The purpose of the article is to theoretically substantiate the concept of a graduate’s satisfaction profile with educational programs, which includes a number of parameters. This concept is proposed to be introduced in connection with monitoring the satisfaction of university graduates with educational programs. The methodology for measuring graduate satisfaction is based on the use of quantitative (questionnaires, the results of which are processed in SPSS) and qualitative (interviewing) methods. Graduates’ satisfaction with the quality of higher education is considered as a subjective assessment of the quality of their education. The proposed and tested methodology can become the basis for the development of a university system for monitoring the satisfaction of university graduates with educational programs and a university quality management system.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

The article analyzes the transformational shifts in the higher education system of Ukraine and presents proposals for their extension and support. A review of legislative, regulatory and policy documents governing and directing the processes of ensuring the quality of higher education has been carried out. The idea of the depth and effectiveness of reform measures and the processes of improving the quality of higher education is formulated. It was stated that the Ukrainian higher education system has come close to academic traditions and modern practice of organizing the functioning of higher education in the European university system. The steps to enhance and further ensure the quality of higher education in Ukraine are identified. The importance and urgent need for attracting to cooperation and specific participation of the Ministry of Education and Science of Ukraine, line ministries, the Ministry of Social Policy, employment organizations and trade unions of scientific and pedagogical workers of Ukraine in creating and supporting a training system and practical training of future specialists in the workplace, respectively chosen specialty and forecasting current and future long-term needs for training specialists, interest te business to finance higher education. It is emphasized that the quality assurance system of higher education can be achieved only if a motivational system of scientific and pedagogical workers is created to constantly and systematically improve the quality of education. The reasons that lead to insufficient attention to the innovation of the learning processes of students are identified. They include: the issue of continuing education of teachers, improving the standardization of their working time, solving the problem of free publication of the results of scientific research, deepening motivational factors and remuneration of teachers in higher education institutions and others. It is proved that the solution of these problems will create a dynamically updated quality management system of higher education in Ukraine at the level of European quality standards.

Development of the system of ensuring quality in higher education of Ukraine grounded the creation of such management subject as a guarantor of the educational program. However, a formal understanding of the role and uncertainty of the guarantor’s status in the contemporary area of managing higher education institutions became the widespread consequence of those innovations. Considering the stated above, various models of managing the quality of educational programs with the help of the guarantor have been developed in the research, and conditions for efficient application of such models in Ukrainian universities have been grounded. The research is based on the application of the strategic analysis method GAP for identifying issues and features of organizing management in systems of internal quality assurance in universities, and methods of modeling and graphical analysis method for creating alternative management systems in educational programs with and without such professional educational-scientific structural subdivisions as departments. As a result, the developed models include the rational organization of management of educational programs under the conditions of centralized and decentralized systems of internal educational quality assurance provision. For instance, it could create favorable conditions for decreasing bureaucracy and repetition of functions in the management system of universities and lead to the realization of the individual potential of guarantors as managers-experts in educational programs. This chapter focuses on the problem of assessing the quality of higher education. It has been identified that the quality assessment of higher education consists of external and internal assessment of educational services quality. External assessment of educational services quality is carried out by all economic entities that are consumers. Internal assessment of educational services quality should be carried out by the university itself. For these purposes, the university develops a quality management system and organizes a department responsible for organizing and monitoring the quality of educational services. Internal assessment of educational services quality includes such parameters as the quality of student training and the quality of teaching at university. A rating assessment of students' knowledge is developed at university to control the quality of students' training. A rating assessment of the university academic staff is carried out to maintain the quality of teaching.

The article defines the essence of the quality management system of higher education, in particular the structure and functions. The author notes that it is the system of higher education that shapes human potential. It is determined that the development of the higher education system and improving its quality is a priority, a strategic goal of each state, as this development is associated with the development of the economy and society as a whole. It is proved that the modernization of the education system is aimed at ensuring its quality in accordance with the latest advances in science, culture and social practice. The quality of education is a national priority and a prerequisite for the national security of the state, compliance with international norms and requirements of the legislation of Ukraine on the implementation of the right of citizens to education. In addition, it is explained that the number of requirements for higher education is growing every year, which leads to the need to create and implement a quality management system that is compatible with the existing ISO standard for free economic zones. The components of the quality assurance system of higher education according to this standard are given and the procedures that are implemented to improve it are indicated. It is noted that the state standard of higher education determines the list of qualifications of the relevant educational and qualification levels, the list of areas and specialties for which specialists are trained in the free educational and qualification levels, as well as requirements for educational levels of higher education. Seven principles of implementation of the Bologna system in Ukraine are given, and it is proved that the means of ensuring the quality of higher education are enshrined in the Bologna Declaration. It is determined that in order to control and improve affairs in the field of higher education, a state body was established — the National Agency for Quality Assurance in Higher Education, whose goals are to guarantee the quality of services, recognize the quality of scientific results, ensure systemic impact. It is emphasized that quality education should be seen by the state and society as an instrument of social, cultural harmony and economic growth to build a competitive and strong state, and therefore the quality of higher education should be the subject of constant attention of researchers and reformers.

Given its problematic past, Kosovo’s economic and social development and its current resolve for a European integration process, will be a challenge that will follow for a long time. Because of the burden that state institutions carry in this mission, it is easily verifiable that the process of reform of public administration staff, both at local and central level, is failing. This is primarily because their number is too large and the government has no plans to either reduce this number or to increase their capacity and competence through educational programs of higher education. So far, the Kosovo government, specifically the Ministries of Education, Social Welfare, Labor, etc., and the local governments have no plans on how to achieve this task and the providers of higher education have not provided any program that would adequately enable employees to get re-qualified, in order to carry out their public duties more efficiently and professionally. Therefore, the requalification of staff at a higher education level is one of the essential factors that should be implemented immediately.

Introduction. The article actualizes the problem of monitoring the qualitative indicators of higher education in modern Russian universities. The opportunities for monitoring to identify the levels of university graduates’ satisfaction with the obtained education considering the rapidly changing socio-cultural and economic conditions are disclosed. Goal: substantiation of heuristic possibilities for monitoring the quality of higher education in accordance with the social demand. Methods. At the basis of the study methodology lies the systemic approach allowing the authors to conduct a comprehensive analysis of the specific features of monitoring. The analysis, generalization, and classification of the main indicators constituting the foundation for the study of university graduates’ satisfaction with the quality of education are conducted. Results. The article presents the results of monitoring studies and proposes a classification of methodological and methodical approaches to the study of the topic. Scientific novelty. The topic of monitoring university graduates’ satisfaction with the quality of education allows the authors to explore the main relevant problems of modern universities and disclose the potential of higher education. Practical significance. The acquired study results can be used in further research, scientific and methodical developments, and project activity aimed at improving students’ satisfaction with the educational process and promote the quality of pedagogical work.

Purpose. The aim of the article is substantiation and development of theoretical and methodological bases for improving the management of the system of improving the quality of higher education institutions. Methodology of research. Methods of dialectical cognition, analytical information processing, methods of comparison, grouping, graphic methods, etc. are the methodological basis for the development of theoretical and practical provisions. The following methods are used in the study: structural and logical analysis – to build the logic and structure of work; system analysis and synthesis – to study the essence of the subject of study; system approach – to improve the system and targeted approach to the management of the system of improving the quality of higher education institutions. Findings. Peculiarities of interpretation of the concept of quality system of activity of higher education institutions are investigated. The conceptual bases of management of the system of improving the quality of higher education institutions are substantiated. Theoretical and methodological bases of management of the system of improving the quality of higher education institutions are revealed and the strategy of such management is improved. The components of the system of measures and procedures in the process of ensuring the quality of higher education are presented. Originality. Provisions for the management of the process of ensuring the quality of higher education institutions in terms of developing formalized: the concept, algorithm and system of such management from a theoretical and methodological standpoint in order to more clearly implement in practice. The symbiosis of modern innovative technologies of educational process management with emphasis on effective use of intellectual capital of all employees of higher education institutions will help to improve the quality of their activities. Practical value. The theoretical and methodological principles proposed in the work on the quality management system of higher education institutions are designed to enhance the competitiveness of domestic education and can be applied by higher education institutions of all forms of ownership. The article highlights the problem of quality of higher education in domestic universities that cannot be solved exclusively by educational institutions, because it requires to change the environment. Consumers of higher education are willing to pay for its value, depending on the career prospects and earnings of graduates. Success in career and earnings for consumers of higher education is determined by their productivity as employees or as entrepreneurs in private business. The effectiveness of University graduates depends on competition in the labor market among employers, competition for consumers and universities competition for the best teachers. Countries with a relatively high share of the public sector also presented low figures of labor productivity due to sluggish competition for skilled labor among firms and low motivation of consumers of higher education to acquire high qualifications. The ability of universities to realize their potential in creating value for consumers depends on the degree of their autonomy from government regulation. Russian universities, which are subject to a heavy burden of state regulation, for this reason may lose in global competition to foreign universities. The increase in the degree of economic freedom has a positive impact on wages in various countries of the world. Freedom from government regulation and control allows universities to make effective decisions that contribute to creating value for consumers at the lowest cost, which positively affects the efficiency of their graduates. The most important resource of universities in the process of production of utility for consumers are highly qualified scientists who are able to create innovations that bring the highest return among other investments. The growth of teachers' salaries is accompanied by the growth of the rating among universities on the quality of higher education. Attractive salary for scientists combined with high requirements for their qualifications in the best universities in the world, allows you to select the best staff for training students and produce the most effective specialists.
