This article looks in more detail at the incidence and consequence of social policies for older people through the distinctly French post-structuralist lens of governmentality (Foucault, 1977). This will enable us to consider the implications of the re-figuring of the relationship between the state, older people and social work. This re-figuring constructs an ambiguous place for older people: they feature either as a resource - captured in the idea of the „active citizen‟, as affluent consumers, volunteers or providers of child care - or as a problem in the context of poverty, vulnerability and risk. In many ways, policy provides three trajectories for older people: first, as independent self-managing consumers with private means and resources; second, as people in need of some support to enable them to continue to self-manage; and third, as dependent and unable to commit to self-management. Governmentality provides the theoretical framework through which to view policy and practice that is largely governed by discourses of personalisation, safeguarding, capability and risk.

In this response to Terence Keel and John Hartigan’s debate over the social construction of race, I aim to push the discussion beyond the terrain of epistemology and ideology to examine the contested value of racial science in a broader political economy. I build upon Keel’s concern that even science motivated by progressive aims may reproduce racist thinking and Hartigan’s proposition that a critique of racial science cannot rest on the beliefs and intentions of scientists. In examining the value of racial-ethnic classifications in pharmacogenomics and precision medicine, I propose that analysts should attend to the relationship between prophets of racial science (those who produce forecasts about inherent group differences) and profits of racial science (the material-semiotic benefits of such forecasts). Throughout, I draw upon the idiom of speculation—as a narrative, predictive, and financial practice—to explain how the fiction of race is made factual, again and again.

The social policy of a country is a set of specific activities aimed at regulating the social relations between different in their social status subjects. This approach to clarifying social policy is also called functional and essentially addresses social policy as an activity to regulate the relationship of equality or inequality in society. It provides an opportunity to look for inequalities in the economic positions of individuals in relation to ownership, labor and working conditions, distribution of income and consumption, social security and health, to look for the sources of these inequalities and their social justification or undue application.The modern state takes on social functions that seek to regulate imbalances, to protect weak social positions and prevent the disintegration of the social system. It regulates the processes in society by harmonizing interests and opposing marginalization. Every modern country develops social activities that reflect the specifics of a particular society, correspond to its economic, political and cultural status. They are the result of political decisions aimed at directing and regulating the process of adaptation of the national society to the transformations of the market environment. Social policy is at the heart of the development and governance of each country. Despite the fact that too many factors and problems affect it, it largely determines the physical and mental state of the population as well as the relationships and interrelationships between people. On the other hand, social policy allows for a more global study and solving of vital social problems of civil society. On the basis of the programs and actions of political parties and state bodies, the guidelines for the development of society are outlined. Social policy should be seen as an activity to regulate the relationship of equality or inequality between different individuals and social groups in society. Its importance is determined by the possibility of establishing on the basis of the complex approach: the economic positions of the different social groups and individuals, by determining the differences between them in terms of income, consumption, working conditions, health, etc .; to explain the causes of inequality; to look for concrete and specific measures to overcome the emerging social disparities.

AbstractThis article argues that constructions of social phenomena in social policy and welfare scholarship think about the subjects and objects of welfare practice in essentialising ways, with negativistic effects for practitioners working in ‘regulatory’ contexts such as housing and homelessness practice. It builds into debates about power, agency, social policy and welfare by bringing psychosocial and feminist theorisations of relationality to practice research. It claims that relational approaches provide a starting point for the analysis of empirical practice data, by working through the relationship between the individual and the social via an ontological unpicking and revisioning of practitioners' social worlds.

Social policy toward old people in Poland — conditions, development and directions of changesSocial policy shapes people’s living conditions. In the era of dynamic demographic changes, especially the aging of the population observed in Poland and across the world, the activity of the state focused on improving the quality of life of the elderly is particularly important. Population aging is a demographic process of increasing the proportion of older people while reducing the proportion of children in the society of a given country. Elderly people will continue to be a part of society, mainly due to the progress of civilization, advances in modern medicine and the popularization of so-called healthy living.Social policy toward the elderly should not be limited to managing the social security system and social welfare. Eff ective use of human and social capital of the elderly will be a growing challenge for this policy, and for senior citizens — spending satisfactorily the last years of one’s life. However, for some senior citizens, old age means or will mean poverty and living on the margins of civil society. The Ministry of Family, Labor and Social Polic y is responsible for the social policy of people in Poland, off ering for example in the years 2014–2020 to senior citizens such programs as “Senior +”, the Government Program for Social Activity of the Elderly ASOS or “Care 75+.” Each of the above programs have appropriate criteria that must be met to be able to use them. Are older people eager to use them, or are the eff ects of these programs already visible? This study will attempt to answer the above questions. The main purpose of the article is to diagnose and analyze selected government programs targeted at older people. In addition, perspectives for changes in social policy toward older people in Poland will be determined.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

Old age is not of itself a pure neurological ‘problem’, pathology or statement of need. ‘Older people’ or an ‘aging population’ are not a homogeneous group and categorisation as a distinct service user group is, arguably, contentious. Furthermore, since the advent of personalisation in the UK for, conceptualizing support by user groups is considered by many as obsolete. People do not receive health services by virtue of being ‘older’. Rather they are in need of a service - for example, because of ill health, physical impairment, mental health difficulties, addiction or offending. This article will enable us to consider the implications of the re-figuring of the relationship between the state, older people and health professions and social work. Female sex worker victim characteristics and their social, situational and interactive contexts have not substantially changed. Yet, the manner in which female sex worker victimisation is currently understood has changed in some quarters. This chapter documents the unusual inclusion of female sex workers into Merseyside police hate crime policy and practice. Given that female sex workers embody a ‘non-ideal’ victim identity the focus here is to consider what this development may mean for Christie’s (1986) ‘ideal victim’ thesis. In so doing the role (or lack of) emotion and compassion will be discussed. The chapter concludes that victims and victimisation have been reimagined and new victimisations have arisen. However, with regard to hate crime, and the social construction of, and criminal justice responses to the victimisation of female sex workers Christie’s ‘ideal victim’ thesis remains contemporarily relevant and predominantly intact.

This article investigates the relationship between environmental policy and the social construction of place in two neighboring California counties. We examine two counties with dramatic geographic and sociodemographic differences that drew on similar place narratives in order to justify collaborative solutions to agricultural–environmental conflicts. Each narrative trumpets the importance of agriculture to each county's place character and praises the ability of well–intentioned county residents to work together. Our cases illuminate two processes through which place is socially constructed with regard to extralocal factors: place comparison allows residents to highlight potential risks by contrasting their own places with others while place meta–narratives allow actors to draw on culturally available notions of types of places. We conclude by discussing the relationship between place narratives and other factors that can affect policy choice, and therefore, shape the landscape itself.

This paper is a critique of the contribution of William Ivins's Prints and Visual Communication (1953) to an understanding of the meaning of fine art reproductions. Ivins showed that photographic reproduction was constructed in relation to, and displaced, older ways of reproducing art which were carried out by handicraft engravers. His analysis alerts us to the fact that ambiguity characterized art reproduction before photographs. Art reproductions, then, were interpretations in line based on conventional modes of representation – what Ivins calls a visual syntax. In this respect he enhances our understanding of the social construction of the artist. For Ivins the social history of reproduction seems to end with the camera. This completed an individuation of creativity ushered in with the Renaissance, but which was always qualified by the interfering visual syntax of craftsmen-interpreters. It is argued that the value of Ivins's account resides in its reconstruction of the relationship between handicraft engraving, fine art reproduction and aesthetic objects that have long since slipped from our consciousness.
