This paper proposes a model for optimizing the ferry traffic and the traffic demand at the macroscopic level by using information technology (IT) and the existing tourist amenities as a key element for achieving harmonization of supply and demand, i.e. optimization of the assessed system. Proposed approach differs from the other/present models because it includes the application of the macroscopic, instead of the microscopic (local) approach, i.e. harmonization of the ferry infrastructure demand from the place of its origin (road border crossings) to the place of its operation, i.e. the ferry infrastructure, and not solely in particular segments of the ferry infrastructure.

Abstract The entry into force of the Agreement between the Republic of Poland and the Russian Federation on visa- free movement in 2012 caused an increase in border permeability, and hence a sudden increase in border crossings. The border which used to divide the neighbouring states started linking them instead. Crossing the border became part of the everyday life of local communities. Actors on both sides benefited from the commercial services of the other country. For Kaliningrad citizens, border-crossing points became gates to Europe, and for Poles, a resource improving the quality of life via petty trade. The aim of this article is to compare two border cities: Braniewo, a town located in the immediate vicinity of the border-crossing point, and Tri-City, which has become a new border centre after the introduction of small border traffic. Two viewpoints on the effect of local border traffic are presented. The first is the perspective of a typical border city. The other is that of the effect of an increase in border permeability on a major urban centre - Tri-City.

The article substantiates the strategic directions for the formation of an effective risk management system by business entities in the agricultural sector of the Republic of Belarus. A conceptual model for the development of an effective risk management system in agriculture, a methodology for identifying and assessing risks in agricultural organizations have been developed. A set of organizational and economic measures to anticipate risks and minimize losses of agricultural organizations has been substantiated.

Textual passwords are still widely used as an authentication mechanism. This paper addresses the problem of textual password hardening and proposes a mechanism to make textual passwords harder to be used by unauthorized persons. The mechanismintroduces time gaps between keystrokes (latency times) that would add a second protection line to the password. Latency times are converted into discrete representation (symbols) where the sequence of these symbols is added to the password. For accessing system, an authorized person needs to type his/her password with a certain rhythm. This rhythm is recorded at the sign-up time.This work is an extension to a previous work that elaborates more on the local approach of discretizing time gaps between every two consecutive keystrokes. In addition, more experimental settings and results are provided and analyzed. The local approach considers the keying pattern of each user to discretize latency times. The average, median and min-max are tested thoroughly.Two experimental settings are considered here: laboratory and real-world. The lab setting includes students studying information technology while the other group are not. On the other hand, information technology professional individuals participated in the real-world experiment. The results recommend using the local threshold approach over the global one. In addition, the average method performs better than the other methods. Finally, the experimental results of the real-world setting support using the proposed password hardening mechanism.

Investigation in various regions in Indonesia found indications of the alleged fraud that result from unccountable use and management of BOS funds. Among the findings, including payments that do not fit the technical guidelines, no accountability report, and the use of funds with unaccountable receipt. In the Regulation of the Minister of Education and Culture of the Republic of No. 161/2014, stated that: BOS is a government program that is basically forfunding the nonpersonnel operating costs of the primary education as the implementer of compulsory education program. The purpose of this study were (1) to analyze the accounting cycle and financial accountability for the use of BOS funds in the 2015, (2) to analyze the compliance of the accounting cycle and financial accountability of the BOS funds, (3) to analyze the transparency and accountability of BOS fund’s reports. The observed elementary school is SDIT X in Depok, West Java. Result shows that they do not fully compliance to the appropriate regulatory technical guidelines. On the other hand, the transparency and accountability issues show that: (1) BOS Management Team, Teachers Council and School’s Committee’s involvement in the BOS fund management, and (2) evaluation and comparison of the final report of prior periods, so that transparency and accountability of the use and management of BOS funds can be improved.

Information technology is increasingly developing and has a positive impact on the world of education. The implementation of student counseling with a Knowledge Management System is one of the contributions of information technology in the world of education. Many benefits provided by the Student Counseling Knowledge Management System, in managing the knowledge needed by the counselor section to document student consultations. The development and implementation of a KMS counseling system costs more to employ professional staff to maintain and improve; KMS student counseling application; For this reason, it is necessary to design a Cloud Computing-based Student Counseling Knowledge Management System. The research method carried out in the first stage is to collect data and information about Knowledge Management and Student Counseling, and how to use it to create a Knowledge Management System Application, Student Counseling Based on cloud computing. Furthermore, conducting a literature study and literature review, system design is in the form of data architecture compounding, process design, network design, and user interface design. The Impact

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

This article examines the role and importance of agriculture in the economy of the Republic of Uzbekistan and demonstrates the need to improve the competitiveness of fruit and vegetable products in future economic reforms and the need for implementing a network management system. The SWOT method also shows the prospects and ways to increase the competitiveness of fruits and vegetables in the global agrarian and food markets.
