ABSTRACTThis research, exploratory nature, aims to identify the current scenario of degrees in Science and Mathematics in Brazil, its weaknesses and offer. The number of vacancies in the IES Degree courses in Science and Mathematics is insufficient to meet demand in teacher training in this area? That was the question that guided the investigation. In this sense, we try to see if there are no vacancies, if there was a reduction in enrollment, evaluate evasion, estimate the annual public spending on vacancies unoccupied in 2011, these degrees. In response to the question presented in this study, the results corroborate the analysis of Tardif and Lessard (2009), with the prospect of an increase in the deficit of teachers. On the other hand, the survey indicated that the financial resources expended by the Government, especially in public institutions, little impact due to the high percentage of evasion, considering the offered vacancies and loss of students during the process. About 920 million reais annually, only in public HEIs, the resources made available for training of science and mathematics teachers do not produce effective results.RESUMOEsta investigação, de natureza exploratória, tem como objetivo identificar o atual cenário das licenciaturas de Ciências e Matemática no Brasil, suas fragilidades e oferta. A oferta de vagas pelas IES nos cursos de Licenciatura em Ciências e Matemática é insuficiente para atender a demanda na formação de professores nessa área? Essa foi a questão que norteou a investigação. Nesse sentido, procuramos verificar se há falta de vagas, se houve redução das matrículas, avaliar a evasão, estimar o gasto público anual com as vagas não ocupadas, em 2011, nessas licenciaturas. Em resposta ao questionamento apresentado nesta pesquisa, os resultados corroboram com a análise de Tardif e Lessard (2009), com a perspectiva de um agravamento no déficit de professores. Por outro lado, a pesquisa apontou que os recursos financeiros despendidos pelo Governo, em especial nas Instituições Públicas, pouco efeito produzem devido ao alto percentual de evasão, considerando-se as vagas ofertadas e perda de alunos durante o processo. Cerca de 920 milhões de reais anuais, apenas nas IES Públicas, dos recursos colocados à disposição para formação de professores de Ciências e Matemática não geram resultado efetivo. Contacto principal: [email protected]

Abstract Albanian higher education sector has undergone various changes in the last years. Such changes have brought different implication and challenges for higher education institutions. HEIs need to find new and innovative ways to be able to respond properly and play their role in the society. This paper aims to provide an evaluation of the staus quo of 5 public higher education instituions, that took part in the study, in regard to 6 aspects of the entrepreneurial university model.Interviews were conducted using HEInnovate tool as a theoretical guideline and questions were asked by being grouped in 6 categories: on aspects such as governance and lidership, internationalization, knowledge exchange, human and financial resources, entrepreneurial education and start up support and measures, were conducted in order to have a general overview and identify potential areas of improvement. Entrepreneurship needs to be supported and formilazed by the top lidership and effective organizational structure that promotes entrepreneurshop at all levels of the institution, financial stream needs to be diversified, blended learning needs to be encourgaed and promoted and public HEIs need to increase their international cooperation and presence. The study shows that HEIs need to implement new practies in order to better be prepared to face the current and future challenges. The findings and recommendation can be used to present measures to be undertaken both at institutional level of HEIs and at the level of policy makers in Albania.

In 2015, there was the need of making this study to determine the efficient and effectiveness’ management for making decisions in respect to the ordinary fund allocations and their impact on the quality of the academic programs into the Polytechnic engineering universities in Mexico. This analysis is very important for providing essential evidence to improve the granting of financial resources to these institutions for the educational activities. Front to a novel educational system of higher education is essential to evaluate the quality of it to achieve its goals. The information evaluated shows important findings, in regards to the institutions for having more evaluable academic programs than non-assessable academic programs. Being the first ones, which receive a larger fund for their operation.

The objective of this research work was to determine the factors of entrepreneurial culture in university students. The present study was designed with a quantitative approach of descriptive, non-experimental and cross-sectional scope, approached from a review of the literature and based on a theoretical and referential framework. This research work was carried out in the period February-June 2019, whose subjects of study were students of the Veracruzana University of the School of Accounting and Administration and the Technological University of Southeast Veracruz. Among the main findings, it was found that university students do not undertake due to lack of financial resources, they also consider that it is necessary to strengthen academic activities within higher education institutions that help them develop entrepreneurship and innovation skills. The main factors that determine the entrepreneurial culture are creativity, teamwork, initiative, fear of risk.

The publication examines the main aspects of female entrepreneurship in Bulgaria. Key issues on the entrepreneurial profile of women starting and running their own business, as well as gender equality in this field are explored. The strengths and the need for specific support for women who create and develop entrepreneurial activities are discussed. In total, 178 women entrepreneurs with different education and age have been surveyed. Their companies also differ in size and activity. Bulgarian women entrepreneurs are mainly with higher education – economic or technical. About half of their companies have been established before 2008, operating mainly in services and trade. According to the results of the study, women believe that they have equal chances with men for success in starting and developing a business. The support they prefer mainly includes providing access to financial resources, promoting successful examples of women entrepreneurs and entrepreneurship training. Their most powerful weapons in business include: communication, intuition, adaptability.

Topicality of the research subject. The government authorities are concerned about higher education as human capital is being formed in this area.This concern is lessening as macroeconomic indicators show a lack of economic opportunities. Statement of the problem. Limited state funding for higher education requires improved spending of budget funds. Analysis of the recent research and publications. The state funding of higher education is considered at the macro- and micro levels from different angles. Selection of the unresearched parts of the general problem. There is no link between state funding of higher education at the macro level and the use of government funds at the micro level. Statement of the task and the purpose of the research. The method for the assessment of the finance provision of higher education has been improved, which makes it possible to achieve congruence between the mechanism of state order and the choice of educational services by consumers. Method or methodology of the research. A method for assessing the effectiveness of the financial provision of higher education in the space that has the parameters of “educational degree” and “field of knowledge” has been proposed. Statement of the basic material (results of the work). The low effectiveness of the use of state financial resources in relation to specialties and institutions of higher education of Poltava region has been determined. In the segment of “junior specialists” 113 places of the state order were not selected, and in the segment of “bachelors” – 98 places of state order. For most specialties in the segments the license amount did not correspond to the amount of state orders. The segments of the market of educational services differed significantly as to the state order. In the segment of “junior specialists” the share of the state budget places in the amount of demand was 85.16%, the share in the segment of “bachelors” – 60.24%, and in the segment of “masters” –  36.17%. The state stimulated potential consumers with the help of the state order to buy educational services. The state did not fund the realization of the HEI potential, encouraging them to commercialize educational programs. Field of application of results. The field of higher education. Conclusions. The proposed assessment methodology enables determining the effectiveness of the use of the state financial resources for specialties and institutions of higher education and the selection of possible alternative models for the distribution of the state order for their further financing.

Higher Education (HE) in Pakistan presents a case of the "inverted pyramid". The need of the country is to eradicate illiteracy and yet on the eve of the new millenium it stands at a humble 45 per cent. Poverty in the country is on the rise. Given the constraint of the financial resources the downward spiral is evident and yet the masses at the grassroots level could greatly benefit from increased literacy skills. Equipping them with functional literacy skills would clearly improve their quality of life. Given the two opposing trends whereby the country needs to provide massive literacy skills to its populace and the infrastructure of education heavily biased in favour of HE, an innovative approach within the education system and its mode of delivery is needed. This paper focuses on one such possibility and proposes a model to develop a link between the two to place the benefits of HE at the doorstep of the populace where it is desperately needed.

<span>The revision of tuition rates is an annual event at academic institutions. The existence of multiple and often conflicting goals, however, make the process extremely difficult. In light of rising educational costs and reduced federal and state support, the tuition structure must ensure adequate financial resources for the university. Increases in tuition rates, however, may negatively impact student enrollment and reduce the availability of higher education. The purpose of this article is to present a multi-criteria model for the tuition setting processing at the university level. A goal programming approach is used to ensure the tuition structure is consistent with a variety of broad policy constraints typically faced by administrators.</span>

AbstractThe academization of the midwifery profession poses great challenges for Germany, especially due to the tight timelines: Corresponding courses of study can in principle be offered at both universities and technical colleges – although contrary to the recommendations of the Science Council. This means that there is a heterogeneity in midwifery qualifications and promotes a discussion regarding coherent study concepts. This process must be accompanied with great care so that midwifery courses of study are not designed to be of poorer quality than other courses of study due to a lack of financial resources. First concepts are already available and will be discussed and examined below.

This study explored challenges and stressors facing academic deans within higher education.  The study analyzed, via step-wise multiple regression, the degree to which current challenges and related stress were associated with the well-being measures of effort-reward imbalance and over-commitment as measured by the Effort/Reward Imbalance scale (ERI); hardiness, as measured by the Dispositional Resilience Scale (DRS); and aspects of burnout, as measured by the Maslach Burnout Inventory (MBI).  Results indicated that the stress related to certain challenges (e.g., balancing financial resources, creating a clear vision, promoting change) have particularly powerful influences on aspects of work well-being. Implications and recommendations are included.
