Several studies have demonstrated the impact that the quality of teacher education has on teaching and student performance. The assessment of the competences of higher education teachers by students is one way of assessing the quality of teachers and, therefore, the quality of public higher education itself. It is therefore pertinent to carry out empirical studies that make it possible to understand how students evaluate teachers' competences.

The objective of this study was to evaluate the competences of higher education teachers in the public university of East Timor, based on the students' opinion. Using a random sample of 342 students enrolled in four of the nine faculties of the National University of East Timor (UNTL), surveys were carried out to evaluate the pedagogical, professional, social and personality traits of teachers. The results showed a positive evaluation by the students, although the objectives of the National Strategic Plan for Education 2011-2030 (METL, 2011) have not yet been fully achieved.

The evaluation of the lecturing performance in East Timor is a key part of the Timorese education system that declares, in accordance with the Law on Education (2008), that higher education is oriented towards the development of national human resources. Higher education institutions are therefore called upon to provide a wider public service and simultaneously more efficient and with better results. However, the evaluation of professors in the public higher education sphere follows the exact same procedures and criteria that are being applied to all public servants of Timorese administration. This article aims to argue there is a real need for the implementation in the higher education institutions of an assessment tool that meets the specific role and goals of public higher education institutions, thus filling a gap in the study of lecturer’s performance evaluation in East Timor.

This paper aims to examine the impact of commercialization on higher education governance in Indonesia and examine strategies that can be used by higher education to face the impact of commercialization. This study uses literature study. The results of the study indicate that there are three impacts caused by the commercialization of education on higher education governance i.e. the impact on academic standards, the spirit of collegiality and trust among the academic community and the image of universities in the public. Strategies that can be undertaken for public higher education, among others, maintain the quality of education and keep the pattern of access to students stay on the track, and seek forms of capital collection to finance education through the banking channel. While for private higher education, a strategy that can be done is to coordinate with Kopertis (Coordinator of Private Higher Education), improve the quality of education through the development of students' skills and efficiency of expenditures that are not a priority to reduce education costs.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education. In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms. This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country. The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

While a growing literature within the study of subjective well-being demonstrates the impact of socio-political factors on subjective well-being, scholars have conspicuously failed to consider the role of the size and scope of government as determinants of well-being. Where such studies exist, the focus is largely on the advanced industrial democracies of the Organization for Economic Co-Operation and Development. In this study, we examine the size of the public sector as a determinant of cross-national variation in life satisfaction across a worldwide sample. Our findings strongly suggest that as the public sector grows, subjective well-being increases as well, conditional on the extent of quality of government. Using cross-sectional data on 84 countries, we show this relationship has an independent and separable impact from other economic and political factors.

Abstract In 2001, the Ministry of Education of the People’s Republic of China issued guidelines to promote the quality of higher education and to advocate the expansion of the use of English (Ministry of Education (MoE). 2001. Guanyu jiaqiang gaodeng xuexiao benke jiaoxue gongzuo tigao jiaoxue zhiliang de ruogan yijian [Guidelines for Improving the Quality of Undergraduate Teaching at Higher Education Institutions]. Available at: http://old.moe.gov.cn/publicfifiles/business/htmlfifiles/moe/moe_309/200412/4682.html). This paper reviews empirical studies in English and Chinese on EMI in Chinese higher education published from 2001 to 2019, during the last two decades since these guidelines were released. The review contributes to the field of EMI by documenting, analysing and synthesising empirical evidence and by situating EMI studies in China in the global trends of EMI research. The review aims to give an overview of studies targeted at both global and local audiences, therefore, publications in both English and Chinese were included. To select the Chinese articles the core journals indexed by CNKI were searched, and for the English articles, we used ERIC, IBSS, SCOPUS and WOS databases. After excluding theoretically oriented studies, literature reviews and commentaries, 42 articles remained. The in-depth analysis revealed that the main topics of these studies included the student perception, implementation and educational practices, and the role of language. We conclude that in general there are insufficient empirical studies, especially about EMI teachers’ perspectives to inform policies and practices at the micro, meso and macro level. Based on the findings, directions for further research are identified and recommendations for methodological approaches for future studies are also made.

The public sector in Jordan is confronting many problems; reports show that citizens are not contented with the number and quality of current services. Consequently; persistent initiatives to uphold the sector performance took place at all levels, relying on the inventive employees and leadership to achieve the intended improvement. So this study seeks to test the impact of strategic leadership (charismatic, visionary, change agent and servant) on building entrepreneurial orientation (proactiveness, innovativeness and risk taking) in Jordanian public sector employees.A random sample was selected of 500 employees working at health, education, agriculture and other service governmental organizations. To obtain the required results multiple regression was calculated using (21) SPSS version. It was found that the charismatic, change agent, servant styles positively influence employees proaciveness, with no influence on the other two entrepreneurship dimensions. While visionary style has no significant influence on all entrepreneurship dimensions. However the public sector reform is achievable, through comprehensive strategies, successful implementation, and effective continuous control. Innovative departments need to be established and financed away from bureaucratic environments.
