English medium of instruction in Chinese higher education: a systematic mapping review of empirical research

Abstract In 2001, the Ministry of Education of the People’s Republic of China issued guidelines to promote the quality of higher education and to advocate the expansion of the use of English (Ministry of Education (MoE). 2001. This paper reviews empirical studies in English and Chinese on EMI in Chinese higher education published from 2001 to 2019, during the last two decades since these guidelines were released. The review contributes to the field of EMI by documenting, analysing and synthesising empirical evidence and by situating EMI studies in China in the global trends of EMI research. The review aims to give an overview of studies targeted at both global and local audiences, therefore, publications in both English and Chinese were included. To select the Chinese articles the core journals indexed by CNKI were searched, and for the English articles, we used ERIC, IBSS, SCOPUS and WOS databases. After excluding theoretically oriented studies, literature reviews and commentaries, 42 articles remained. The in-depth analysis revealed that the main topics of these studies included the student perception, implementation and educational practices, and the role of language. We conclude that in general there are insufficient empirical studies, especially about EMI teachers’ perspectives to inform policies and practices at the micro, meso and macro level. Based on the findings, directions for further research are identified and recommendations for methodological approaches for future studies are also made.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education.In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms.This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country.The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

The nation's best quality is mainlygenerated from the appropriate education quality and goodcharacter. The education that builds faith and piety as wellas science and technology will eventually shape the nationstrong character and globally competitive. The guiding andtraining to build the character of civil society needscompetent educators and good management of the leadersin each college by requiring quality culture. The educatorshould be competent in civil personality, social,professionals in the field of knowledge, combined with theactivity of Tri Dharma Perguruan Tinggi, and thecompetence of educating and teaching (pedagogic). Inaddition, the educator should have a commitment to theinstitution or college. The leadership which is committed toa culture of quality and entrepreneurship character shouldbe attached to every University leader.

The number of private universities in Indonesia is more than universities in the most populous country in the world, but it is not accompanied by good quality. This research is an empirical study with a descriptive, qualitative research approach. Technical data collection through documents, and observations of the process of unification of STAI and Muhammadiyah University. The unification of these two institutions is in one foundation, namely Muhammadiyah. In this merger process, the Ministry of Education and Culture and the Ministry of Religion are involved. The Chairperson of the Association of Indonesian Private Universities strongly supports the merging of two or more universities to reduce the number, facilitate coaching, and improve the quality of higher education. The first merger process was carried out by the Ministry of Education and Culture after the filing and visitation procedures were completed in writing and the visit of the LLDIKTI chairman followed by submission to DIKTIS (Directorate of Islamic Higher Education). This article aims to prove empirically about the implementation of the Ministry of Education and Culture's policies and the Decree of the Directorate of Islamic Higher Education regarding the merger of two or more universities, 2) information that the merging process of PTKAI and PTU is not easy.

The main factor of competitiveness and attractiveness of Russian higher education is its quality. Currently, the most relevant trend in the development of education is globalization. One of the central figures of this process is the teacher. It should be noted that the system of professional growth of the teacher is focused on the main goal-improving the quality of education. The global trends of globalization impose new requirements on the personality of the teacher, who must be a creative individual, have original, problem-pedagogical and critical thinking, be able to create multi-variant programs, relying on the best world experience and new teaching technologies, applying them in practice. In this article, a study will be conducted to identify the attitude of teachers of one of the educational organizations to the above-mentioned changes; conclusions are drawn about the impact of innovations on the professional growth of teachers; the main directions of development in the future are outlined.

Universitas 17 Agustus 1945 Surabaya as one of the leading private campuses in Indonesia has a high commitment to improving the quality of higher education.  One of the efforts of the Universitas 17 Agustus 1945 Surabaya in improving the quality of higher education is through the development and improvement of every aspect of activities that refer to the Higher Education Main Performance Indicators (KPI) that have been set by the Ministry of Education and Culture.  The activity program that refers to the Main Performance Indicators (IKU) is the Merdeka Learning Campus Merdeka (MBKM) activity program, which has been well implemented by the Universitas 17 Agustus 1945 Surabaya since 2019. However, in an effort to continuously improve the MBKM program, analysis is needed  an in-depth look at readiness and the impact obtained at the level of study programs, faculties, and universities.  One of the MBKM programs that refers to the KPI and needs to be analyzed is the Certified Independent Study & Internship MBKM program. On this basis, this study conducted an in-depth analysis of the readiness and impact of the MBKM Internship & Certified Independent Study program at the Universitas 17 Agustus 1945 Surabaya.  Based on the results obtained, the level of readiness of the Universitas 17 Agustus 1945 Surabaya in supporting the MBKM program is quite good with an average percentage of readiness above 50%.  In measuring the impact of MBKM, it is found that the MBKM policy, Internship Program and Independent Studies greatly affect the performance of the Universitas 17 Agustus 1945 Surabaya significantly with an impact effect of 75.4%.

Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

The article outlines the conceptual framework for adapting Ukrainian higher education to the Standards and Recommendations for Quality Assurance in the European higher education area. The role of the Bologna Declaration in ensuring the quality of higher education in Europe has been explained. The conceptual foundations and the essence of standards and recommendations on quality assurance in the European higher education area have been defined. The Ukrainian realities of the adaptation of higher education of Ukraine to the educational European standards of quality have been characterized.

The education and development of university teachers have its justifcation and its importance is signifcant not only in the Czech Republic but also abroad. This study provides an analysis of further professional education of university teachers in the Czech Republic and in selected European countries. Subsequently, it presents an international project with participants from the Czech Republic, Ukraine, Slovakia and Poland, which, ultimately, plays a role in the improvement of the quality of higher education.
