ABSTRACT: In this article, we present an analysis of journalistic discourse about the representations of the teacher profile in Angolan education. The objective is to discuss, linguistically and discursively, how the media approach aspects related to education, focusing on the analysis of what has been said and not said in a public tender for new teachers in the public sector in Angola, in the year 2018. In this manner, were used the theoretical-methodological contributions of Pêcheux (1988) on interdiscourse and Orlandi (1997) on silence, important for the understanding of the "discursive game" between the said and not said about the profile of the teacher. In order to compose the corpus, we considered 14 texts published in 2018 by the Jornal de Angola. Such a temporal definition was established because of its coinciding with the public tender that was widely covered by the media, so our hypothesis is that the aspects addressed by the media are those for which acceptance is sought by the government. In this way, there would be material to discuss how and which educational sector expectations of the future teacher are represented by the media. It should be emphasized that the analysis of the interconnection between different types of discourses may allow a better understanding of its impact on the imaginary that is built on teachers, teaching in general and the solution to the educational difficulties in Angola. Keywords: Civil service examination; Discourse; Education; Imaginary formations.

The right to strike has been recognised in France, even as a right guaranteed by the Constitution, since 1946. Strikes in the public sector are subject to specific legal regulation, including requirements for minimum notice periods and, in some circumstances, minimum service requirements. This contribution examines these special legal features of public-sector strikes. It is necessary to clarify the respective roles and responsibilities of the management of public enterprises (or administrative authorities) and the government. The article also considers alternative (and new) forms of collective action and agreements. In the future there may well be even greater scope for the regulation of strikes to be covered by collective bargaining.

Commentary: François Hollande’s five-year term of office as President of France overlaps a critical time for the future of New Caledonia, where a referendum is set to take place between 2014 and 2019 to decide whether or not the archipelago will remain within the French Republic or become independent. New Caledonia has a unique status in the polity of France. It is a special collectivity, more than a colonial territory, but less than a fully independent state within a Francophone commonwealth. It is the author’s contention, however, that within the public sphere of this unique political entity, it is the media in New Caledonia, rather than the government of metropolitan France that will play the decisive role in influencing the future of New Caledonia. Therefore, this commentary sets out to interrogate the role local media could play in the future of the archipelago and the implications for the New Caledonian public.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. Personnel management in localgovernment in Flanders bas undergone some major reforms during recent years. We examine the purposes and the extent of these reforms. Also, the new personnel management in Flemish local government is evaluated in terms of flexibility. The Flemish civil service can be considered as an Internal Labour Market. The rigidity which characterises the Internal Labour Market in local government in Flanders is shown by the fact that local government lacks discretion in elaborating the personnel statute, which still constitutes the basis of personnel management. However, the thesis that the public sector employment policy is too rigid has to be nuanced. The civil service is familiar with irregular forms ofemployment. Infact, in Flemish local government only half of all personnel are employed according to a statute.Despite some constraints on the development of more flexible personnel policies, it is still possible to find opportunities which provide hope for the development of new and modern personnel management strategies in local government.

Kenya needs substantial and sustained fiscal consolidation to create fiscal space for financing the government’s election pledges, the Vision 2030 development projects, and sustainable development goals. However, the government has found it hard to sustain its fiscal consolidation attempts. This study investigates the fiscal consolidation constraints that act through the budget imbalance dynamics in Kenya using the Olivera-Tanzi effect approach. The study covers the period 2000-2015 using time series data and employs three Auto-regressive Distributed Lag (ARDL) error correction models in the analysis. The study showed that a rise in the general price levels in the economy, adjustment of minimum wages, rise in perceived levels of corruption in the public sector and the political budget cycles (occurrence of a general election) worsen the budget imbalances (deficits) thus constrain fiscal consolidation efforts in Kenya. The study also demonstrated that budget imbalance dynamics in Kenya could partly be explained by the Olivera-Tanzi proposition. The study recommends measures to reduce the fiscal imbalance gap in Kenya, which include controlling both supply and demand side inflationary pressure and dealing with rent seeking behavior in the public sector.
