediated by ICTs after the visit, which will then be contrasted with the antecedents and theoretical studies found in the bibliography.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. Keywords: information system, specialists, software, higher education institution, information and communication technologies.

This chapter will highlight how practitioners use trans-disciplinary approaches to conduct Action Research (AR) in the context of e-schools, Community Engagement (CE) and Information and Communication Technologies for Development (ICT4D). The objectives provide details on how: AR is used to align e-education with life-enhancing values and in situations dealing with partnerships towards CE and/or ICT4D matters at local, national and international levels; to promote e-learning and development among those previously excluded from formal education; AR is contributing to transformation and equity in the context of e-schools, CE and ICT4D; AR CE is contributing to improving the quality of life for all; changes and/or growth in the way in which AR is utilized and interpreted can be explored when such questions are raised; AR can stay relevant in light of the ever-increasing speed of change in terms of technological innovations; and examples of ground-breaking AR work can thus be achieved.

In its 30 years of operation, Athabasca University has witnessed the full impact of the growth of online distance education. Its conversion from mixed media course production and telephone/mail tutoring to a variety of electronic information and communication technologies has been heterogeneous across disciplines and programs. Undergraduate programs in business, computing, and some social science programs have largely led the conversion, and all graduate programs have, since their inception, employed various features of online delivery. The parallel conversion of student services has been equally important to the effectiveness of these processes. The implications of this approach for the quality of offerings, support systems, costing, and the primary mandate of the University (which is to remove barriers, not create them) are discussed.

Computer literacy affects all areas of human life, and our subsequent control is almost inevitable nowadays. Due to the rapid growth of scientific knowledge and development of information and communication technologies, significant changes are taking place in individual countries. New technologies are coming to the fore through which there is an increase in country's economy, employment as well as labor productivity. To some extent, this fact is influenced by the ability of basic computer skills. This aspect is also important in terms of regional development at the national, regional and local level. The aim of the paper is to characterize selected indicator of computer literacy - internet work at three levels of Slovakia (state, district and municipality). The paper will be based by data from the Statistical Office of the European Union and Statistical Office of the Slovak republic. The methods of analysis, synthesis as well as graphical and cartographic methods will be the main methods used in the paper. Based on the achieved results, it can be stated that Slovakia achieved an average of 51.4 % in the development of internet use. It is very just above the EU average. At the regional level, the highest rate of internet use is manifested in the western part of Slovakia. At the local level in the case of the Nitra district, the internet was mostly used in the hinterland of the city of Nitra.
