Abstract. The article considers the topical issue of intensifying the innovative activity of small and medium enterprises. In the course of the research, the structure of innovative activity of the enterprise was allocated to the subsystems: «Innovative activity», «Production and economic activity» and «State support and financial support». Scientific economic and mathematical methods such as a priori ranking, linguistic analysis, and cognitive modeling are used to identify and graphically represent the cause-and-effect relationships of the system. The a priori ranking allowed identifying indicators that from the point of view of scientists should be used in the analysis of subsystems. As a result, the causal links between the performance subsystems of small and medium-sized enterprises are identified and the indicators that have the greatest impact are identified. According to the simulation results, in order to intensify the innovation activity of small and medium enterprises, it is necessary to focus on the efficiency of the existing infrastructure of small and medium enterprises support, study the supply and demand in the market of business development services which will ensure compliance of services in the field of services for business development with the actual needs of small and medium enterprises. On the basis of the analysis of the received ratios of consonance, negative and positive influence it is possible to choose an acceptable strategy, for will promote increase of activation of innovative processes of small and average enterprises. The essence of small and medium business in Ukraine is investigated. It is established that small and medium enterprises are a key element of a market economy, which affects the level of development of society and guarantees its stability. It is estimated that more than 6.9 million people, or about 82% of all employees, operate in the SME sector. SMEs account for more than 70% of employment in the trade, agriculture, forestry and fisheries, and information services sectors. Innovation has been shown to play an increasingly important role, and small and medium-sized businesses (SMEs) are seen in such an environment as an efficient market player capable of creating competitive ideas and commercializing innovation. It is determined that innovations are an integral component of modern corporate strategies and can be used to develop and implement more efficient production processes, as well as increase market performance or create a positive image and reputation of the company from the consumer’s point of view. It is proved that the level of innovation of enterprises depends on its size. The development and implementation of innovations should be guaranteed by qualified personnel in the field of innovative research. However, given the decline of the national economy, insufficient state support for the financing of scientific and technical programs, the innovative activity of large enterprises is extremely limited. 56.8% of innovative SMEs are involved in industry, others in services. It was found that 82.2% of enterprises do not want to innovate, and the objective reason for this is low demand in the innovation market, previously introduced innovations, extremely low competition in the market, lack of effective ideas or opportunities to innovate. It is proved that in order to improve the innovation activity of small and medium enterprises in Ukraine important steps are: implementation of specialized programs of innovative development, creation of innovation infrastructure, establishment of close cooperation between scientific institutions and enterprises based on commercialization principles, development and implementation of effective algorithm.

The Role of Small and Medium Enterprises (SMEs) in supporting Indonesian economic activity are significant. SMEs face many obstacles in their business development. Empowerment of SMEs in Bogor by local governments carried out in conjunction with the Department of Cooperatives and SMEs. This study establishes the spatial model design of SMEs in Bogor area to improve the competitiveness of products in Bogor city. The analysis shows that SMEs in Bogor city is still in the phase of development, market penetration, and also product development. The model shows the average performance index of SMEs in Bogor is only 62.29, 19 among 41 have index values about 50. From the competitiveness analysis, authors could see that among 41 SMEs can be categorized in 4 quadrants. Strategic program could be developed based on the position in the quadrant. It can be concluded that in general SMEs in Bogor city have not been ready for internationally competition. Government should develop specific strategy for each SMEs based on the quadrant position defined by the model

One of the solutions proposed by Badan Amil Zakat Nasional is to form Lembaga Pemberdayaan Ekonomi Mustahik which has the task of improving the quality of life of mustahik through its programs. So, the purpose of this study is to find out how the role of Lembaga Pemberdayaan Ekonomi Mustahik Badan Amil Zakat Nasional in improving the economic welfare of mustahik. This study uses qualitative research methods that produce descriptive data. Where this research is based on observations made by the author and then explained according to what the author observed in the field. The data collection that the researchers did was using the method of observation, documentary interviews, and other data. When the data has been collected, the researcher conducts an analysis and then draws conclusions from the analysis. The results of this study are Lembaga Pemberdayaan Ekonomi Mustahik BAZNAS plays a role in the development of micro, small and medium enterprises (MSMEs) and focuses on potential creative businesses, empowers by providing business development capital assistance, in accordance with the budget draft proposed by mustahik, and approved by LPEM BAZNAS. MSMEs (Micro, Small, and Medium Enterprises) according to Law No. 20 of 2008 is a stand-alone productive economic activity. This business is usually carried out by individuals and not business entities that have subsidiaries or branch companies. It is further explained in the Law regarding the criteria for MSMEs, which are as follows:• Micro Enterprises: maximum assets of IDR 50 million• Small Business: assets of more than IDR 50 million – IDR 500 million.• Medium Enterprises: assets of more than IDR 500 million – IDR 10 billion.

The research was aimed to uncover the effect of market orientation and technology orientation on entrepreneurship orientation with education as a moderator variable. This research used the quantitative approach and the causal relationship between variables was investigated through Structural Equation Modeling-Partial Least Squares (SEM-PLS). The research population included Small-and-Medium Enterprises (SMEs) in East Java, Indonesia, and 168 SMEs were selected as the sample. The findings of the research revealed that education attainment levels could reduce the effect of market orientation on entrepreneurship orientation and could increase the effect of technology orientation on entrepreneurship orientation. Based on the findings, it is recommended that SMEs in East Java must improve their entrepreneurship orientation by intensifying the variation of the market’s supply and demand, upgrading technology, and hiring workers who have the required educational background, and then training them on the latest technology

This article explores undergraduate-run business development services firms catering to small and medium enterprises (SMEs) as a new educational opportunity for students as the gig economy expands and as a growth alternative for SMEs. It describes how to structure the firm in the space between students, the university, and the regional community, and why this is an important model moving forward. This approach offers the dual benefit of providing SMEs with high-quality services at affordable rates and provides undergraduates with authentic work experiences that teach students to be flexible, operate on a per-project basis, and prepare themselves for “portfolio careers” of the future. Founded in 2015, Bear Studios has completed 82 projects with 62 different companies, split between health care (49%), education (20%), software (16%), consumer goods (6%), and other industries (9%). Involving 43 student fellows and having generated over $52,000 in billings to date, the company expanded to Baltimore and is expanding into the Salt Lake City metropolitan area. Students can become better prepared for postgraduate careers through this model. We propose how students can gain valuable work experience prior to graduation as a participant in the new workforce, while functioning as a cost-effective alternative for SMEs.

Annotation. Introduction. The current state of Ukraine’s economy largely depends on the development of small and medium-sized businesses. Today, there are problems of urgent solution, which are related to financial and investment support for entrepreneurship. The main obstacles to the development of small and medium-sized businesses in Ukraine are: lack of financial security; imperfection of legislation; underdeveloped financial and credit mechanism; quarantine restrictions related to COVAD-19. Purpose. The main purpose of the study is to study the problems, prospects of state regulation of financial and investment support for small and medium business development in Ukraine. Results. The article focuses on identifying problems related to state regulation of financial and investment support for small and medium business development. It is determined that the main obstacles to the development of business entities in Ukraine are: limited opportunities for export; insufficient level of qualification of modern managers; low level of innovative development; low level of business efficiency; lack of an effective system of state support for small and medium business development; limited access to funding sources; lack of incentives for business growth; spread of fictitious entrepreneurship; imperfection of the tax system; lack of effective regulatory support, effective government projects and programs for small and medium business development; limited information and advisory support from public authorities. The article analyzes the main indicators of small and medium business development in Ukraine. The analysis showed that in Ukraine entrepreneurship does not yet play a significant role in ensuring economic growth, its contribution to gross domestic product is only 19,2%. The main legislative and normative documents that regulate the process of financial and investment support of small and medium business are analyzed. The article emphasizes the need to create more favorable conditions for the development of small and medium enterprises by the state. It is substantiated that all measures of state regulation of financial and investment support of small and medium business should be evaluated from the standpoint of their effectiveness. The main indicators for assessing the effectiveness of public policy in the field of small and medium enterprises are identified. These include institutional and legal, budget and tax, financial and investment, institutional and infrastructure and information and advisory vectors of state regulation in the field of development of small and medium enterprises. Conclusions. To increase the efficiency of state regulation of financial and investment support for the development of small and medium-sized businesses, the author proposes to revise the taxation system, revise the procedure for granting state loans and guarantees, expand lending and introduce a system of guaranteed targeted loans for business projects. This research is motivated by the number of companies in Batam that closed and left Batam which caused many unemployment, so the role of MSMEs in Batam is now very much needed. The focus of this study is to determine the application of accounting information systems and the quality of MSME financial reports on business development in Batam City. This research was conducted at Micro, Small and Medium Enterprises (SMEs) in Batam City, Riau Islands Province. The subjects of this study are business people or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam, which are recorded at the Batam City Cooperative and MSME Office. The population in this study are business or MSME businesses that utilize revolving funds from the City Government (Pemko) of Batam as many as 2,105 businesses and by using the Slovin formula so that the sample becomes 96 MSMEs. All samples come from SMEs who run businesses in Batam City. Research shows that the application of accounting information systems has a significant effect on business development in Batam City, the quality of MSME financial reports has a significant effect on business development in Batam City, the application of accounting information systems and the quality of MSME financial reports simultaneously has a significant effect on business development in Batam City

This study uses qualitative descriptive method for this study aimed to get an overview and information about theright strategies used by Business development service (BDS) to produce modules appropriate strategy for thedevelopment and cultivation of Small and Medium Enterprises (SMEs) in the city of Padang. The key informants are 10 BDS inSentra Rotan 60 SMEs BDS, BDS with assisting consultants and related institutions, by interview and observation.
