The article analyzes long-term trends in innovation processes in the Russian economy. The dynamics of the share of innovation-active organizations, the share of innovative products, and costs for innovation in 2010-2019 was considered. The role of investment as a factor in the intensity of innovation processes was shown. Ranking of roadblocks against innovations was carried out based on the analysis of sociological surveys. The composition of investment in innovations by sources of financing and problems of their attraction in the economy of the Russian federation were revealed.

The article analyzes damage caused by attacking finance organizations in the Russian Federation through activization of hacker groups. The mentioned attacks were mainly directed at banking cards’ processing, cash machines and the SWIFT system, an international system of transmitting finance information and payments. The growth in hacker penetrations can be seen in all sectors of Russian economy, it is based on informational confrontation and aims at destabilization of considerable objects of critical information infrastructure. Today special attention is paid to attacks of hacker groups, which get financing from states and criminal groupings in order to exert influence on the leading banks of the world. The author investigated the key methods of attacks of finance organizations. The role of the Federal service on technical and export control and the Department of information security of the Bank of Russia was described. By assessing the impact of computer attacks the author came to the conclusion that the Russian banking sector is vulnerable to computer attacks on informational systems that could cause damage not only to small but also big credit organizations, which possess over 60% of the Russian banking sector assets.

Abstrakt: Współczesna polityka Federacji Rosyjskiej na Bliskim Wschodzie jest elementem szerokiej strategii ukierunkowanej na cele w środowisku międzynarodowym oraz na cele wewnątrzpaństwowe. Polityka ta jest konfrontacyjna na płaszczyźnie Rosja – Zachód i stanowi koło zamachowe w dążeniu kraju do odzyskania dominującej roli w świecie. Zaangażowanie Federacji Rosyjskiej w konflikt w Syrii jest konsekwencją jej mocarstwowej polityki w zmieniającym się środowisku międzynarodowym. Głównym celem było wyeliminowanie rozwiązań USA i innych państw Zachodu w zakresie interwencji humanitarnej w Syrii. Poza tym utrzymując reżim Baszara al-Asada Federacja Rosyjska podjęła realizację własnego ładu na Bliskim Wschodzie, gdzie chce odgrywać kluczową rolę. Pomagają jej w tym Iran – wieloletni oponent USA oraz Turcja – nowy koalicjant, które mają też swoje partykularne cele w regionie. W przypadku polityki wewnętrznej, rosyjskie elity polityczne chcą utrwalić władzę populistyczną, oferując narodowi drogę dokonań państwa, szczególnie w wymiarze międzynarodowym – wskazując siłę militarną i wyższość polityczną, jako podstawowe elementy odbudowy mocarstwowej roli Federacji Rosyjskiej w świecie. Te kierunki polityki zewnętrznej i wewnętrznej dają obraz konsekwentnych, a jednocześnie zaskakujących działań Federacji Rosyjskiej na Bliskim Wschodzie. Abstract: Contemporary policy of the Russian Federation in the Middle East is an element of a broad strategy focused on international and internal purposes. This policy is confrontational at the level of Russia - the West and constitutes a flywheel in the pursuit of the country to regain its dominant role in the world. The involvement of the Russian Federation in the conflict in Syria is a consequence of its superpower policy in the changing international environment. The main goal was to eliminate the solutions of the USA and other Western countries in the field of humanitarian intervention in Syria. What is more, maintaining the regime of Bashar al-Assad, the Russian Federation has embarked on the implementation of its own order in the Middle East, where it wants to play a key role. Iran, a long-term opponent of the USA, and Turkey, a new coalition partner that also has its particular goals in the region, are the countries which help Russia in this area. In the case of domestic policy, Russia’s power elites want to consolidate populist power by presenting the nation country’s accomplishments, especially in the international dimension, indicating military strength and political superiority as the basic elements of rebuilding the superpower role of the Russian Federation in the world. These external and internal policies give a picture of the consistent and also surprising actions of the Russian Federation in the Middle East


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The methods of increasing the level of competitiveness of the Russian Federation in the world through sustainable development of human capital have been studied. The analysis of the most considerable indicators in the social and economic development of Russia and other leading economies in order to understand the current place and role of the Russian economy in the world society has been presented. Based on the analysis a number of reasons influencing on the further development of the Russian economy, taking into account the more active use of human capital in the global structure of the economy, has been revealed. The result of the study was to identify the weakest issues of the Russian economic structure including the fundamental difficulties in the development of human capital. At the end of the article, the main recommendations for fixing the identified problems have been given.

Currently, the Russian cities are involved in the marketing of territories and competition for various types of resources. This aspect determines the relevance of issues related to building a strong image of the city, including its toponymic component. The category of regional identity is one of the significant tools for managing the image of a city. According to the author, it can be used in municipal toponymic policy to build a long-term strategy for toponymic designation. The author analyzes the current toponymic policy in the city of Kazan, the capital of the Republic of Tatarstan of the Russian Federation, in terms of the manifestation of regional identity. The directions for the correction of the urban toponymicon in the post-Soviet era are considered. The dominant components of regional identity, explicated in the modern toponymy of Kazan, are revealed. The role of regulatory documents in the implementation of the municipal toponymic policy of the contemporary period is characterized.

The Russian Federation and EAEU actively participate in the international financial relations, as well as represent large financial markets. At the same time, economies of the Union are in need for an impulse that would allow them to transition towards sustainable course of long-term development. Such impulse can come from a dialogue with Asian financial institutions (AFI). The goal of this work is to describe the contours of the dialogue and strategies for gaining maximum benefit out of it, as well as discover possible paths for future transformation of Asian financial institutions. The results of this research allow discovering paths for overcoming the key problems of Russian economy – lack of direct foreign investments, as well as lack of diversification of exports – through cooperation with the AFI in the financial sphere and trade. The article determines the main paths for structuring the Asian financial architecture, and make proposals on a strategy for intertwining the EAEU and the AFI with consideration of interest of the EAEU member-states, primarily Russia. The author proposes the model for redistribution of investments within EAEU taking into account the investment position of the country, and conducts analysis of the effects of cooperation with the AFI upon the EAEU countries. Moreover, the research reveals the main advantages of this cooperation for the Asian countries, which allows speaking of bilateral benefits of the cooperation.

The article gives the assessment results of the reserves of natural resources, such as oil, gas, coal, diamonds and others in Russia, in physical and monetary terms. A study of the oil industry has been carried out, which includes the production, transportation and subsequent marketing of oil and petroleum products in the domestic and foreign markets of the Russian Federation. The strategic importance and significance of this industry for the Russian economy and the state as a whole is determined. The current problems of the oil industry, such as technology, manufacturing, geographic, criminal, political, low value added and resource recovery, were identified and described. The article also presents trends and prospects for the development of the oil industry of the Russian Federation in the medium- and long-term periods.

The authors propose an along with interstate relations (first level) and supranational organizations (second level) to distinguish a third level of international relations - international relations of the regions in Federal and unitary States. The topic is very relevant due to the ongoing restructuring of the architecture of international relations and world politics. In addition, these processes lead to involvement in international relations new actors. The resulting configuration and the role of traditional players. In addition to long-term evolutionary processes, we should not forget about the position of Russia in the last few years. It is obvious that the current tensions around the Russian Federation may not be fully resolved with the old methods. At the same time, sub-state/ subnational actors as subjects of a combined nature, the role played by regions of the Russian Federation, able to combine harmoniously in its international activities as the techniques characteristic of the traditional actors - States and developments in the tools of non-traditional actors - international non-governmental and non-profit organizations etc. As a result of positive results can be achieved faster and at the interstate level. The review considers the subject and the relevance of the topic, presents the analysis of the content of the work. Marked strengths of the textbook, including those associated with the consideration of the diagonal ties and the political components in the international activities of the regions. In addition to the advantages, attention is paid to the analysis of controversial moments. Some authors benefits seem too rigid or insufficiently substantiated. Noted and some defects.
