The article examines the state and trends in the development of distance learning in the world in conditions of covid-19, identifies the main specific difference between distance education and other forms of education, and analyzes the state of the world market of educational services via the Internet. The important features and characteristics of distance learning, examples of its organization in higher educational institutions, as well as statistics on the development of distance learning in the world are presented. The main problematic points on the way of introducing the distance education system in the context of a pandemic and the factors hindering the development of this promising form of education are identified. In addition, the article examines the psychological and pedagogical features of distance learning with the current conditions of the development of education at the university. The psychological characteristics of students and their learning difficulties have been determined. It also clarified the problems faced by teachers in the organization and implementation of distance learning. Practical recommendations for the support of distance learning for students have been developed.

The main purpose of this chapter is to give information about the Distance Education System at Anadolu University (DESA), which has nearly two million students from diverse backgrounds. By the 1990s, the number of people of postgraduate age employed in Turkey had gradually increased to over 60 percent. The shortage of funds for educational services such as adequate classroom spaces and well-qualified instructors was already creating difficulties across the country. Higher educational institutions of all types had to decide on the principles, which were to guide them in dealing with this tremendous increase in the population. In this context, Anadolu University made provocative recommendations in 1982, defended the Distance Education system as the most appropriate milieu for the continuous education of the postgraduate students of Turkey, established the first College of Open Education in Turkey, and became one of the mega universities in the world. In short, the founding fathers of the Distance Education System of Anadolu University were able to critically analyze new priorities and needs in the area by just thinking big!

Technology development have affected educational delivery around the world. The utilization and implementation of online learning is rising at a staggering manner. Online Distance learning has become an urgent need recently. The use of distance learning has appeared in the past ten years, the learning has been extended by the technology from classrooms in the schools into online learning. Online Learning adopted in various universities, educational institutions and schools worldwide. Recently, with the emergency situations due to the epidemic of COVID -19, and according to the recommendations by World Health Organization for social distance, most of the educational institutions worldwide tend to utilize the online learning instead of traditional learning. Although the online learning has been implemented years ago, still it faces challenges. The author of this research paper aim to explore the key challenges that reported while implementing Online Distance Education System as Systems of Systems. The author then outlines research agenda that identifies 11 research themes that can be considered as a solution for the current Online Distance Education System implementations challenges.

The object of the research is the history of development and the didactic foundations of distance education. To implement the research, a complex of theoretical and empirical methods was used: theoretical analysis of pedagogical, psychological, methodological and specialized (subject) literature on the problem under study. In the course of the research, the following results were obtained: the world experience in the development of distance learning was studied; clarified and concretized the content of the concepts of "distance learning" and "distance learning"; the author's interpretation of the concept of "distance learning" is given; based on the analysis of domestic and foreign experience, the principles of organizing distance learning were identified and supplemented; the experience of using distance learning in higher educational institutions of Ukraine has been studied and systematized.

The article studied the principles of distance education in the educational process and its use in distance learning in Ukrainian higher education institutions. The research was developed through an exploratory and empirical study. The results proved the effectiveness of introducing distance learning in the higher education system; as it helps in the formation of new management approaches in the distance education system. Based on the analysis, proposals were developed for the organization and improvement of distance education at the university.

The article analyzes the problem feld of the distance education system. To determine the popularity of distance learning in Moscow universities among teachers and students, a sociological survey was conducted, which allowed us to identify an increasing trend in the number of students who would prefer distance learning to traditional with a strict schedule and draw conclusions about the prospects for distance education in Russian higher education institutions. The article presents a model of the educational process in the distance learning system with a brief description of each block. The model includes all the stages that a student goes through when entering, studying and graduating from a higher educational institution before receiving a diploma confrming the appropriate level of education. Each of the blocks contains descriptions of the actions required to pass this stage, as well as recommendations for improving and extracting the maximum result for both teachers or educational institutions, and for the students themselves. Alternative options are provided if one of the stages is stopped or impossible to overcome. Conclusions are drawn, in which cases the presented model of the educational process is applied, and the prospects of distance education in General are considered.

Morocco was the first to take a set of precautionary measures aimed at curbing the spread of the virus, especially when it was found that the cases that had been discovered were all coming from abroad. The goal was not to allow the virus to infect residents of the homeland by closing the air, land and sea borders. This contributed to limiting the number of local cases without permanently canceling the occurrence of this matter. In line with the same proactive policy adopted by the state, several measures have been taken aimed at implementing the principle of social separation, which was mainly manifested in the application of quarantine to citizens. The school, which is attended by about a third of Moroccan citizens, has been decided to close since March 16, 2020, fearing that it constitutes hotbeds of the spread of the virus that are difficult to control, given the schools represent spaces for intense gathering of children and adults alike, which may provide an appropriate environment for the pandemic to spread between School population. According to UNESCO, as of April 21, 2020, 191 countries have closed their schools, outnumbering more than a billion and a half students involved in this procedure, which represents 90.2% of the total number of learners internationally. As for Morocco, it was affected by the decision to close schools 8.943.156 Moroccan students, which is equivalent to the total of learners at all levels of education at the national level. And like the rest of the world, Morocco has adopted distance learning as a solution to face the interruption of studies in educational institutions, and a digital platform has been designated for this purpose.

Modern higher education institutions faced a huge problem during the global pandemic. The topical issue was the provision of quality educational services to higher education seekers in a pandemic around the world. Many countries in 2020 have decided to use distance learning as the only way to continue the educational process without interrupting it indefinitely. Distance learning today is one of the most effective and promising training systems. The emergence and active spread of distance learning is anadequate response of the education systems of many countries to the processes of integration taking place in the world, the movement towards the information society.Purpose. The purpose of this article is to systematize various aspects of distance education in institutions of the maritime sector of Ukraine in a global pandemic and to find solutions to issues that arise during the development of distance education and training of maritime professionals; identification of positive and negative aspects of the introduction of distance learning.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systematization, the method of deduction.Results. The analysis of the results of distance learning in maritime institutions was carried out and its strengths and weaknesses were identified. The ways of improving the quality of distance education are analyzed. Further ways of development and improvement of distance learning are proposed.Originality. The basis of the educational process in distance learning is the controlled, intensive and purposeful independent work of a student who can study in a place convenient for himself, according to an individual schedule. In accordance with this, the educational process should be organized in such a way as to ensure the student's independent mastering of the educational material, the implementation and timely deli-very of individual assignments.Output. The main problem of training applicants for higher education in the maritime sector of Ukraine in a pandemic in distance education is the lack of opportunity for cadets to gain practical skills in working with ship equipment that exists in educational institutions. This negatively affects the quality of learning by cadets. In the future, this may lead to increased ship accidents and reduced maritime safety. It is necessary to develop interaction between educational institutions; make full use of technological opportunities; determine the goals and prospects for the development of distance learning, etc.Keywords:distance learning, quality of education, maritime institute, management of marine resources, ship accident rate, pandemic.

Presented is the research in a large number of studies, devoted to the study of state policy in relation to compatriots living abroad, at the same time, today there are practically no data on the state and assessment of the state and non-state support. In this regard, the authors have classified the forms of support into two groups - state and non-state, investigate the specific features of these forms of support, and analyze their effectiveness. Empirical analysis carried out in this research study includes qualitative data from expert interviews collected in 2021. In total, 31 interviews were conducted with experts from sixteen countries (Russia, Ukraine, Republic of Kazakhstan, Republic of Moldova, Republic of Kyrgyzstan, Armenia, Tajikistan, USA, Germany, Czech Republic, Turkey, Great Britain and Northern Ireland, Cyprus, Panama, Uganda, New Zealand). Representatives of Russian and foreign public authorities, heads of the Coordination Councils of organizations of Russian compatriots abroad, heads of Russian youth public organizations abroad, heads of higher educational institutions, teachers and educators, and public figures acted as experts. In conclusion, the authors summarize the effectiveness of state and non-state support for young students of compatriots abroad, form a set of practical recommendations for improving these forms of support.

The article considers an issue of information security of the distance education systems. It analyzes the functions and architecture of the typical distance education system. With considering the requirements of information security it also discusses the university information system for solving the distance learning problems. The author defines valuable assets and information resources and describes the existing security threats. The subjects of interaction in the distance learning mode are presented. There is a consideration of the principal directions of the university’s activity in the distance learning system, requiring constant monitoring of information security. A threat model is worked out and the main security vulnerabilities are highlighted. The analysis of the causes and consequences of information security violation in the distance learning system is carried out and most vulnerable and critical nodes were identified. The hardware and software requirements for the remote mode work are regarded. A recommended list of hardware and software tools that ensure compliance with safety requirements is presented. The major lines of protection for distance learning systems are highlighted. The article proves the necessity of conducting a regular security assessment as a means for monitoring an effectiveness of the protection system.
