Summary The paper presented the separation of the economy into three sectors. The mutual relations between sectors were described, with a particular reference to the cooperation of non-governmental organizations and public institutions. The role of non-profit institutions in the proper and efficient implementation of the social function of the state was highlighted. The attention was paid to the importance of non-governmental organizations in the system of social security as well as to the significance of tasks undertaken in cooperation of public administration. The assessment of the quality of the conducted cooperation was conducted and the necessity of deepening it for mutual benefits, and the benefits of beneficiaries as well, was recommended.

AbstractQuality of life (QOL) of people with intellectual disability is increasingly becoming the target for intervention and a measure of success of different support programs. Knowing the predictors of QOL might make the support programs more effective. In the present study, QOL of 152 persons with intellectual disability was assessed through the personal outcomes scale (POS)-self report. Total score on the POS was used as a dependent variable and age, sex, level of intellectual disability, employment status and marriage status were assessed as the potential predictors of QOL. The statistically significant predictors of QOL were level of intellectual disability and employment status. These predictors explained 19% of variance in POS scores. The results of this study indicate that the strategies aimed at increasing the QOL of people with disability must focus on finding and expanding the employment opportunities for people with intellectual disability. The role of non-governmental organizations (NGOs) can be very significant in this regard. The article concludes with a discussion of how predictors of QOL outcomes reported by other investigators could be incorporated into the policies and practices of NGOs to enhance person-referenced QOL outcomes.

Civil organisations services and care operating in the social field are an important part of the social network since they contribute to the social inclusion and increasing life quality of excluded social groups. In the study we deal with how much the innovativeness (on program and specialization level) and system approach are emphasised in the approaches of civil organisations that operate in the field of social and child protection. Firstly, we briefly overview the main characteristics of civil organisations that operate in social field. Then we examine those tenders of civil organisations operating on social and child protection field which tendered between 2008 and 2009 in a concrete Hungarian tender system, in the so-called Norwegian Civil Fund (NCF)

The article provides an analysis of the formation of the social services market in the Volgograd region since the adoption of a federal law that introduced fundamental changes in the field of social services, allowing non-profit organizations to act as full participants in the social services market. A review of domestic publications addressing key issues is presented: economic and managerial aspects of access of non-profit sector organizations to the social services market, infrastructure support, the formation of a state support system, successful regional practices. The role of non-governmental suppliers in the social services market is shown, the specifics of the modern institutional structure of the social services market are described. The current state of the social services market is characterized, the data of the report of the Ministry of Economic Development of Russia for 2018 on the implementation by the constituent entities of the Russian Federation of measures to ensure access to non-profit organizations to budgetary funds are presented. The main quantitative indicators of the social services market of the Volgograd region are highlighted. The results of a sociological study showed that the majority of the population does not use the services of non-profit organizations, the popularity of their services is low, and free services are most in demand. The possibilities of non-profit organizations when entering the social services market of the Volgograd region were identified: extensive experience in providing services, the availability of proven social technologies, targeted nature of assistance, customer focus. Despite the creation of conditions for expanding the access of non-governmental organizations to budget financing, there are barriers to accessing the social services market: delayed cost recovery when services are completed, economically unjustified tariffs, insufficient compensation to non-state suppliers, unnecessarily bureaucratic reporting procedure of non-profit organizations for services provided. To develop the demand and supply of non-profit organizations, it is necessary to inform the beneficiaries in more detail about the quality of the services provided, tariffs, increase the level of public confidence, introduce successful experience in other regions. Creating favorable social and economic conditions, consolidating the efforts of all interested parties can create an effective system of social services in the Volgograd region on the principles of interagency cooperation.

Objetivo: Identificar las representaciones sociales de las trabajadoras sexuales travestis sobre la calidad de vida. Material y Método: Estudio cualitativo, descriptivo, exploratorio, basado en la Teoría de las Representaciones Sociales, desarrollado con siete travestis trabajadoras sexuales. La producción de los datos se llevó a cabo con entrevistas semiestructuradas y posteriormente se transcribieron, validaron y analizaron a partir del Análisis de contenido temático.Resultados: Surgieron tres clases: 1) Acceso a la salud como principio de calidad de vida; 2) El apoyo de las organizaciones no gubernamentales en la visibilidad y respeto a las demandas de las personas trans y 3) Los vínculos sociales como herramienta útil en el sentido de la calidad de vida.Consideraciones finales: Las representaciones se ubican en la necesidad de acceso a servicios de salud libres de prejuicios; el apoyo de las organizaciones no gubernamentales en el reconocimiento de sus potencialidades y singularidades mediante el establecimiento de vínculos afectivos, solidarios, leales y de confianza, y en el establecimiento de lazos sociales producidos con vecinos y amigos para afrontar las dificultades vividas cotidianamente. Objective: To identify the social representations of transvestite sex professionals regarding quality of life.Material and Method: A qualitative, descriptive, exploratory study, anchored in the Theory of Social Representations, developed with seven professional transvestites of sex. The data production was carried out with semi-structured interviews and later transcribed, validated and analyzed from the Thematic Content Analysis.Results: Three categories emerged: 1) Access to health as a principle to quality of life; 2) Support of non-governmental organizations in the visibility and respect to the demands of the trans population and 3) Social ties as a propositional tool in the meaning of quality of life.Final considerations: The representations are located in the need to access health services free of prejudice; in the support of non-governmental organizations in the recognition of their potentialities and singularities, establishing affective bonds of support, loyalty and trust; and in the establishment of social bonds produced with neighbors and friends to face the difficulties experienced daily. Objetivo: identificar as representações sociais de travestis profissionais do sexo sobre qualidade de vida. Material e Método: Estudo qualitativo, descritivo, exploratório, ancorado na Teoria das Representações Sociais, desenvolvido com sete travestis profissionais do sexo. A produção dos dados foi realizada com entrevistas semiestruturadas e posteriormente transcritas, validadas e analisadas a partir da Análise de Conteúdo Temática. Resultados: Emergiram-se três categorias: 1) O acesso à saúde como princípio à qualidade de vida; 2) Apoio das organizações não governamentais na visibilidade e respeito às demandas das pessoas trans e 3) Os laços sociais como ferramenta propositiva no significado da qualidade de vida.Considerações finais: As representações estão situadas na necessidade de acesso aos serviços de saúde livre de preconceitos; no apoio das organizações não governamentais no reconhecimento de suas potencialidades e singularidades estabelecendo vínculos afetivos, de apoio, lealdade e confiança; e no estabelecimento dos laços sociais produzidos com vizinhos e amigos para o enfrentamento das dificuldades vivenciadas diariamente.

Increasing awareness in social problems and the high complexity of social challenges has boosted social innovation efforts in recent years. Social innovation refers to new and innovative solutions to social problems that create social value, involve public good, and affect the society, mostly developed by participation of stakeholders who have interests in the problem. Social innovation leads to social value created through a series of collaborative efforts of public, private, and non-governmental organizations. This chapter highlights the importance of collaboration in social innovation and examines the role of e-collaboration as a group coordination and communication mechanism in the social innovation processes. The first part of the chapter presents evidence on what social innovation is and describes how social innovation intertwines with collaboration. The second part of the chapter defines the key conceptual elements of e-collaboration and explores how e-collaboration can foster social innovation concerning each conceptual element.

The article analyzes the current trends in the development of public institutions in Ukraine. The role of non-governmental public organizations in providing social services is considered. The main trends in the development of the private sector have been studied. The role of grant projects is highlighted. The role and place of the private sector in the provision of social services has been considered. Examples of implementation of local initiatives and receiving grant support have been analyzed. The importance and urgency of the problems of non-governmental organizations in the field of social services have been highlighted. Youth organizations that join socially-oriented initiatives are developing. Directing relevant initiatives and work of youth organizations activates young people in local communities, involves in the advisory bodies formation, localization of relevant projects implemented at the level of united territorial communities of villages and small towns, where in previous years youth activity was low. In a decentralized environment, no matter how capable the community is, there are always issues that are difficult to solve at the expense of the local budget. As practice shows, several issues of local importance, which cannot be solved by the budget of the united territorial community, can be successfully solved at the expense of other resources, including grants. Most of the international projects were implemented territorially in Uman and adjacent territorial communities. Their success depended on fruitful intersectoral cooperation with the Faculty of Social and Psychological Pedagogy, which provided organizationally, volunteer and psychological support, and the Department of Labor and Social Protection of Uman City Council, which provided effective communication between all branches of government, information and financial support.

The state of Jammu and Kashmir has misplaced its identity. The 1947 partition of the country has impressed long-lasting bitterness in the minds of people and draws a separating line (LOC) along the borders. It is definitely a hectic task to set up peace in the disturbed regions of the Jammu and Kashmir, but in no way outside the limits of opportunity. The civil societies and NGOs, being neutral in character, can play a peaceful role in maintaining peace and establishing of assurance among the people of the valley. NGOs are non-profit making agencies that are constituted with a dream by a group of same minded people, dedicated for the uplift of the poor, marginalized, unprivileged, underprivileged, impoverished, and downtrodden and the needy and they are closer and accessible to the target groups. Flexibility in administration, faster in decision making, timely in action and facilitating the people towards self-sufficiency ensuring their fullest participation in the whole process of development. The achievements and victory of NGOs in various fields and the brilliant work done by them in specific areas are no doubt an incredible task that has helped to meet the changing basic needs of the social system. Still, in spite of its achievements in various fields, NGOs are facing different types of problems which differ from organization to organization, region to region and from place to place.  In this position, the present paper attempts to discuss some of the general problems faced by the NGOs and to provide some remedies to overcome these problems.

The article considers the social activities of non-governmental organizations in relation to families with children in the context of the modernization of the system of social services for the population, which is aimed at encouraging citizens to independently overcome life difficulties. The paper analyses the social activities of commercial and non-profit organizations, innovative technologies, the quality and variety of services provided to families in need. The authors determine the main barriers to their interaction with government agencies. The study notes, that social activities of commercial and non-commercial organizations expand the range of social services, their accessibility to the population, improve the quality and efficiency. The paper defines the priority directions of activities of socially oriented NGOs in relation to families and children in the context of Russian realities: assistance to families in the development and upbringing of children, assistance in employment and adaptation of mothers, social support for families in need, etc. The study established that the non-governmental sector responds quickly to the needs of citizens and acute social problems, which allows it to be an effective performer of social services. The authors conclude that in Russia it is necessary to form an effective management system for the development of non-governmental organizations as providers of services to families in need, optimize inter-sectoral collaboration. Social activities of the non-governmental sector have great potential and development prospects.

Purpose. The aim of the article is to reveal the meaning of the concept of "finances of the civil society" and to outline its place in the financial system of the state. Methodology of research. A set of general and special research methods is used to achieve this goal: abstract and logical method, including methods of analogy and comparison, induction and deduction, scientific abstraction (to clarify the conceptual apparatus of the problem under study); graphical and systematic methods, logical generalization and systematization (to determine the place of finances of the civil society in the financial system of the state, as well as to visualize the movement of cash and non-monetary benefits in the civil society finance system). Findings. It is determined that the study of civil society finances should take into account such two main aspects as the financial resources of the CS and the management component. It is proposed that the term "financial resources of civil society institutions" should be understood as monetary funds available to CSOs that have a legitimate source of origin and are aimed at achieving the statutory goals of these institutions. The lack of a unified approach of the legislator to understanding the role of the management component for the finances of the CS is revealed. The interpretation of the category "finances of the civil society" as economic relations is aimed at optimizing the processes of formation, distribution and use of financial resources available to CSOs in order to ensure their statutory goals and improve the quality of the social environment. The necessity of classifying the finances of civil society to the finances of non-profit institutions and organizations, which respectively belong to the finances of economic entities, is substantiated. It is determined that CSOs interact with such economic entities as the state, households and enterprises in order to achieve certain goals and attract resources for activities. It is established that as a result of such interaction between them there are economic relations. In this case, all subjects of economic relations from such interaction receive benefits of both monetary and non-monetary nature. Originality. The concept of "finances of the civil society", which we understand as economic relations aimed at optimizing the formation, distribution and use of financial resources available to CSOs in order to ensure their achievement of statutory goals and improve the quality of the social environment, is substantiated and introduced into scientific circulation. Practical value. The obtained research results can be used for further research on the organization and functioning of civil society finances, as well as in the practice of non-governmental organizations of various kinds.
