Volumes of research studies, surveys, and census data document the “brain drain,” the phenomenon of highly educated and highly skilled workers migrating from their hometown to an urban or metropolitan area that promises a better life. Early indications of brain drain begin with high school graduates determining where to attend college. There is a pervasive belief that it is a measure of success and part of a process of upward mobility to go away to college, and therefore an implied failure if one remains in their hometown or region while earning a degree. This mentality and encouraged brain drain behavior is reinforced by a K-12 education system that sorts students early in their academic careers and invests in the best and brightest, while paying little attention to the majority of students (Harmon, 2010). This is a skewed approach and leaves many individuals, and their hometowns, with few opportunities and stifled upward social and economic mobility.   The needs of the workforce are rapidly changing. Some form of post-secondary education is required for the majority of entry-level jobs in the United States (Bureau of Labor Statistics, 2017). Yet, higher education is being faced with increasing competition and growing skepticism regarding the value of a college degree. By collaborating and partnering with the region in which an institution exists, urban, suburban, or rural, colleges and universities can cut through higher education’s competitive noise and growing skepticism, while addressing the changing workforce needs and redefining students’ pride about where they earn a degree, and begin their careers, close to home. We call this paradigm shift the “Brain Remain,” and it has the potential to significantly alter the way higher education, K-12 districts, businesses, and community leaders work, operate, and collaborate in the new economy. This, in turn, can create bold new opportunities for students where they least expect them: right in their own backyards.

AbstractAfrica is beset with problems that range from natural calamities to civil wars and epidemics such as HIV-AIDS. Ironically, countries like Ethiopia, which badly need trained manpower, continued to lose highly skilled professionals, both military and civilian, to Western Europe and the United States. Ethiopia, for instance, loses more than a third of all its students who were sent for further education to Europe and the U.S. This is in addition to those who leave the country for various reasons but refuse to return home and those educated Ethiopians who became refugees in African countries. One of the consequences of the outflow of highly educated Ethiopians is that today there are more Ethiopian professionals, including MDs, working in the U.S. than in Ethiopia. However, not all Ethiopian professionals are successful in practicing their profession. Among these professionals, highly trained military officers constituted the largest group. They end up being taxi drivers and security guards; they represent the worst case of brain drain—brain hemorrhage. My paper will examine the causes and processes of migration of highly educated Ethiopians to the U.S. and its impact on higher education, both military and civilian, and health institutions in Ethiopia—a country with the least developed higher education establishments, even by African standards, and one of the worst HIV-AIDS affected areas in the world.

A reverse brain drain trend has resulted in a significant shift in the mobility of highly skilled workers educated as international students in Western countries to Asian countries. This chapter explores the brain drain to reverse brain drain situation in South Asia and highlights the implications for South Asia and the United States of America through an extensive literature review. The author argues that understanding the effects of reverse brain drain for South Asia and the USA can be crucial, and special policies and governmental programs are required to manage the trend in South Asia, and fill the void of professional workers in the USA.

The United States is in a bind. On the one hand, we need millions of additional citizens with at least one year of successful post-secondary experience to adapt to the knowledge economy. Both the Gates and Lumina Foundations, and our President, have championed this goal in different ways. On the other hand, we have a post-secondary system that is trapped between rising costs and stagnant effectiveness, seemingly unable to respond effectively to this challenge. This paper analyzes several aspects of this problem, describes changes in the society that create the basis for solutions, and offers several examples from Kaplan University of emerging practice that suggests what good practice might look like in a world where quality-assured mass higher education is the norm.

International labor migration is one of the most important elements of the modern global economy. Amid growing knowledge economy, migration of highly skilled specialists plays an increasingly important role. For Israel, as an immigrant society, migration issues have been of paramount importance since the early days of the independent state. However, in the first decades the discussion focused mainly around the influence of immigrants on the economic development of the country and identification of the most effective ways to adapt immigrants. At present, the Israeli economic model is built in such a way that the institutions of the knowledge economy are at its core, that requires a significant amount of labor with an appropriate level of skills. At the same time, today Israel witnesses emigration of such specialists, mainly to the United States. This paper is devoted to the analysis of the current situation. The article substantiates the relevance of the chosen topic not only for Israel, but also for other economically developed countries and gives a brief bibliographic review in the field. Next, the author analyzes the tendencies of high skilled work force immigration to Israel at the present stage through the analysis of the supply and demand in the country's labor market in the high-tech sector and assessment of the government programs created to attract foreign non-Jewish specialists to the country which appear to be not effective. The article also deals with the problems of emigration of high skilled workers from Israel. An overview of the magnitude of the phenomenon is given based on international comparisons; main reasons of the trend are identified and analyzed; government programs for the return of compatriots are assessed. It is argued that Israel should pursue a more effective policy to attract highly skilled non-Jewish immigrants into the country, which will fully realize the existing positive externalities and dampen the problem of brain drain.

The concept of “brain drain” is in its origins a nationalistic concept, by which is meant a concept that visualizes economic and cultural welfare in terms of the welfare of the residents of a national state or region, viewed as a totality, and excludes from consideration both the welfare of people born in that region who choose to leave it, and the welfare of the outside world in general. Moreover, though the available statistics are far from adequate on this point, there is generally assumed to be a net flow of trained professional people from the former colonial territories to the ex-imperial European nations, and from Europe and elsewhere to North America and particularly the United States. The concept thus lends itself easily to the expression of anti-colonial sentiments on the one hand, and anti-American sentiments on the other. The expression of such sentiments can be dignified by the presentation of brain drain as a serious economic and cultural problem, by relying on nationalistic sentiments and assumptions and ignoring the principles of economics—especially the principle that in every transaction there is both a demand and a supply—or by elevating certain theoretical economic possibilities into presumed hard facts.

Reasons for public education are many; however, to crystalize and synthesize this, quite simply, public education is for the public good. The goal, or mission, of public education is to offer truth and enlightenment for students, including adult learners. Public education in the United States has undergone many changes over the course of the last 200 years, and now public education is under scrutiny and is facing a continual lack of funding from the states. It is due to these issues that public higher education is encouraging participatory corporate partnerships, or neo-partnerships, that will fund the university, but may expect a return on investment for private shareholders, or an expectation that curriculum will be contrived and controlled by the neo-partnerships. A theoretical framework of an academic mission and a business mission is explained, the impact of privatization within the K-12 model on public higher education, the comparison of traditional and neo-partnerships, the shift in public higher education towards privatization, a discussion of university boards, and the business model as the new frame for a public university. A public university will inevitably have to choose between a traditional academic mission that has served the nation for quite some time and the new business mission, which may have negative implications for students, academic freedom, tenure, and faculty-developed curriculum.

This chapter provides information about the significant contexts of the Hindu American community’s narrative performances. Reviewing reasons behind why people immigrate, it begins with general theories of immigration and then concentrates on the specific reasons why Indians left India during the period after 1947. The chapter then shifts its focus to the context in the United States as a receiving site for immigrants from India with particular attention to race and religion, two dominant themes in American immigration that have contributed to the Guptas’ experiences and the dynamics of their community-making activities. This leads to a discussion of the significance of religion for migrants in the United States before introducing the more specific religious context of the Guptas’ community. Finally, the chapter expands its lens to their transnational extended family with family trees, a description of their social community, and a specific history of key players in the family.

Technology-based distance education is emerging as an increasingly visible feature of post-secondary education in the United States (U.S. Department of Education, 1999). Educators have the opportunity to define, design, and manage effective and robust teaching and learning systems, programs, and courses. As distance learning becomes a serious alternative to the standard classroom environment, enormous opportunities and dilemmas present themselves for the players. This chapter examines the technology used in distance education; the type of student utilizing distance education; advantages and disadvantages for the student, the instructor, and the institution in the use of distance education; and the players involved—including higher education institutions, virtual universities, states, and consortia.


Subject Mexico's brain drain. Significance Recent studies suggest increasing numbers of skilled professionals are emigrating from Mexico. A report by the University of Zacatecas (UAZ) published in March shows more than 1.4 million Mexicans with postgraduate degrees left the country between 1990 and 2015 due to a lack of professional development opportunities. According the National Council for Science and Technology (CONACYT), the government agency responsible for policy in this area, 46% of skilled emigrants live in Europe, 30% in the United States, 12% in Latin America and 7% in Canada. Impacts Emigration of skilled workers will be a fiscal burden as it annuls the benefits of investing in human resources. Policies to attract foreign talent could mitigate the problem, but there is no evidence that this is being considered. A contentious election outcome could trigger instability, further fuelling the outward flow of highly skilled Mexicans.

This analysis of the medical brain drain places the problem in the context of the health care infrastructure in the developing world. It emphasizes Latin American social realities as a corrective to the self-interest which characterizes much of the current debate in the United States. It is argued that the same factors constituting emigration “push” factors in Latin America simultaneously underscore the relative unimportance of medical manpower migration compared to other obstacles to health progress. That conclusion is supported by a comparison of the relative damage caused by the brain drain by itself and the damage caused by factors which the brain drain concomitantly symbolizes and flows from: elitist objectives, misdirected priorities, unrealistic policies, and inadequate planning on the part of most Latin American nations. In the absence of urgently needed change in traditional structures, merely closing the gates on foreign medical graduates will not serve to ameliorate health conditions in the region. Those who seek real health improvements for developing nations must address greater challenges than the brain drain.
