Latvia is undergoing a nation-wide curriculum reform in general education, with an aim to help students to develop 21st century skills. In order to successfully implement reform, not only teacher performance in the classroom is important, but also the transformation of the school culture is of high priority. One of the key dimensions that is characteristic for a school as learning organization culture is whether it has data-driven culture and is using data on continuous basis to improve student achievement. Large scale national level assessment data is used for many different purposes, however, this data only rarely is recognised as useful data source for planning actions to improve student achievement at school level. Authors argue that in different grades average performance of students cannot be compared in a meaningful way to develop action plan and evaluate the impact of the initiatives at the school level. It is based on the issues rising from varying difficulty level of the tests and different skills, which are being assessed. The study design is based on in-depth analysis of items of large-scale national level assessment in mathematics, defining minimum level of competency of mathematics and calculating percentage of students in school with minimum level of competence in a cohort. This analysis is conveyed for the students of 3rd, 6th and 9th grade by using Rasch model, thus allowing to effectively monitor the student performance during the general education and use of data to make informed decisions.

The current article of Uttar Pradesh (UP) is about the ASHAs who are the daughters-in-law of a family that resides in the same community that they serve as the grassroots health worker since 2005 when the NRHM was introduced in the Empowered Action Group (EAG) states. UP is one such Empowered Action Group (EAG) state. The current study explores the actual responses of Recently Delivered Women (RDW) on their visits during the first month of their recent delivery. From the catchment area of each of the 250 ASHAs, two RDWs were selected who had a child in the age group of 3 to 6 months during the survey. The response profiles of the RDWs on the post- delivery first month visits are dwelled upon to evolve a picture representing the entire state of UP. The relevance of the study assumes significance as detailed data on the modalities of postnatal visits are available but not exclusively for the first month period of their recent delivery. The details of the post-delivery first month period related visits are not available even in large scale surveys like National Family Health Survey 4 done in 2015-16. The current study gives an insight in to these visits with a five-point approach i.e. type of personnel doing the visit, frequency of the visits, visits done in a particular week from among those four weeks separately for the three visits separately. The current study is basically regarding the summary of this Penta approach for the post- delivery one-month period.     The first month period after each delivery deals with 70% of the time of the postnatal period & the entire neonatal period. Therefore, it does impact the Maternal Mortality Rate & Ratio (MMR) & the Neonatal Mortality Rates (NMR) in India and especially in UP through the unsafe Maternal & Neonatal practices in the first month period after delivery. The current MM Rate of UP is 20.1 & MM Ratio is 216 whereas the MM ratio is 122 in India (SRS, 2019). The Sample Registration System (SRS) report also mentions that the Life Time Risk (LTR) of a woman in pregnancy is 0.7% which is the highest in the nation (SRS, 2019). This means it is very risky to give birth in UP in comparison to other regions in the country (SRS, 2019). This risk is at the peak in the first month period after each delivery. Similarly, the current NMR in India is 23 per 1000 livebirths (UNIGME,2018). As NMR data is not available separately for states, the national level data also hold good for the states and that’s how for the state of UP as well. These mortalities are the impact indicators and such indicators can be reduced through long drawn processes that includes effective and timely visits to RDWs especially in the first month period after delivery. This would help in making their post-natal & neonatal stage safe. This is the area of post-delivery first month visit profile detailing that the current article helps in popping out in relation to the recent delivery of the respondents.   A total of four districts of Uttar Pradesh were selected purposively for the study and the data collection was conducted in the villages of the respective districts with the help of a pre-tested structured interview schedule with both close-ended and open-ended questions.  The current article deals with five close ended questions with options, two for the type of personnel & frequency while the other three are for each of the three visits in the first month after the recent delivery of respondents. In addition, in-depth interviews were also conducted amongst the RDWs and a total 500 respondents had participated in the study.   Among the districts related to this article, the results showed that ASHA was the type of personnel who did the majority of visits in all the four districts. On the other hand, 25-40% of RDWs in all the 4 districts replied that they did not receive any visit within the first month of their recent delivery. Regarding frequency, most of the RDWs in all the 4 districts received 1-2 times visits by ASHAs.   Regarding the first visit, it was found that the ASHAs of Barabanki and Gonda visited less percentage of RDWs in the first week after delivery. Similarly, the second visit revealed that about 1.2% RDWs in Banda district could not recall about the visit. Further on the second visit, the RDWs responded that most of them in 3 districts except Gonda district did receive the second postnatal visit in 7-15 days after their recent delivery. Less than half of RDWs in Barabanki district & just more than half of RDWs in Gonda district received the third visit in 15-21 days period after delivery. For the same period, the majority of RDWs in the rest two districts responded that they had been entertained through a home visit.

AbstractClock synchronization has always been a major challenge when designing wireless networks. This work focuses on tackling the time synchronization problem in 5G networks by adopting a hybrid Bayesian approach for clock offset and skew estimation. Furthermore, we provide an in-depth analysis of the impact of the proposed approach on a synchronization-sensitive service, i.e., localization. Specifically, we expose the substantial benefit of belief propagation (BP) running on factor graphs (FGs) in achieving precise network-wide synchronization. Moreover, we take advantage of Bayesian recursive filtering (BRF) to mitigate the time-stamping error in pairwise synchronization. Finally, we reveal the merit of hybrid synchronization by dividing a large-scale network into local synchronization domains and applying the most suitable synchronization algorithm (BP- or BRF-based) on each domain. The performance of the hybrid approach is then evaluated in terms of the root mean square errors (RMSEs) of the clock offset, clock skew, and the position estimation. According to the simulations, in spite of the simplifications in the hybrid approach, RMSEs of clock offset, clock skew, and position estimation remain below 10 ns, 1 ppm, and 1.5 m, respectively.

AbstractRecent studies have stressed the need for micro-histories of the environment so that important differences and similarities at local, regional and national level might be revealed. This paper analyses the process and patterns of environmental degradation at regional level by taking the case of deforestation in colonial Punjab by studying its implication at the level of empire. More specifically, it examines three aspects of how the operation and expansion of railways from 1869 to 1884, a peak period of railway expansion, affected the forests of the Punjab's plains. First, the paper analyses the reasons for large-scale railway expansion in the Punjab by discussing spatial and temporal expansion. Secondly, the impact of the railway firewood demand on the Punjab's forests between 1860 and 1884 is examined, specifically, the conditions that facilitated the increased dependence of the railways on firewood. Next follows an examination of the temporally varying nature of deforestation, given that railway firewood demand was determined by railway line openings. This section also includes a discussion on the nature of the colonial state response to the deforestation crisis and its role in maintaining the fuel supply to the railways. Finally, in the context of deforestation in the Punjab, the paper discusses how and why railway fuel changed from firewood to coal.

This study examines the impact of technology application on student achievement in the state of Georgia. Technology application includes elements such as technology access, technology integration, and teacher technology proficiency. Student achievement refers to students’ standardized test scores in language, social studies, sciences, and mathematics in elementary, middle, and high schools. Results of Multiple Regression analysis yielded significant percentages of variance in student achievement that was attributable to Internet connected computer access. Another purpose of the study was to investigate the equity issues of school technology. School levels and student socioeconomic status were used as independent variables to determine if significant differences in technology application existed among the school levels and the socioeconomic status categories. Results of Analysis of Variance indicated that students of low socioeconomic status had far less opportunities to access Internet connected computers than students of high socioeconomic status. The level of technology application increased as students moved up the school level.

The evaluation of several tasks in lexical semantics is often limited by the lack of large amounts of manual annotations, not only for training purposes, but also for testing purposes. Word Sense Disambiguation (WSD) is a case in point, as hand-labeled datasets are particularly hard and time-consuming to create. Consequently, evaluations tend to be performed on a small scale, which does not allow for in-depth analysis of the factors that determine a systems' performance. In this paper we address this issue by means of a realistic simulation of large-scale evaluation for the WSD task. We do this by providing two main contributions: First, we put forward two novel approaches to the wide-coverage generation of semantically aware pseudowords (i.e., artificial words capable of modeling real polysemous words); second, we leverage the most suitable type of pseudoword to create large pseudosense-annotated corpora, which enable a large-scale experimental framework for the comparison of state-of-the-art supervised and knowledge-based algorithms. Using this framework, we study the impact of supervision and knowledge on the two major disambiguation paradigms and perform an in-depth analysis of the factors which affect their performance.

This article reports a study of rural school principals’ assessment leadership roles and the impact of rural context on their work. The study involved three focus groups of principals serving small rural schools of varied size and grade configuration in three systems. Principals viewed assessment as a matter of teacher accountability and as a focus for the school professional team. They saw themselves as teachers first, stressing their importance as sources of teacher support, serving a ‘buffer role,’ ameliorating external constraints to effective assessment and learning. Bureaucratic environments and trappings of large-scale assessment were seen to be incompatible with the familial nature of rural professional contexts. Other constraints were the logistical challenges of small student populations, higher instances of multi-graded classrooms, and the absence of grade-alike professional interaction. Conversely, smallness enabled professional interaction and transformational leadership. Finally, the quality of system-level support emerged as a critical catalyst for assessment leadership at the school level.

Increasing the effectiveness of learning is a way to achieve the success of educational development. One way to achieve learning effectiveness is to use learning media to simplify and make the learning process effective. This research aims to reveal as many empirical studies on effectiveness as possible through articles published in international journals to explain to educators the impact of implementing Moodle as a learning media. This research used a literature study method. The results of this study provide an explanation that Moodle can improve student achievement, motivation, communication, interest, discipline and increase self-confidence.


Significance COP22 has been dubbed "the COP of action, adaptation and Africa". It is a key opportunity to build confidence in the system of global cooperation adopted at the Paris Climate Conference. The Paris meeting ushered in a new framework for cooperation on climate change based on voluntary emissions reductions targets that will be jointly reviewed every five years. Negotiators gathering in Marrakech for COP22 face the task of making the Paris Agreement work -- and delivering results on a sufficiently large scale. Impacts Cooperation under the Paris framework will help reduce climate change effects, though overshooting of the 2 degree target is inevitable. The Paris deal's reliance on peer pressure and self-policing will risk national-level backsliding during the implementation process. Actions taken in the next ten years will determine the impact of climate change on global growth prospects for the whole of this century.

Abstract The Lives Saved Tool (LiST) has been used to estimate the impact of scaling up intervention coverage on undernutrition and mortality. Evidence for the model is largely based on efficacy trials, raising concerns of applicability to large-scale contexts. We modelled the impact of scaling up health programs in India between 2006 and 2016 and compared estimates to observed changes. Demographics, intervention coverage and nutritional status were obtained from National Family and Health Survey 2005–6 (NFHS-3) for the base year and NHFS-4 2015–16 for the endline. We used the LiST to estimate the impact of changes in coverage of interventions over this decade on child mortality and undernutrition at national and subnational levels and calculated the gap between estimated and observed changes in 2016. At the national level, the LiST estimates are close to the actual values of mortality for children <1 year and <5 years in 2016 (at 41 vs 42.6 and 50 vs 56.4, respectively, per 1000 live births). National estimates for stunting, wasting and anaemia at are also close to the actual values of NFHS-4. At the state level, actual changes were higher than the changes from the LiST projections for both mortality and stunting. The predicted changes using the LiST ranged from 33% to 92% of the actual change. The LiST provided national projections close to, albeit slightly below, actual performance over a decade. Reasons for poorer performance of state-specific projections are unknown; further refinements to the LiST for subnational use would improve the usefulness of the tool.

Abstract. Karst aquifers are an important source of drinking water in many regions of the world. Karst areas are highly permeable and produce large amounts of groundwater recharge, while surface runoff is often negligible. As a result, recharge in these systems may have a different sensitivity to climate and land cover changes than in other less permeable systems. However, little is known about the combined impact of climate and land cover changes in karst areas at large scales. In particular, the representation of land cover, and its controls on evapotranspiration, has been very limited in previous karst hydrological models. In this study, we address this gap (1) by introducing the first large-scale hydrological model including an explicit representation of both karst and land cover properties, and (2) by providing an in-depth analysis of the model's recharge production behaviour. To achieve these aims, we replace the empirical approach to evapotranspiration estimation of a previous large-scale karst recharge model (VarKarst) with an explicit, mechanistic and parsimonious approach in the new model (V2Karst V1.1). We demonstrate the plausibility of V2Karst simulations at four carbonate rock FLUXNET sites by assessing the model's ability to reproduce observed evapotranspiration and soil moisture patterns and by showing that the controlling modelled processes are in line with expectations. Additional virtual experiments with synthetic input data systematically explore the sensitivities of recharge to precipitation characteristics (overall amount and temporal distribution) and land cover properties. This approach confirms that these sensitivities agree with expectations and provides first insights into the potential impacts of future change. V2Karst is the first model that enables the study of the joint impacts of large-scale land cover and climate changes on groundwater recharge in karst regions.
