The article analyses the results of implementation of the energy-service contracts in the Republic of Sakha (Yakutia). A review of the Russian energy service market has been completed. Real savings of energy carriers according to metering devices in public enterprises, indicating the effectiveness of the technologies used, have been achieved. The used energy-saving technologies and solutions that allow one to achieve economic effect are considered. It is established that the existing mechanism of energy service allows the renovation of buildings with high-quality engineering support and high thermal protection of the shell.

The problematic aspects related to the implementation of energy saving policy in the budget sphere are examined in the article. The factors hindering the mass and effective implementation of energysaving measures are highlighted in the article. Among these factors, there is the technical complexity of energysaving projects, the presence of innovative and investment risks, problems with the financial provision of costs in the face of increasing debt burden in most public budgets. The article concludes that in these circumstances only the energy service contract is a tool that allows implementing energy­saving measures without the first participation of budgetary funds in financing and allows transferring the risks of making technically inefficient decisions directly to the investor. In the article, the authors substantiate the importance of the institutional development of energy services directly in the public sector and analyze the measures of the comprehensive plan to improve the energy efficiency of the economy of the Russian Federation aimed at expanding the scope of energy service contracts in the public sector.

For the first time in historiography, an attempt is made to illuminate the activities of Senator I.N. Tolstoy in conducting an audit of the regional management system of the Yakutsk region. Particular attention is paid to the audit of office work of the Yakutsk regional administration and the Yakutsk city hall. The novelty of the study is in the fact that, based on an analysis of archival sources first introduced into scientific circulation, the specifics of the functioning of the regional administration in the second quarter of the 19th century is revealed, and the results of the audit are considered as prerequisites for expanding the rights of administrative independence of the Yakutsk region from the Irkutsk province. The relevance of the study is due to the fact that this was the only senatorial revision for all years in the territory of the vast and geographically remote Yakutsk region, which has not undergone extensive scientific study. In the course of the presentation of the substantive part, a review of the main directions of the audit activity in relation to the regional and district levels of government, as well as its inspection supervision of the activities of the lower administrative authorities, including the city hall, was performed. Based on the author’s development, it was proved that the senatorial audit, reflecting the attention of the imperial authorities to the periphery, was aimed primarily at increasing the efficiency of the Siberian suburbs management system on the example of the Yakutsk region through personnel shifts and elimination of identified office work disturbances. The study was based on documents first discovered in the archives of the Russian State Historical Archive and the National Archives of the Republic of Sakha (Yakutia).

Today, effective quality management is a factor in organizing the institution ensuring its market success in a competitive information and library market. New approaches appeared to increase the organization effectiveness. The introduction of a Balanced Scorecard (BS) is an approach that based on a causal relationship between strategic objectives reflecting their parameters and the factors for obtaining the planned results. The BS provides a new approach to the strategic management of institutions of any size, different spheres of ownership and activities. Analysis of BS implementation in an organization with an existing quality management system (QMS) allows asserting them should be used as complementary approaches. Based on the results of this study, the specialists of the Republican Medical Library and Information Center (RMLIC) of the Ministry of Health of the Republic of Tatarstan carried out preparatory work to implement their own system. We started with customer demands satisfaction by products and services, monitoring and measuring this satisfaction. The main argument for making this decision is that the information obtained after monitoring and measuring customer satisfaction will serve as the basis to determine the strategic reference points (mission, values, vision) of the library and information center. Satisfaction indirect indicators have been taken into account; a method of brainstorming is used to systematize the judgments on the quality of provided products and services: library, bibliographic, information services and information-library products to health professionals (selective dissemination of information, differentiated servicing of managers), information and legal services. The results obtained and the conclusions drawn will be used to improve the quality management system of RMLIC and the activities of the Center as a whole. They should be applied in other libraries implementing a quality management system

This paper proposes a model for optimizing the ferry traffic and the traffic demand at the macroscopic level by using information technology (IT) and the existing tourist amenities as a key element for achieving harmonization of supply and demand, i.e. optimization of the assessed system. Proposed approach differs from the other/present models because it includes the application of the macroscopic, instead of the microscopic (local) approach, i.e. harmonization of the ferry infrastructure demand from the place of its origin (road border crossings) to the place of its operation, i.e. the ferry infrastructure, and not solely in particular segments of the ferry infrastructure.

The process of assessing the financial stability of an agricultural enterprise and the possible introduction of elements of a risk management system is illustrated by the example of the agricultural organization JSC “Alabuga Sote” (the Republic of Tatarstan). In order to consider the financial stability of the enterprise, the following indicators were calculated: absolute liquidity ratio, current liquidity ratio, profitability on equity and profitability of sales. Based on these calculations, the company’s financial stability was assessed and possible measures were proposed to improve it. In addition to quantitative methods for assessing financial sustainability (calculations), there are also qualitative methods that are aimed at previously forecasting company risks such as SWOT analysis, PEST analysis, active monitoring of threat, threat matrix generation, Michael Porter model, mathematical modeling, construction of scenarios, the involvement of expert opinion and so on. The development and implementation of a risk management system is one of the most important directions for the development of the enterprise (including the agro-industrial complex). This mechanism is able to provide both financial stability and investment attractiveness of the organization.
