Connotation and Construction of “Lancang-Mekong Community of Shared Future” through Sports Cooperation

In essence, the community with a shared future for mankind is a community of values, which has entered the stage of strategic implementation. The Lancang Mekong River Basin countries share the same river water, which has already bred the community concept of "relatives, neighbors and friends", and is the priority area of "building a community with a shared future for mankind". As an important channel to expand international cooperation space, the sports field should constantly promote practical cooperation and help the construction of "Lancang Mekong community of common destiny". Based on the Lancang Mekong cooperation mechanism and regional characteristics, this paper holds the connection and maintenance functions of "easy" and "regular" contained in sports, and puts forward the following ideas: make a top-level design of policies, actively incorporate into the policy system of regional cooperation mechanism; connect with national strategies, declare various special funds to provide financial support; deepen sports tourism cooperation and promote the Lancang Mekong nationality Traditional sports games and cultural festivals create the brand of Lancang Mekong events, enhance the consciousness of Lancang Mekong, and form the Lancang Mekong sports culture; play the role of "non-state actors" such as overseas Chinese, industry associations and Universities, expand the "individual" interaction field, and provide internal driving force for the construction of "Lancang Mekong Community of Shared future".

ABSTRACTThe processes undertaken by Arctic states and Antarctic claimant states to submit data to the Commission on the Limits of the Continental Shelf (CLCS) demonstrates the robustness of polar governance. The robustness of a governing system reflects its capacity to deal with emerging issues. For the purposes of this article, robustness comprises the effective protection of rights in the absence of prejudice and participant confidence. In the Arctic, unilateral assertion of continental shelf entitlement can proceed due to the nature of the CLCS process and recognition of sovereignty. Combined with the voluntary nature of Arctic governance, the process does not hamper cooperation in scientific research, boundary delimitation or engagement in initiatives such as the Arctic Council. In the Antarctic, a coordinated approach to continental shelf delimitation protected claimant states’ entitlement to a continental shelf and the right of other states not to recognise sovereignty. States demonstrated commitment to the Antarctic Treaty and acted according to accepted norms. Though different in structure, each polar governing system has its own characteristics of robustness. State authority drives participant confidence and regional cooperation in the Arctic. In the Antarctic, norms of behaviour foster system legitimacy and resilience is reinforced by the consequences of abandoning the system. With continued acceptance of the individual governing-system dynamics, emerging issues can be accommodated in both polar regions.

Abstract The Lancang-Mekong Cooperation (LMC) is a new type of regional cooperation mechanism in the Greater Mekong Subregion (GMS). It was officially co-founded by six Lancang-Mekong countries in 2016. Water resources cooperation is the flagship field of the LMC. The goal of this article is to introduce comprehensively the LMC and to illustrate why it can be regarded as a new choice for regional water resources cooperation in the GMS. This paper first reviews the background to LMC's foundation, and then introduces the structural framework, operating mechanism and recent advances of the LMC. It will then analyze the deficiencies of the present water resources cooperation mechanisms in the GMS and the comparative advantages of water resources cooperation under LMC. Finally, some suggestions were given to improve and reinforce water resources cooperation under the LMC. This research concludes that the LMC is more suitable for the actual needs and objective reality of Lancang-Mekong countries owing to its high-level and all-round regional cooperation mechanism. It was established jointly by all riparian states, with a shared vision to enhance the well-being of six countries' people, and works to narrow the development gap among regional countries.

  Los deportes electrónicos, también conocidos como esports, son un rompedor fenómeno basado en competiciones deportivas en las que el ser humano desarrolla y entrena capacidades mentales y físicas bajo el uso de videojuegos competitivos. Su especial acercamiento a las nuevas generaciones ha creado cierta preocupación social sobre la educación, concretamente ética, que ofrece esta manifestación a los más jóvenes. Apoyados en la corriente hermenéutica, nuestro objetivo es analizar, desde un prisma ético, el fenómeno de los esports y como pueden contribuir, están contribuyendo o podrían contribuir a que sus practicantes tengan una vida plena. Entre los elementos analizados encontramos el proceso de virtualización, la corporalidad, la libertad, la virtud, el autoconocimiento o la violencia. Tras el análisis, se puede concluir que esta preocupación y crítica socialmente asentada no está fundamentada pues los deportes electrónicos pueden contribuir a un desarrollo ético del individuo y, con éste, a su educación. De esta forma, el desarrollo ético del sujeto contribuye al desarrollo ético de la sociedad. Algunos aspectos desarrollados pueden las concepciones de corporalidad, género y feminismo, la democratización de la competición humana, la disonancia entre la realidad y la virtualidad, la concepción de la agresividad, la violencia y la catarsis, la idea de libertad como existencia auténtica o las implicaciones del juego y del deporte en la humanidad.  Abstract: Electronic sports, also known as esports, are a groundbreaking phenomenon based on sports competitions in which the human beings develops and trains mental and physical abilities using competitive videogames. Its special approach to the new generations has created certain social concern about education, specifically ethics, which this manifestation offers to the youngest. Supported by the hermeneutical current, our objective is to analyse, from an ethical prism, the phenomenon of esports and how they can contribute, are contributing or could contribute to their practitioners having a fulfilling life. Among the analysed elements we find the process of virtualization, corporeality, freedom, virtue, self-knowledge or violence. After the analysis, it can be concluded that this socially based concern and criticism is not founded, since electronic sports can contribute to an ethical development of the individual and, with this, to his education. In this way, the ethical development of the subject contributes to the ethical development of society. Some aspects developed can be the conceptions of corporeality, gender and feminism, the democratization of human competition, the dissonance between reality and virtuality, the conception of aggressiveness, violence and catharsis, the idea of freedom as authentic existence or the implications of the game and sport in humanity.

As the Free Trade Agreement (FTA) between China and Korea is completed, and one among China, Japan and Korea (CJK) is being discussed, a renewed attention is given to the three countries' efforts to establish a Northeast Asian regional standards cooperation mechanism. In this paper, two ICT-oriented standards cooperative programs among the three countries, CJK-SITE and CJK-ITSM, are selected as a research setting and examined. The analysis indicates that the slow progress of CJK ICT standards cooperation can be explained by two conflicting perspectives: techno-regionalism and techno-nationalism. From the techno-regionalism perspective, standards cooperation will position CJK at a more strategic standing to effectively respond to the ever-intensifying global standards wars over the international ICT market. However, there exist significant gaps among the three countries as to why and how to purse the standards cooperation. The authors attribute the gaps to techno-nationalism which dominates the agenda of each country's national standardization policy. Despite the apparent rationales for regional cooperation, as a Chinese proverb says, it seems that the three countries go to ‘the same bed with different dreams.'
