This paper analyzes the advances and limitations of citizen engagement in government planning implemented in the State of Minas Gerais by the Regional Government Forums (FRGs) between 2015 and 2017. Specifically, we examine the institutional arrangements through a political capacity according to Gomide and Pires (2014). The case study was adopted as a research methodology. In the data collection, we used documentary survey, observation in forums events and semi-structured interviews. As far as political capacity is concerned, we can see the predominance of public servants, followed by representatives of social movements, with low participation of business organizations in the analyzed territory. It is concluded that the FRGs break with the previous technocratic logic, based on the parameters of the new public management.

When governance refers to changes in the state, it refers to the apparent spread of markets, contracting out, networks, and joined-up government. This chapter initially focuses on the intellectual sources of the transformation of the state, highlighting the role of modernist social science, with its reliance on formal explanations based on either economic models or sociological correlations. The first wave of reform occurred as an economic modernism inspired marketization and the new public management. The second wave occurred as a sociological modernism inspired joined-up governance and networks. The second half of the chapter shifts the focus from the sources of the reforms to their impact on practices. It relies on a series of short ethnographic stories to illustrate the complex ways in which public servants juggle the competing demands of bureaucracies, markets, and networks.

Os Fóruns Regionais de Governo de Minas Gerais foram criados em 2015 com a intenção de viabilizar um canal para as demandas provenientes da população das diferentes regiões do estado. A nova instância participativa se desenvolveu nos últimos quatro anos, sob o slogan do governo de Minas Gerais (2015-2018) de “ouvir para governar”. O presente trabalho teve como objetivo analisar características centrais do desenho institucional e do processo participativo, a partir das reflexões teóricas de Fung e Wright (2003) sobre a Empowered Participatory Governance e de Tarragó, Brugué e Cardoso Jr. (2015), a respeito da construção de uma Administração Pública Deliberativa. Since the independence in 1971, Bangladesh has made a commendable progress in all sector of the state in its 47 years of journey. Over this period it has come across to a long way in administrative reforms under different political regimes. Most of the reforms in the administrative section could not achieve the desired results due to different reasons. This paper particularly tries to find out how traditional bureaucratic culture has been an impeding force on the way of implementing New Public Management in Bangladesh. Public servants have been a strong body in Bangladesh due to different political incidents. Basically military backed governments at different times were highly dependent on bureaucratic administration. Such political practice has grown a peculiar culture of reform resistant behavior among administrative members. As a result, they are not enough open to new changes in the administrative system and thus impeding the implementation of new administrative reforms frequently as there remain uncertainties of power distribution.

State Management and Public Administration Teaching is an actual matter of all civilized countries. Educated state officials who have profound knowledge in these subjects are more effective than public servants who have received the general education. Performance at work and decisions made by the effective public servants are directly reflected on country’s success. Thus, different countries more or less successfully considered that the money spent by the state is much less than the impact received from learning. In this work we are trying to briefly overview the international experience and based on this reveal the effective teaching tools. Also, we present the possible ways to measure the efficiency of training. The work is focusing on the approaches and challenges of new public management, which require constant improvement in management. Therefore, it is necessary to update the teaching approaches to the State Management and Public Administration periodically. In addition, the work is analyzing the current condition of state management and public administration teaching in Georgia. Based on the public sector reform progress and produced analysis the tasks for improving the teaching approaches is introducing.

With the adoption of the State Sector Act in 1988, the New Zealand public sector revolution was in full motion. The Act was one of many initiatives that provided a new framework for government and managing public services (Boston et al., 1996; Scott, 2001). New Zealand rapidly became the poster child for what became known as the New Public Management, and an archetype scrutinised around the world. The audacity and intellectual coherence of the New Zealand model became a standard against which the progress of other governments was judged. These reforms were part of  a larger social and economic transformation which led to dislocation and democratic reform. In the crucible of introducing and implementing these reforms, and in the inevitable re-adjustment phases, New Zealand gained a reputation for continuous reflection on its progress by its political leaders, government officials and a small band of impressive academics.

In this chapter, the authors show two case studies of the use of social media in municipal governments: Lerma, a small municipality with a significant growth, and Metepec, an important municipality of the State of México. The purpose of this chapter is to provide empirical evidence of how social media improves government to citizen relationship and promotes e-participation in municipal governments. The results are based on semi-structured interviews applied to public servants and a survey to evaluate e-government services by citizens. So, the citizen perception is contrasted with public servants' interviews. Citizens consider that electronic procedures and services implemented by their municipalities do not generate value. The efforts of governments should focus on avoiding corruption, making governments transparent, opening data, and properly managing the privacy of information.

Purpose – The purpose of this paper is to examine how academics resisted and accommodated changes towards the reform process in higher education institutions in Indonesia which has introduced market-driven principle of new public management and the principle of Neo-Weberian model. Using the theory developed by Scott concerning the resistance patterns by powerless or subordinated groups through “weapon of the weak”, this study aimed at mapping the resistance exhibited by Indonesian academics. Design/methodology/approach – This study was a case study using semi-structured interviews conducted with 30 academics in three state universities in Indonesia. Findings – The results of this study demonstrated that academics in Indonesian universities resisted and accommodated the policy reform using their discursive, unobtrusive tactics of resisting. Research limitations/implications – The method of data collection used in this research was based on the interview alone. It would be useful to consider to deploy other forms of data collection such as, observation to allow the building up of strong trusthworthiness of the findings of this research. Practical implications – The authors believed that this study may be useful to give better understandings for policy makers on implementing policies by considering aspects of behaviours of academics as street level bureaucrats in accepting, interpreting, and implementing policy imperatives. These results might also be beneficial for policy makers from other sectors outside higher education in effectuating policy imperatives. Originality/value – The authors argued that, academics actively responded to external pressures which contradicted their own values and beliefs with their unique intellectual strategies by which have been overlooked in the formulation of policy.

Over 100 years ago, the bureaucratic compact and five professions were established: city/county management, city planning, civil engineering, landscape architecture, and architecture. In exchange for merit employment and independence from politics, these professions offered expertise and related values. To understand those values and changes in the compact from the 1900s to today, codes of ethics from the five professions were examined. Anticipated changes were a movement from traditional public values to business values including New Public Management. However, findings show traditional values persisting over time (e.g. public interest), but not many New Public Management values (e.g. innovation). Modern values do appear and expand professionalsʼ responsibilities into environmental protection, sustainability, and human rights, which influence what these professions offer as they seek to uphold their end of the bureaucratic compact.

Public servants are confronted with the need to reflect the reality of the changing world. In past decades, managerial methods have begun to penetrate into public administration, which has gained the name of New Public Management . This approach has been criticized by part of both scholars and practitioners, because of the fact that it brings too many economic and managerial principles from the private sector. We think that New Public Management is still open to new challenges, but with emphasizing the values that are typical for public administration. The use of Corporate Performance Management using Sustainable Value methodology can be such challenge. The aim of paper is to introduce, modify and use Sustainable Value as a tool for Corporate Performance Management within New Public Management, for its use at regional level to measure the performance.
