The Russian Federation and EAEU actively participate in the international financial relations, as well as represent large financial markets. At the same time, economies of the Union are in need for an impulse that would allow them to transition towards sustainable course of long-term development. Such impulse can come from a dialogue with Asian financial institutions (AFI). The goal of this work is to describe the contours of the dialogue and strategies for gaining maximum benefit out of it, as well as discover possible paths for future transformation of Asian financial institutions. The results of this research allow discovering paths for overcoming the key problems of Russian economy – lack of direct foreign investments, as well as lack of diversification of exports – through cooperation with the AFI in the financial sphere and trade. The article determines the main paths for structuring the Asian financial architecture, and make proposals on a strategy for intertwining the EAEU and the AFI with consideration of interest of the EAEU member-states, primarily Russia. The author proposes the model for redistribution of investments within EAEU taking into account the investment position of the country, and conducts analysis of the effects of cooperation with the AFI upon the EAEU countries. Moreover, the research reveals the main advantages of this cooperation for the Asian countries, which allows speaking of bilateral benefits of the cooperation.

The problematic issues, associated with the functioning of non-credit financial institutions, have been considered. Particular attention has been paid to their activities, in terms of money circulation to organizations-operators of payment systems, in terms of credit to microfinance organizations. Presently, issues of evaluating the activities of non-credit financial institutions are the least developed in the scientific and methodological аspects. Based on the role and importance for monetary and credit circulation in the Russian Federation, ensuring the continuity of payments within the Russian economy and beyond, an approach to the currently unsolved problem as the definition of criteria for the effectiveness of these economic agents has been offered. According to the results of the study, directions have been proposed for improving the assessment of the activities of non-credit financial organizations.

An analytic approach is designed to link foreign and identity policies reveals policymaker’s the worldviews and beliefs. Identifying a link makes it possible to understand a policy decision that cannot be explained by the rational choice or long-term interest categories. It is obvious that the decisions on annexation of Crimea, the resolution of the armed conflict in the East of Ukraine are difficult to explain only through the lens of geopolitical revanchism of the Russian Federation. The current state of Russian-Ukrainian relations is determined by the conflict of identities. Both Ukraine and the Russian Federation have departed from the logic of the post-Soviet state and are trying to create future-oriented political projects. In the armed conflict, the Ukrainian political project is building on an anti-Russian basis, and its success depends on further distance from Russia. The Russian political class also pursues a policy negativizing the image of a neighboring state, creating narratives about the artificiality of the modern Ukraine’s borders and the extreme weakness of its institutions (failed state). At the same time, it is actively promoting the idea of Ukrainians and Russians are «one people». This «big idea» is placed in official discourse to please the nationalists, does not so much justify the Putin’s actions in Ukraine, but shapes the future Russian policy in the «Ukrainian issue». Resolving identity conflicts will help to shape modern political nations that will define the geographical boundaries of their states. It is important for Ukraine that the Ukrainian political nation can influence the Russians’ perceptions the possible borders of their own state. The article analyzes long-term trends in innovation processes in the Russian economy. The dynamics of the share of innovation-active organizations, the share of innovative products, and costs for innovation in 2010-2019 was considered. The role of investment as a factor in the intensity of innovation processes was shown. Ranking of roadblocks against innovations was carried out based on the analysis of sociological surveys. The composition of investment in innovations by sources of financing and problems of their attraction in the economy of the Russian federation were revealed.

The article analyses the level of food security of the Russian Federation as a determinant of political risk in the agricultural sector of the country. The author presents calculations of indicators of ensuring food independence of the Russian Federation on priority types of food products; assesses the level of import dependence of the agricultural sector; regards the dynamics of personal food consumption in the country. The author notes that at present, the domestic agricultural complex operates in conditions of constant economic and geopolitical transformations. It directly affects the emergence and growth of political risk in this sector of the economy. Sanctions imposed on Russia by Western countries since 2014 predetermined the direction of development of the agricultural sector of the Russian Federation and revealed the need for thinking long-term and systemic solutions from the state in the field of import substitution and improving the quality of life of the Russian population.

The article gives the assessment results of the reserves of natural resources, such as oil, gas, coal, diamonds and others in Russia, in physical and monetary terms. A study of the oil industry has been carried out, which includes the production, transportation and subsequent marketing of oil and petroleum products in the domestic and foreign markets of the Russian Federation. The strategic importance and significance of this industry for the Russian economy and the state as a whole is determined. The current problems of the oil industry, such as technology, manufacturing, geographic, criminal, political, low value added and resource recovery, were identified and described. The article also presents trends and prospects for the development of the oil industry of the Russian Federation in the medium- and long-term periods.

The paper is devoted to the study of theoretical and legal aspects of the implementation of state policy and strategizing in the field of production and circulation of GMOs. Based on the results of the analysis of the state strategic planning documents, the authors prove that a new system of strategizing in the field of production and circulation of GMOs is being actively formed in the Russian Federation. This system is based on the assessment of potential and long-term risks of GMOs on the environment and human health. This system includes a modern strategic, legislative, subordinate regulatory legal and methodological base. In order to improve state policy and strategizing in the field of production and circulation of GMOs, it is proposed to develop a concept for the development of genetic engineering activities as part of the country’s socio-economic development, taking into account biological, food, and environmental safety. The paper also provides a comprehensive analysis of the current state of the legislation of the Russian Federation in the field of GMO handling. Based on the results of an assessment of the legal support of the current security system of the Russian Federation in the field of genetic engineering, its effectiveness is proved. At the same time, the authors highlight potential risks of the appearance of second and third generation GMOs, which may remain unidentified within the framework of control over the GMO turnover.

Joint-stock companies in Russia are the most important and most complex type of commercial corporate organizations that are of strategic importance for the preservation and development of the Russian economy. At the same time, the civil legislation governing the organization and activities of joint-stock companies in the Russian Federation is developing dynamically, which requires a detailed analysis of the current state and development prospects of the corporate governance system in joint-stock companies. The work investigates the most important problems arising in the process of organizing and functioning of the corporate governance system in Russia, and also developed proposals for their resolution, including by introducing amendments and additions to the current legislation on joint-stock companies. These changes will make it possible not only to optimize the corporate governance system in Russian joint-stock companies, but also to protect the rights and legitimate interests of shareholders - owners of ordinary shares (primarily minority shareholders), government and local authorities, investors, etc.

The important aspects of building a digital state are considered. The structure of a digital state and its main services, an automated system of strategic planning and program-targeted management of the Russian economy are proposed. As the core of such a system, an automated system of planned calculations is proposed for the development and adjustment of long-term, medium-term and current (annual) plans, including a digital service for scenario forecasting of socio-economic indicators of the Russian Federation, developed at the Plekhanov Russian University of Economics under the guidance of the author.

The features and problems of using information technologies in the national economy of the Russian Federation have been analysed. It has been proved that the aforementioned technologies, acting as an urgent need and a mandatory requirement of modern state regulation of national business in the digital age, include various types of breakthrough technologies in the Russian economy, its production and social spheres, increasing their competitiveness, contributing to strengthening the country’s position in the world community in the long term. It is proved that these technologies are a chance for the national economy of Russia to take a leading position in the world ranking in the conditions of the country’s membership in the World Trade Organization. The purpose of the article is to explain the author’s position regarding the increase of the efficiency of the national economy of the Russian Federation as the result of the implementation of digital technologies in the business model of domestic enterprises.
