Peculiarities of transformation of the structure of the economy of cities of the Western region of Ukraine are investigated. For this purpose, the spatial concentration of economic activity in the cities of regional significance of the Western region of Ukraine, as well as the speed and intensity of transformation of the structure of their economies are analyzed. Depending on the structure of the economy of cities of regional importance in the base period and the intensity of structural changes in it during the study period, two types of studied administrative units are identified: 1) cities of regional importance, which retained the profile of economic structure; 2) cities of regional significance, which diversify the structure of the economy.  The latter, in particular, include: a) cities of regional importance — industrial centers that have diversified their activities through the development of the service economy; b) cities of regional significance, which transformed the structure of the economy in the direction of industrial development; c) cities of regional significance, which, despite the multidisciplinary economic structure of the base period, increased in the following years the economic potential only in a certain sector of economic activity; d) other cities of regional significance, in particular those that have changed the vector of economic activity in the direction of development of related industries. The existence of positive trends (higher adaptability of the structure of the economy of the studied administrative units to modern conditions of socio-economic development), as well as negative trends (asymmetry of regional socio-economic development due to concentration of business activity and capital in cities of regional significance; disproportionate sectoral and spatial structural changes) economy of cities of regional importance, strengthening the mono-profile of economic development of individual cities of regional importance in the context of exacerbation of risks of economic activity) in the transformation processes of the economy of cities of regional importance.

The problems of structural changes in the economy of large and medium-sized cities of the Western region of Ukraine are investigated. Special attention is paid to the spatial localization of cities, the cultural and historical traditions of functioning of their economy, the branch specialization and institutional environment of influence on the formation of business climate and economic development as the main factors of structural transformation of urban economy. To compare the peculiarities of economy transformation in the selected for the study large and medium-sized cities of the Western region of Ukraine, the dynamics of change of individual comparable indicators of their development in 2010 - 2017 were analyzed. This primarily relates to such indicators as the volume of freight transportations, the total area of new residential buildings, the retail turnover of enterprises, the capital investments, as well as the export services and its ratio to the export of goods. Based on the analysis of the relevant data, the main tendencies of structural transformation of the economy of large and medium-sized cities of the Western region of Ukraine that were selected for the study have been identified. The mentioned structural transformation are confirmed to be occurring primarily in the direction of equalization of the branch proportions of economic development of cities, irrespective of their size. At the same time, there is a tendency to move from mono-functional to poly-functional specialization of the urban economy on the basis of accelerated growth of those types of economic activity, the potential of which has not been fully realized before. The research gave the basis for the conclusion that the size of the city is not the determinative factor for the development or decline of certain types of their economic activity. Instead, spatial localization and traditions of business culture as well as the characteristic features of the evolution of the institutional environment of the city and the quality of human capital have the primary importance.

The paper proposes a methodological approach to evaluating the impact of the transformation taking place in the economies of cities of regional significance (CRSs) on the socio-economic development of regions (oblasts). The analysis is conducted for cities of regional significance in the western part of Ukraine. The article emphasizes the asymmetry of regional socio-economic development as a result of the concentration of business activity and capital in the CRSs, a higher level of reception of growing direct foreign investment in the economies of CRSs compared to capital investment; a strong impact of structural changes in the economies of CRS on the Gross Regional Product (GRP). The authors found that the development of most CRSs was based on industrial production. Only half of the oblasts in Western Ukraine analyzed in the study showed evidence indicating that economies of their CRSs are undergoing a transformation towards service economy (which should correspond to the post-industrial development of the country).

In the article, the authors analyze the functioning of special economic zones in the Russian Federation. Currently, based on the established world practice, special economic zones can act as a catalyst for attracting foreign investment and ensuring effective regional socio-economic development. Therefore, according to the authors, the issues of improving the functioning of the SEZ are of particular importance. The analysis of the results of the functioning of special economic zones in the Russian Federation shows that there is a significant potential for their development. Due to the fact that the functioning of special economic zones is inextricably linked with the conduct of foreign economic activity, and the SEZs themselves are a tool for integrating the country into global value chains, the issues of customs regulation of activities on their territory become important, which acts as an effective way for the state to influence foreign economic activity and have significant opportunities in stimulating the development of special economic zones in the Russia. In this regard, the study of the application of customs regulation measures as important factors in the development of special economic zones in the Russian Federation is very relevant. Special attention was paid to the study of the regulatory framework for the application of customs procedures in respect of goods imported into the territory of special economic zones and exported from such territories. According to the results of the study, it was found that there are significant gaps in the current legislative regulation of this range of legal relations. The article formulates specific measures that can contribute to improving the efficiency of the functioning of special economic zones in the Russian Federation.

The relevance of the research is caused by the need to form a high-quality concept of a system for management and forecasting of the socio-economic development of the sectoral and inter-sectoral complex of a region. The subject of the research is the methods for forecasting the economic security under conditions of uncertainty. The purpose of the research was to consider and evaluate a model of dynamic integration of economic security for a regional inter-sectoral complex under uncertainty conditions based on the institutional approach principles. The paper analyzes the vectors of structural changes in the regional inter-sectoral complex that includes the mining, manufacturing and construction industries. A methodology for predicting the impact of the digital economy on the economic security of the regional inter-sectoral complex is considered. A new model of forecasting the economic security of the above-mentioned complex was built to be used as a tool for regulating the socio-economic development at the regional level. A set of key conditions for the development of an institutional mechanism to ensure the economic security of the region in terms of its sustainable operation and withstanding internal and external threats and risks were formed. In turn, the institutional concept of the economic security mechanism involves constant selection, analysis and evaluation of judgments about the economic security of a region, country or economic entity. This task is achieved by comparing the numerous characteristics of economic activity. The paper concludes that the proposed method of forecasting using econometric models makes it possible to assess the economic security of a regional inter-sectoral complex and timely respond to negative performance indicators.

In the periods of pre- and post-accession to the European Union, Romania experienced great and rapid land concentration and land grabbing. The current article is seeking to identify the relationship between these processes, and the socio-economic development of rural communities in two counties (Călăraşi and Ialomiţa) located in the south-east of Romania. By using a set of statistical indicators, the authors computed two secondary indexes: Agricultural Development Index and Social Disadvantage Index, whose correlation revealed that areas with massive land concentration (almost 80% of all Local Administrative Units) have a low level of socio-economic development.

The SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) is one of the most popular of analysis used in the planning of socio-economic development of administrative units. This method organizes information about the internal and external conditions for the development of individuals, but rarely are attempts to quantify the validity of individual circumstances. In order to assess the validity of the external and internal conditions of socio-economic development districts, its modified form is used. The aim of the study is an attempt to apply the Hellwig’s method in quantifiable SWOT method. The proposed method is used to evaluate the development position of rural powiats in Wielkopolskie Voivodship in the years 2005 and 2013. Based on the surveys four main types of development positions were highlighted: aggressive, competitive, conservative and defensive. The presented method is universal and can be used in the SWOT analysis also for other units, for example, enterprises.

The article is devoted to the research of the system of external and internal factors causing the development of water supply and sewage facilities of the Republic of Belarus. This sector of the economy needs of the systemic modernization. Its scientific support should include the identification and analysis of factors of the external and internal environment of the water and sewage economy. The study of the characteristics of the socio-economic development of the Republic of Belarus and the specifics of the water and sewage economy as an independent type of economic activity allowed structuring external and internal factors for the development of a water supply and wastewater system in the housing and utilities sector of the Republic of Belarus, as well as identifying and analyzing the risks that may arise during modernization of the system and requiring consideration in the development of its areas.

Complex adaptive systems, which are energy and economic systems, evolve with changes in both the external and internal environment. To form an effective state energy and economic policy, it is necessary, on the one hand, to identify the incentives that make these systems change, and on the other, to determine the trends of the changes taking place. The importance of this task is determined by the fact that without its solution, an effective state policy, consis­ting in stimulating positive adaptive changes and correcting undesirable changes, cannot be implemented. The purpose of the research is to identify key features of economic and energy systems and also reveal the facts that influence their further development. The use of the systematic approach allowed us to give a definition of economic and energy systems and examine the features of their functioning and development. As a result of the content analysis of publicistic and scientific literature dedicated to sustainable development, a pyramid of priorities for social and economic development was elaborated. Relevant structural changes of economic and energy systems were also revealed and main trends in the evolution of their structural ties in the transition to a new paradigm of socio-economic development were identified. The obtained results can be used for increasing effectiveness and rationality of management decisions which influence state energy and economic policy.
