This article analyses legal framework of medical and social expertise. We have assessed and identified negative aspects of the existing order of interaction between health facilities and bureaus of medical and social expertise during disability determination. We have established the key role of health facilities in determination of persons that need social protection and rehabilitation because of persistent impairments of health. The article reflects significant gaps in the Classifications and Criteria, that are used in practice of bureaus of medical and social expertise, during development and implementation of individual rehabilitation and habilitation plan of a person with disabilities.

In Nigeria, agriculture plays a critical role in the economy and remains the key to the country’s economic diversification plan. However, the agricultural sector is facing numerous challenges such as climate change, widespread insecurity, price volatility, poor government policies and the emergence of COVID-19 pandemic has further exacerbated the already existing problems. This paper reviews the state of the COVID 19 pandemic in Nigeria and its effects on the agricultural sector and outlines the role of commissioners of agriculture in mitigating the effects of the pandemic on farmers with a view to catalyzing sustainable agricultural development in Nigeria. When the first case of COVID-19 was reported in February, 2020, the Federal government of Nigeria took some measures to help curb the spread of the virus. Although, these measures were critical to saving lives, they also significantly caused a disruption in agricultural activities and food systems in several ways such as decline in availability of farm labour and mechanization, limited availability of agricultural inputs, decline in food imports and exports, reduction in food supply, decline in household income and food consumption, increased food insecurity, panic buying and sharp price spikes. This paper suggests that commissioners of agriculture have important roles to play to help mitigate these negative impacts on agricultural livelihoods and food systems. These include a push for a bill to integrate social protection mechanisms into the Nigerian legal framework, lobby for increased budgetary allocation to the agricultural sector, formulation of good agricultural policies and provision of adequate infrastructures, organization of these farmers into farming clusters to help stimulate agglomeration economies by integrating agricultural value chains and development strategies, and frameworks and initiatives that will ensure a seamless transition from emergency response to resilience building. ABSTRACT Objective: to discuss the role of Brazilian nursing to face political, economic and sanitary challenges that compose the crisis situation related to Covid-19 pandemics. Methods: Critical-thinking study with analytics characteristics, based on latin-american critical epidemiology and on the concept of social determination of health. Results: the central issues related to the Brazilian political-economic and health scenario are problematized, with emphasis on the impacts in terms of social inequality deepening. Nursing role is discussed considering the impacts in these worker’s health, and the relevance of nurses’ actions in the several professional practice scenarios to defend social protection. Conclusions: the role of Brazilian nursing as a social practice for the defense of life and universal access to health is reaffirmed as a way of achieving social justice.

The article directly analyzes the powers and activities of local self-government bodies in the field of social protection. The role of mahallas, one of the most important branches of the executive branch,in the way of life of the population has been studied using the existing legal framework. When we evaluate the activities of the communities from the socio-legal point of view, we believe that this system really plays an important role in improving the lives of the population and solving the problems that concern them. At the neighborhood level, people in need of social protection, people with special needs and low-income families are constantly under the care and attention of our state. The role of local self-government bodies in the targeted and targeted use of benefits, financial assistance and other types of social assistance providedby our government to needy families is unique. That is, they are the ones who are most responsible for providing pensions and benefits. In this process, the fulfillment of their duties in full compliance with the principle of socialjustice is a strong guarantee of a high level of public confidence in public policy. The article also provides a comparative analysis of the history of the origin of the concept of neighborhood and the scientific and theoretical views expressed about thissocial structure. In addition, the role of local self-government bodies in public life and public administration has been discussed in detail

In this paper, the authors analyse the legal framework for the local self governments’ role in the achievement of the public interest on the examples of legal solutions in the Republic of Serbia and the Republic of Srpska. The extent and the manner in which the needs and interests of the local population are met as part of the public interest may be different in different spheres of social life. In this regard, the examples analysed in this paper indicate two, seemingly similar, but essentially divergent tendencies of normative regulation of the participation of needs and interests of local population in the legal determination of the public interest and of the way in which local self-government participating in realization of that interest. The authors affirm the opinion according to which systematic legislation which regulates various areas of social life should define the public interest and within that category emphasizes the needs and interests of the local population. Also, it should regulate the obligatory way in which local self-government units participating in the achievement of that interest. Further regulation of the criteria and legal aspects of the achievement of that interest, especially in terms of their local character, should bе implemented by general acts of local self-government units.

Abstract This article presents an analysis of contractual relations in sport from the standpoint of the Croatian legislative system. Due to the complexity of the subject matter, the author considers only a small fragment of it - the significance and the role of sport in Croatian society and the law of contracts „as a cornerstone on which „sports law“ has been built and which is of primary importance in most areas where there is an interface between sport and the law, irrespective of whether the sport is being played at an elite level or at a more humble one“. Bearing in mind the limited extent of this article, the autor tries to provide some clarifications and some guidance on how to deal with the designation and the determination of the applicable law for contracts in the sporting context. Considering that there are different legal regimes which may come into play with regard to the designation of the law applicable to contracts in the sporting context, the author first presents the determination of the applicable law according to the Rome I Regulation and then according to the Croatian Arbitration Act, Swiss Private International Law Act and the CAS Code of Sports-related Arbitration, as the most common in sports practice. Then, the author deals with contracts concluded with minor athletes and the determination of the law applicable to some preliminary questions. Finally, the author presents her perception of the problems encountered and some suggestions for the improvement of the existing legal framework.

The role of glycoconjugates in tumor cell differentiation has been well documented. We have examined the expression of the two anomers of the Thomsen-Friedenreich antigen on the surface of human, canine and murine tumor cell membranes both in vitro and in vivo. This has been accomplished through the synthesis of the disaccharide terminal residues in both a and ß configuration. Both entities were used to generate murine monoclonal antibodies which recognized the carbohydrate determinants. The determination of fine specificities of these antibodies was effected by means of cellular uptake, immunohistopathology and immunoscintigraphy. Examination of pathological specimens of human and canine tumor tissue indicated that the expressed antigen was in the β configuration. More than 89% of all human carcinomas tested expressed the antigen in the above anomeric form. The combination of synthetic antigens and monoclonal antibodies raised specifically against them provide us with invaluable tools for the study of tumor marker expression in humans and their respective animal tumor models.

It has been suggested that heparin caused potentiation of aggregation induced by ADP or epinephrine. The exact mechanism of heparin-induced platelet activation, however, remained unknown. In this paper, we have investigated the role of anti-thrombin III ( AT ) in heparin-induced platelet activation using purified AT and AT depleted plasma. When ADP or epinephrine was added to citrated PRP one minute after addition of heparin ( 1 u/ml, porcine intestinal mucosal heparin, Sigma Co. USA ), marked enhancement of platelet aggregation was observed, compared with the degree of aggregation in the absence of heparin. However, in platelet suspensions prepared in modified Tyrode’s solution, heparin exhibited no potentiating effect on platelet aggregation induced by epinephrine or ADP. Potentiation of epinephrine- or ADP-induced platelet aggregation by heparin was demonstrated when purified AT was added to platelet suspensions at a concentration of 20 μg/ml. AT depleted plasma, which was prepared by immunosorption using matrix-bound antibodies to AT, retained no AT, while determination of α1-antitrypsinα2- macroglobulin and fibrinogen in AT depleted plasma produced values which corresponded to those of the original plasma when dilution factor was taken into account. The activities of coagulation factors were also comparable to those of the original plasma. Heparin exhibited potentiating effect on ADP- or epinephrine-induced aggregation of platelets in original plasma, but no effect in AT depleted plasma. When purified AT was added back to AT depleted plasma at a concentration of 20 μg/ml, potentiation of platelet aggregation by heparin was clearly demonstrated.Our results suggest that effect of heparin on platelet aggregation is also mediated by anti-thrombin III.

У статті розглянуто сучасні підходи до інтерпретації категорії розвитку, розкрито теоретичні  та методологічні підходи до вивчення категорії розвитку у сучасній психології, визначено її психологічний  зміст,   моделі,   структуру   та   динаміку.   Категорія   розвитку   розглядається   як   епіцентр   наукової  проблематики у психології та як поняття інтегративного типу. Розвиток проаналізовано як категорію,  явище і проблему психології розвитку в різних аспектах аналізу. Розглянуто місце розвитку в системі  споріднених психологічних понять. У статті також аналізуються психологічні аспекти теоретичних та  методологічних  постнекласичних  тенденцій  вивчення  природи,  характеру  та  визначення  психічного  розвитку. Постнекласична парадигма та плюралістична методологія пізнання визначають розмитість  дисциплінарної мови  та  врахування  ролі  соціокультурного  контексту  при  вивченні  психологічних явищ.  Важливими тенденціями сучасного теоретико-методологічного стану психологічних досліджень розвитку  також є визнання неефективності моністичного підходу до його вивчення, взаємозв'язок теоретичних ідей  та   спроби   створення   метатеоретичних   схем,   постнекласичне   розуміння   розвитку   як   принципово  незавершеного   процесу   саморуху,   актуалізація   антропологічного   діапазону   проблем   та   посилення  спрямованості на роль культурного контексту в дослідженні розвитку людини.  The article deals with the modern approaches to the interpretation of the category of development, reveals  the theoretical and methodological approaches to study of development in modern psychology, its psychological  content, patterns, structure and dynamics. Category of development is viewed as an epicenter of scientific issues in  modern  psychology  and  the  concept  of  the  integrative  type.  Category  of  development  is  considered  as  the  phenomenon  and  the  problem  of  developmental  psychology  in  various  aspects  of  the  analysis.  Analyzed  the  development site in the related psychological concepts. The article analyzes the psychological aspects of theoretical  and methodological postnonclassical contemporary trends in the study of nature, character, and determination of  mental  development.  Postnonclassical  paradigm  and  pluralistic  methodology  of  knowledge  determine  the  disciplinary blurring and increase of the role of the analysis of socio-cultural context in the study of psychological  phenomenon. The important tendencies of modern theoretical and methodological state of psychological researches  of development are facts of inefficiency of the monistic approach to its study, interconnection of theoretical ideas  and   attempts   of  creating   metatheoretical   schemes,   postnonclassical   understanding   of   development   as   a  fundamentally  uncompleted  process  of  self-motion,  actualization  of  anthropological  range  of  problems  and  strengthening of focus on the role of cultural context in research of human development.

The objective: to show a role of the family focused technologies in depression of frequency of pathology of pregnancy at women of high obstetric risk. Patients and methods. For determination of efficiency of prophylaxis of pathology of pregnancy on the basis of use of the family focused technologies complex clinical-psychological and laboratory and tool examination of 300 women with factors of obstetric risk which were divided into two groups was conducted. In the main group – 182 women with motivation on partner labors to which provided training on system of individual preparation of married couple to labors. The comparison group consisted of 118 women who were not in prenatal training and had individual support in childbirth, with the traditional approach to pain management. Results. Use of the family focused technologies during pregnancy allows to reduce significantly the frequency of the main complications of pregnancy, especially not incubation and premature births. Conclusion. In our opinion, the technique is simple, available and can widely be used in practical health care at women with high obstetric risk.
