Desenhado em torno do tema da avaliação da política da criança e do adolescente, o presente artigo tem como objetivo apresentar os principais resultados encontrados na pesquisa de mestrado sobre a parceria entre Estado e Organizações Não Governamentais (ONGs) na execuçãodo programa De Volta Para Casa. Para a análise do problema apresentado, foi feita uma pesquisa qualitativa, com a realização de entrevistas semiestruturadas, e uma minuciosa análise documentaldos relatórios de gestão dos anos de 2008 a 2010. Conforme mostra a pesquisa, as dificuldades na gestão, especialmente no monitoramento e avaliação, interferem diretamente na qualidade das ações e nos resultados alcançados. Os dados apontam que as atividades de avaliação têm importância significativa nos problemas de gerenciamento das políticas e programas sociais. Além disso, sinalizam a complexidade do tema da avaliação no campo social, especialmente, no seu carátertécnico/instrumental para atuação na prática.Palavras-chave: Gestão Social; Avaliação; Organizações Não GovernamentaisEVALUATION OF PUBLIC POLICIES: An analysis of the Program “De Volta Para Casa” (Back Home)Abstract: Developed around the theme of politics evaluation of the children and adolescent, the present article has as an objective to introduce the best results found in master degrees research around the theme of partnerships between Government and Non-governmental Organizations(ONGS) in the execution of the program “De Volta Para Casa” (Back Home). For the analysis of the mentioned issue, it was made a qualitative research, with semi-structural interviews, and a strong documental analysis of the 2008 to 2010 management reports. As the research shows thedifficulties in the management, specially in rating and monitoring impact directly on the quality of the actions and in the achieved results. The data shows that the activities of evaluation have significative importance at the problems of management of the politics and social development programs. Civil organisations services and care operating in the social field are an important part of the social network since they contribute to the social inclusion and increasing life quality of excluded social groups. In the study we deal with how much the innovativeness (on program and specialization level) and system approach are emphasised in the approaches of civil organisations that operate in the field of social and child protection. Firstly, we briefly overview the main characteristics of civil organisations that operate in social field. Then we examine those tenders of civil organisations operating on social and child protection field which tendered between 2008 and 2009 in a concrete Hungarian tender system, in the so-called Norwegian Civil Fund (NCF)

Objetivo: Identificar las representaciones sociales de las trabajadoras sexuales travestis sobre la calidad de vida. Material y Método: Estudio cualitativo, descriptivo, exploratorio, basado en la Teoría de las Representaciones Sociales, desarrollado con siete travestis trabajadoras sexuales. La producción de los datos se llevó a cabo con entrevistas semiestructuradas y posteriormente se transcribieron, validaron y analizaron a partir del Análisis de contenido temático.Resultados: Surgieron tres clases: 1) Acceso a la salud como principio de calidad de vida; 2) El apoyo de las organizaciones no gubernamentales en la visibilidad y respeto a las demandas de las personas trans y 3) Los vínculos sociales como herramienta útil en el sentido de la calidad de vida.Consideraciones finales: Las representaciones se ubican en la necesidad de acceso a servicios de salud libres de prejuicios; el apoyo de las organizaciones no gubernamentales en el reconocimiento de sus potencialidades y singularidades mediante el establecimiento de vínculos afectivos, solidarios, leales y de confianza, y en el establecimiento de lazos sociales producidos con vecinos y amigos para afrontar las dificultades vividas cotidianamente. Objective: To identify the social representations of transvestite sex professionals regarding quality of life.Material and Method: A qualitative, descriptive, exploratory study, anchored in the Theory of Social Representations, developed with seven professional transvestites of sex. The data production was carried out with semi-structured interviews and later transcribed, validated and analyzed from the Thematic Content Analysis.Results: Three categories emerged: 1) Access to health as a principle to quality of life; 2) Support of non-governmental organizations in the visibility and respect to the demands of the trans population and 3) Social ties as a propositional tool in the meaning of quality of life.Final considerations: The representations are located in the need to access health services free of prejudice; in the support of non-governmental organizations in the recognition of their potentialities and singularities, establishing affective bonds of support, loyalty and trust; and in the establishment of social bonds produced with neighbors and friends to face the difficulties experienced daily. Objetivo: identificar as representações sociais de travestis profissionais do sexo sobre qualidade de vida. Material e Método: Estudo qualitativo, descritivo, exploratório, ancorado na Teoria das Representações Sociais, desenvolvido com sete travestis profissionais do sexo. A produção dos dados foi realizada com entrevistas semiestruturadas e posteriormente transcritas, validadas e analisadas a partir da Análise de Conteúdo Temática. Resultados: Emergiram-se três categorias: 1) O acesso à saúde como princípio à qualidade de vida; 2) Apoio das organizações não governamentais na visibilidade e respeito às demandas das pessoas trans e 3) Os laços sociais como ferramenta propositiva no significado da qualidade de vida.Considerações finais: As representações estão situadas na necessidade de acesso aos serviços de saúde livre de preconceitos; no apoio das organizações não governamentais no reconhecimento de suas potencialidades e singularidades estabelecendo vínculos afetivos, de apoio, lealdade e confiança; e no estabelecimento dos laços sociais produzidos com vizinhos e amigos para o enfrentamento das dificuldades vivenciadas diariamente.

Development da'wah is a religious activity that encourages improvement and changes in the social system of the community so that the community is able to take the initiative and take initiative on the existing environmental potential, which in turn can improve the welfare of life. In achieving this welfare, da'wah can use two development models, namely, value oriented development and people centered development.Da'wah institutions apply the two models above by establishing partners with non-governmental organizations (NGOs) and government agencies as needed. Then, the development programs must be implemented in an integral manner, and must involve the participation of rural communities and jama'ah because the essence of this development da'wah is the community (jama'ah) as actors to empower themselves.

Summary The paper presented the separation of the economy into three sectors. The mutual relations between sectors were described, with a particular reference to the cooperation of non-governmental organizations and public institutions. The role of non-profit institutions in the proper and efficient implementation of the social function of the state was highlighted. The attention was paid to the importance of non-governmental organizations in the system of social security as well as to the significance of tasks undertaken in cooperation of public administration. The assessment of the quality of the conducted cooperation was conducted and the necessity of deepening it for mutual benefits, and the benefits of beneficiaries as well, was recommended.

Este artigo é fruto de reflexões produzidas a partir de duas pesquisas já finalizadas. Nele adotamos, principalmente, as abordagens teóricas da mobilização do Direito ao trazer o caso de duas organizações não governamentais (ONGs) — o Instituto de Defesa do Consumidor (IDEC) e a Assessoria e Serviços a Projetos em Agricultura Alternativa (AS-PTA) — na luta contra os transgênicos. Para McCann (1991), a grande contribuição desta agenda foi trazer aspectos de atores não tradicionais do Direito para os estudos envolvendo a busca da sociedade pelo Judiciário. Ambas as associações estudadas possuem significativos recursos de mobilização e certo acesso às arenas estatais. Desde a chegada dos transgênicos no Brasil, pautaram o debate, ainda que diante de grande fechamento institucional à participação e deliberação sobre o tema. Concluímos que houve adoção de estratégias diferenciadas que compuseram essas lutas e que, partindo da perspectiva de Rutch (2004), há demarcação de diferenças entre aliados. Para ele, nem toda aliança se dá entre atores com objetivos específicos e estratégias iguais. A mobilização do Direito se mostrou essencial para repertórios de ação coletiva dessas organizações e seus parceiros, não correspondendo somente ao Direito ligado às cortes, mas também à formação de frames e adoção de estratégias que constroem significados e motivações.Non-governmental organizations mobilizing the law against genetically modified organism (GMOs): strategies, alliances and frameworks This article is the result of two studies already finalized. Our mainly theoretical approach is the mobilization of law by two non-governmental organizations (NGOs) — Instituto de Defesa do Consumidor (IDEC, Brazilian Consumer Protection Agency) and Assessoria e Serviços a Projetos em Agricultura Alternativa (AS-PTA, Consultancy and Services for Projects in Alternative Agriculture) — in the fight against Genetically Modified Organisms (GMOs). According to McCann (1991), the great contribution of this agenda highlighted aspects of non- traditional law actors for studies aimed at learning the social use of the judicial system. Both organizations have significant resource mobilization and access to certain state arenas. Since the arrival of GMOs in Brazil, they guided the debate over this issue even when institutional participation and deliberation on the subject have been restricted. We concluded that there have been different strategies that made up these struggles and, starting from Rutch perspective (2004), there are differences in the way the alliances were established. Per this author, not every alliance occurs between actors with the same objectives and strategies. The mobilization of law proved essential for collective action repertoires of organizations and their partners, not only in court decisions, but also in the formation of frames and the adoption of strategies to build meanings and motivations.

The unprecedented number of orphans and vulnerable children in Zimbabwe has created an urgent need to create innovative ways to provide for the social protection of these children. Innovative packages consisting of educational, food and psychosocial support are being implemented by non-governmental organizations. However, as the orphan crisis continues to deepen, more needs to be done and, learning from the experiences of other countries, the option of cash transfers for social protection for orphans and vulnerable children offers an attractive option for Zimbabwe. This article explores the possibility of using cash transfers for the support of orphans and vulnerable children and highlights the challenges and strengths of this approach.

During the sixth session of the Executive Board in Geneva from June 1 to June 9, 1950, it was reported that some difficulties had been encountered in the establishment of a regional office for Europe. Six member states had not replied to the request sent them on the subject, seven had expressed reservations, six had sent in negative replies, and only eight had indicated their approval. It was also proposed that rules of procedure of the Assembly be changed to permit the participation in discussions of representatives of the Executive Board in either plenary or committee meetings. During the biennial revision of the list of non-governmental organizations with which WHO maintained official relations, a total of eighteen were retained. The Executive Board also agreed that, while WHO was not an organization for sending supplies to governments, it was nonetheless true that supplies were occasionally indispensable to enable a government to carry out a specific program. A total of $100,000 had been thus distributed to Afghanistan, Ethiopia, Finland, India, Hashemite Kingdom of the Jordan, Monaco, Portugal, Thailand and Yugoslavia for the control of malaria and leprosy, the improvement of nursing care and similar activities.

The subject of this research is the specifics, forms and functions of interaction in social media groups between the representatives of ethnic communities. The goal consists in determination of the role of social networks in adaptation of ethnocultural communities of St. Petersburg. The research is based on the polling technique for acquisition of information on the cognitive, emotional, and behavioral state of a person. The survey was conducted via distribution of questionnaires among the representatives of ethnic groups. The article also employs the method of systematic scientific observation over the social media groups, topic raised therein, as well as reading and analysis of the comments. The scientific novelty of this work consists in outlining of the nature, trends and development prospects of cross-cultural communications as the channel for ethnocultural interaction.  The main conclusions, which touch upon users from various ethnic communities who do not have enough experience in organization of activity of social media groups, demonstrate that it causes the loss of the sense of security, accumulation of prejudices and escalation of interethnic conflicts, as well as preference of the with restricted access, which contributes to lock down of the group and impedes adaptation in the accepting society. Stabilization of situation can be achieved by improvement of the quality of content posted in the social media, as well as level of their administration.

Purpose The purpose of this paper is to look at recent trends in scientific literature on the portrayal of autism in published and broadcast media and social awareness of the subject. Design/methodology/approach A bibliometric analysis of content of such publications was performed. Findings Results show that portrayals of autism from books, newspapers, news broadcasts, films and TV series are being scrutinized. Research focuses on the social categories of resulting stereotypes, the quality of such depictions, the benefits and downsides, stigmatization of individuals (with autism) and how society responds to these portrayals. Originality/value It is important to understand if media portrayals of autism are creating a realistic and constructive awareness of autism in society.

Greece is the country of “Xenios Zeus”, the Ancient Greek god of foreigners and hospitality; however, it is also the main point of entry to Europe. Since the beginning of 2014, 1,112,332 refugees crossed the borders of Greece. Overall, 33,677 children and adolescent refugees sought asylum in Greece from 2013 to 2017, while 57,042 refugees are currently being hosted. The rapid entry of refugees into Greece raised the critical issue of health policy. The Greek National Health Service (NHS) faces many challenges. Adequate economic and human support is essential if this situation is to be managed successfully. However, Greece still bears the burden of the economic downturn since 2009. In fact, the crisis led to shortages in crucial equipment, and unmet health needs for both locals and refugees. The NHS deals with traumatic experiences, as well as cultural and linguistic differences. Overcrowded reception centers and hotspots are highly demanding and are associated with severe disease burden. This highlights the importance of guidelines for medical screening, healthcare provision, and a well-managed transition to definitive medical facilities. Furthermore, non-governmental organizations make an essential contribution by ensuring appropriate support to refugee minors, especially when they experience poor access to the NHS.
