The legal regulation of administrative coercion measures as the basic structural units of administrative coercion is considered in the article through the prism of the concept of "method of coercive influence", which is the key, essential for the characterization of the content of the administrative coercion measure, and the elements that determine the legality of its application. The chosen methodological approach allowed the author to assess at a deeper theoretical level the quality of the legal regulation of certain administrative enforcement measures used by the police, and to identify the shortcomings associated with the consolidation in the legislation of the method of coercive influence of such coercive measures as the use of physical force and firearms, suspension from driving a vehicle, to identify problematic issues in the use of firearms by police officers, due to the regulation of the grounds, the procedure and conditions for the implementation of this method of coercive influence. A variant of the concept of "resistance" is proposed to eliminate the gap in the current legislation.

Abstract Studies so far conducted on irritable bowel syndrome (IBS) have been focused mainly on the role of gut bacterial dysbiosis in modulating the intestinal permeability, inflammation, and motility, with consequences on the quality of life. Limited evidences showed a potential involvement of gut fungal communities. Here, the gut bacterial and fungal microbiota of a cohort of IBS patients have been characterized and compared with that of healthy subjects (HS). The IBS microbial community structure differed significantly compared to HS. In particular, we observed an enrichment of bacterial taxa involved in gut inflammation, such as Enterobacteriaceae, Streptococcus, Fusobacteria, Gemella, and Rothia, as well as depletion of health-promoting bacterial genera, such as Roseburia and Faecalibacterium. Gut microbial profiles in IBS patients differed also in accordance with constipation. Sequence analysis of the gut mycobiota showed enrichment of Saccharomycetes in IBS. Culturomics analysis of fungal isolates from feces showed enrichment of Candida spp. displaying from IBS a clonal expansion and a distinct genotypic profiles and different phenotypical features when compared to HS of Candida albicans isolates. Alongside the well-characterized gut bacterial dysbiosis in IBS, this study shed light on a yet poorly explored fungal component of the intestinal ecosystem, the gut mycobiota. Our results showed a differential fungal community in IBS compared to HS, suggesting potential for new insights on the involvement of the gut mycobiota in IBS. Objective: This systematic review presents evidence regarding factors that may influence the patient’s subjective experience of an episode of mechanical restraint, seclusion, or forced administration of medication. Method: Two authors searched CINAHL, PubMed, SCOPUS, Web of Science, and Psych-Info, considering published studies between 1 January 1992 and 1 February 2016. Based on the inclusion criteria and methodological quality, 34 studies were selected, reporting a total sample of 1,869 participants. Results: The results showed that the provision of information, contact and interaction with staff, and adequate communication with professionals are factors that influence the subjective experience of these measures. Humane treatment, respect, and staff support are also associated with a better experience, and debriefing is an important procedure/technique to reduce the emotional impact of these measures. Likewise, the quality of the working and physical environment and some individual and treatment variables were related to the experience of these measures. There are different results in relation to the most frequently associated experiences and, despite some data that indicate positive experiences, the evidence shows such experiences to be predominantly negative and frequently with adverse consequences. It seems that patients find forced medication and seclusion to be more tolerable than mechanical restraint and combined measures. Conclusions: It appears that the role of the staff and the environmental conditions, which are potentially modifiable, affect the subjective experience of these measures. There was considerable heterogeneity among studies in terms of coercive measures experienced by participants and study designs.

Abstract. Soybeans tempeh (tempeh) is processed by fermentation using Rhizopus spp. Tempeh is an important source of protein in Indonesia. The traditional inoculum in fermentation locally is known as Usar which is made from the leaves of Hibiscus tiliaceus. However, Rhizopus information from Usar is still limited. Therefore, this study aims to identify and investigate the genetic diversity of Rhizopus species from Usar and tempeh based on the Internal Transcribed Spacer (ITS) sequence and the Random Amplified Polymorphic DNA (RAPD) markers. Twenty-three Rhizopus strains were isolated from Usar and ten Rhizopus strains were isolated from tempeh. Based on ITS sequences, the isolates were similar to R Rhizopus microsporus (30 isolates) and Rhizopus delemar (3 isolates) with 98-99% similarity. The genetics of R. microsporus and R. delemar are varied and different from the genetics of R. microsporus from tempeh. The growth temperature of R. microsporus varies from 33 to 48°C and R. delemar can grow to a maximum at 33°C. The role of R. microsporus and R. delemar from Usar in determining the quality of tempeh is still limited. Therefore, it needs to be investigated further.

The importance and role of the non-profit organization "Association of colleges and technical schools of transport", which has become a collegial body representing and defending the interests of a single educational community of railway colleges and technical schools working in the interests of the country's strategic industry, are considered. Today, the Association of colleges and technical schools of transport unites more than 50 educational organizations in the system of transport secondary vocational education. The main mission of the Association of colleges and technical schools of transport has been determined — coordination and organization of the activities of educational organizations, meeting the growing requirements of the industry for the quality of training qualified specialists of secondary vocational education, promoting the interests of transport education, including in matters of legal regulation of the implementation of tasks in the field of training specialists middle management. The factors providing the relevance and viability of the system of secondary vocational education of transport education are given. The prospects of the system of sectoral secondary vocational education are noted: the ability to quickly and disciplined rebuild, to effectively respond to the challenges of the time; the cohesion of the secondary vocational education system, manifested in the work of the Association of colleges and technical schools of transport — the coordinator and leading center of railway colleges and technical schools. A separate direction in the work of industry education is shown — participation in the WorldSkills movement in the context of the associated partnership of universities with the “Agency for the Development of Professional Communities and Workers Young Professionals (WorldSkills Russia)”. The growing role of industry education in the WorldSkills Russia movement, which today is becoming a locomotive for professional education, is indicated.

CdTe:Zn:V crystals grown by the seeded Bridgman method in microgravity conditions during the STS95-Spacelab-AGHF-1 mission and in the ground laboratory (l-g) were analyzed and compared. The results obtained clearly show that the structural quality of the space crystal is better. Density of inclusions, concentration of dislocations, and presence of stresses are lower in the microgravity-grown (μ-g) crystal. The l-g crystal contains twins and grains from the beginning of the growth process, that is, from the near-seed region. In general, the concentration of inclusions and amount of segregated impurities on the l-g crystal are larger than in the μ-g crystal. X-ray rocking curves and low-temperature photoluminescence spectra demonstrate the relatively high quality of both crystals on a microscale at the beginning of the growth and show that the l-g conditions were worse at the end. The results of this investigation demonstrate a positive role of contactless growth and μ-g conditions in the melt in suppressing the creation of inclusions and dislocations.

The problems of measuring the quality attributes for different objects in the economy were considered. This article used methods of value measuring in the economy that were determined by the existing types. In this, it must distinguish between direct primary measurement, indirect measurement, joint and combined measurement. The different ways to solve it on the basis of joint measurement of qualitative and quantitative attributes inherent to economic facilities that were explored. Stages and elements of the quantities measurement processes in the economy were classified and analyzed. The corresponding mathematical methods and tools depending on the objectives and procedures of measurements are determined. The conceptual representation of an integral quality of the object in the economy as a generalizing indicator was proposed. It finds that it is possible to make general conclusions that underestimate the role of non-metric signs in the characterization of the object that is explained by their insufficient study and poorly developed mathematical tools to measure them.

The article notes the public danger of the facts of public terrorism justification, as well as its propaganda, since recently the development of information technologies has also promoted this phenomenon. It is also indicated that among the measures to prevent the ideology of terrorism, the main importance belongs to the criminal-legal regulation on committing a crime in this area. The article defines measures to prevent the ideology of terrorism at the general social, special criminological and individual levels. The main focus is put on the methods of special criminological prevention of the ideology of terrorism. At this, the role of pedagogical collectives of secondary schools, colleges and higher educational institutions in the system of terrorism ideology prevention is analyzed. Possible practical forms of extracurricular work with students, teachers and parents of students, aimed at preventing the expansion of terrorism ideology in the field of education are indicated. At this, the article gives examples of preventive activities carried out in the form of: lectures by police officers, prosecutors and law school teachers in educational institutions; professional development of teachers of educational institutions, as well as state and municipal employees on implementing the tasks in the field of terrorism ideology preventing among young people; conducting scientific seminars on the problems of terrorism and extremism; developing and teaching a special course "Legal Foundations for Countering Extremism and Terrorism" not only for lawyers, but for students of other specialties as well.

The role of human capital in the innovative development of the Ukrainian economy, which is formed through investment in the human being, is investigated. It is determined that an indispensable condition for sustainable development of the country is the implementation of the strategy of increasing the quality of human capital, which is actively involved in innovation processes and serves as a key resource for improving the competitiveness of the national economy. Emphasis is placed introduction of the model “lifelong learning” using modern technologies. A methodological approach to determining the level of innovative development of human capital is proposed and the value of the integral index of innovative development of human capital is calculated. The innovative-investment model of human capital development in the conditions of globalization is developed and the directions are defined. To overcome the problems of inefficient development of human capital and to improve its quality, a set of measures will be proposed that will contribute to the innovative development of the economy. The scientific novelty is to deepen theoretical provisions and to develop scientific and practical recommendations for improving the quality of human capital and its innovative development in the context of accelerating globalization processes.

Purpose – In Dutch detainee care custodial transport police officers experience high levels of aggression and violence from detainees. Being a first of its kind in the Netherlands, the purpose of this paper is to unravel the true nature and origins of such workplace aggression against transport officers and focuses on the role of street-level leadership and leadership by management for its mitigation and prevention. Design/methodology/approach – Unique in such closed institutions as the prison system, the study employs an extensive mixed methods approach, combining observations, interviews and survey data collected among transport officers and detainees in 2012-2013. Findings – The research shows that within the exercised street-level leadership of transport officers especially staff orientation towards detainees has great impact. Perceived inappropriate treatment is likely to increase detainees’ aggressive behaviours, with potentially detrimental effects such as heightened levels of officers’ job stress, decreased safety and decreased quality of detainee transport. The solutions offered indicate that while transport officers could benefit from a supportive staff orientation, transport police management might need to pay more attention to rule enforcement leadership within their efforts to optimize working conditions. Originality/value – The major practical implication of this research is the potential impact of training in affecting the decisions of frontline public employees in a way that their street-level leadership practices manifest the organizational values and alignment with societal values to ensure an adequate public sector service delivery.
