Why Do National Cybersecurity Awareness Programmes Often Fail?

Nowadays, many cyber users do not understand how to protect themselves and their information within cyber space. One reason is that cyber users are unaware of possible cyber risks and threats that may occur within cyber space. The second reason is that citizens, businesses and users within the public sector may be aware of relevant cyber risks but do not really understand the seriousness of such risks and the consequences if they do realise. Therefore, cybersecurity awareness campaigns are an integral part of improving cybersecurity awareness. Based on in-country reviews conducted as part of the Global Cybersecurity Capacity Centre (GCSCC) programme, we observed that the campaigns to raise cybersecurity awareness throughout the country are often led by different ‘owners’ without co-ordination and adequate resources therefore creating fragmentation in the national cybersecurity awareness raising programme. This paper suggests that the development of a coordinated and coherent national cybersecurity awareness program is critical for building a basic level of aware-ness at the national level. We will examine the requirements needed to develop a coordinated national awareness raising programme by reviewing the existing literature, best practice approaches and the role of different stakeholders such as the government, private sector and civil society. We will draw conclusions on the main obstacles to ensure overall coherence between the actions of stakeholders and the efforts countries should prioritise in order to increase awareness of cyber risks at the national level.

The most important aspects of effective citizen-government interaction, successful development of civil society institutions, community and state depend on forming, legal consolidation and practical use of an effective forms and mechanisms of participatory democracy in Ukraine. Effective practical use of participatory democracy depends on the legal framework, the government's willingness to cooperate, as well as the competence and willingness to engage with civil society activists and the proper development of civil society institutions that contribute to democratization and development of Ukrainian society. The levels of citizen-government interaction including an informational, informational-consultative, mutual participation have been expanded by singling out the constant dialogue and mutual participation, public control and e-democracy. The citizens’ appeals, electronic petitions, public hearings, meetings of citizens at the place of residence, local initiatives, local referendum, advisory bodies, self-organization bodies, public discussions and public expertise as the forms of participatory democracy have been described in the article. The differences between the forms of participatory democracy in terms of the order of their preparation, implementation and legal consequences have been indicated. The role of public participation in the budget process has been determined and the participation budget was singled out as a tool of the community for better understanding of local budget and forming their own projects. The advantages of practical use of participatory democracy for the public and the government have been clarified, in particular, strengthening the level of mutual dialogue, increasing its efficiency and the government's response to public problems; growing citizens' trust in the government; improving the image of government through the implementation of transparency, openness and involvement; and consideration of public recommendations by the subjects of power within the framework of certain procedures.

In order to fight against the COVID-19 pandemic the government of Saudi Arabia launched three mobile applications namely Tetamman, Tabaud & Tawakkalna to keep the public aware about the corona virus and ensure monitoring of the suspected cases. The objective of this study is to curb the spread of COVID-19 by enhancing social measures and investigate the role of mobile applications in achievement of this objective. Comprehensive review of the role of mobile applications was made and a survey approach was used to evaluate the effectiveness of these applications. Findings of the study indicate that the users perceive that the applications are successful in achievement of the objectives for which these applications were launched. The key performance indicators (KPIs) included in the survey were efficiency, ease of use, satisfaction of users, fulfilment of purpose, usefulness and helpfulness etc. The average number of respondents, who agreed that these applications are performing according to the mentioned KPIs, is 86.6% for Tetamman, 80.5% for Tabaud and 90% for Tawakkalna. More awareness campaigns are needed so that more people adopt the use of these applications, which could significantly help in identification of new casesand enhance telehealth and teleconsultations. Moreover, the applications should be upgraded for self-triage.

Abstract: The metamorphosis of public organizations in response to internal and external demands is manifested in the form of reform, revitalization and the formation of government networks. The government is required to always adjust to the development of the environment. This adjustment is an effort to respond to the development of society and the global environment. External factors require public organizations to be more flexible in governance. This article wants to discuss the efforts of the Banyuwangi Regency government and the collaboration that was carried out in order to fix green open space in Banyuwangi Regency, East Java. The approach used in writing this paper is a socio-legal approach that combines normative approaches with research results, assessment results, and other references and is reinforced by empirical research conducted through interviews and observations. This research found the existence of efforts by the city government to develop regulations related to the regulation of green open space as well as various collaborative efforts between government, civil society and the private sector in the implementation of the development of green open spaces in Banyuwangi Regency. The preparation of legal instruments and the establishment of government networks is actually part of the new public governance paradigm that seeks to optimize the roles of government and stake holders in the development of green open spaces. This study also found that the role of the community as a civil society was considered important in promoting democratic governance, the effectiveness of regulations that were oriented to the public interest.

The Public Chamber is currently attracting a lot of scientific attention. The present research owes its relevance to the fact that the Public Chamber remains passive, despite claiming an important role in the development of civil society. The research objective was to identify the place and role of the Public Chamber in the regional socio-political life. The article focuses on its ability to act as a mediator between the government and civil society. The author sees the Public Chamber as a communication platform, which allows the scientific community to influence public policy by acting as experts. The empirical study lasted from February to June 2020 and involved former and current members of the Public Chamber of the Kemerovo region, as well as its researchers and experts. The analysis was based on the qualitative approach and the methods of informal expert interviews, comparative analysis, and content analysis. The author identified two main criteria: the model of regional power and the regional political regime. These criteria determine the final configuration, i.e. the influence and role of the Public Chamber in the regional public policy. The Public Chamber appeared to be more of an imitator than a real actor in the field of the local public policy. The paper also introduces a new classification of the development of the Public Chamber in the Kemerovo region.

This essay explores the emergence of civil society in Imperial Russia in the 1840s and 1850s through an analysis of the role of the public in the preparation for the emancipation of the serfs before the government made the commitment to manumit the serfs. To do so, the essay considers the role of the Westerners, specifically one of the leading Westerners, the legal historian Konstantin Kavelin, from archetypical abstract thinker into political activist within the circumscribed parameters of autocracy in Imperial Russia. Kavelin and his allies, both within and without the bureaucracy, developed reform programs in the harsh years in Russia from 1848 until 1855 in the hope that a time more propitious for reform would come thereby enabling them to act in concert with the government. The Westerners played a vital role in providing the necessary intellectual underpinnings for the Great Reforms, in disseminating these ideas to the public, and in working closely with reformist bureaucrats in their specific preparations. Kavelin‘s efforts, primarily his proposed drafts and contacts, proved pivotal in facilitating the emancipation preparations that led to the legislation and implementation of the reform. This preparatory work of the late 1840s and 1850s bore fruit when the Russian state emancipated the serfs in 1861. The aspirations for a partnership with the government however failed to materialize.

In general, Ukraine has developed a sufficiently detailed practice on the management of public sector entities, although unfortunately, not all of its fundamentally important provisions, adapt the experience of managing the civil sector. For example, especially at the national level, the overall goal of the government is to achieve certain policy goals, for example, in environmental, social or economic aspects. In this context, governments need to have well-organized work with the civil sector on social security programs or health care services to study service delivery performance for target groups.It is established that today, improvement of the mechanism of introduction of modern technologies of information presence and informing citizens about their rights, in particular, about the right to choose, the right of responsibility is the first important step for their participation in the process of monitoring the development and implementation of state policy. By receiving full information, civil society institutions can better assess the effectiveness of the public sector and submit their proposals. Despite the apparent need for a thorough analysis of competitors of the communicative environment of the interaction of public authorities with the public, when formulating the state strategy, analysis is far from always sufficiently clear and comprehensive. The difficulty lies in the fact that a comprehensive analysis of the competitors of the communicative environment of the interaction of public authorities with the public requires a large amount of data, most of which is difficult to obtain without much effort. Many state authorities do not systematically collect information about competitors of the communicative environment of the interaction of public authorities with the public, but act on the basis of fragmentary information, informal impressions, assumptions and intuitions. The lack of qualitative information is extremely difficult to analyze the competitor’s communicative environment of interaction between public authorities and the public.However, it is important that such an exchange is bilateral - from officials to citizens, and vice versa. This leads to maximizing the effectiveness of internal system management and to qualitative improvements in external management performance both of public authorities and the public sector as a whole. Control measures in the management of both sectors should be directly linked to the use of these indicators, both for feedback and for direct control. This will help identify new strategic opportunities for achieving control objectives and ensure the ability to use existing capabilities.

The article considers the main aspects of the introduction of digitalization of public services and their role in combating criminal corruption offenses. The article considers the main aspects of the introduction of digitalization of public services and their role in the fight against criminal corruption offenses. The purpose of the study is to analyze and evaluate the role of digitalization of public services in the fight against criminal corruption offenses. The current problem is political corruption at the highest level and corruption in the business environment of Ukraine. The study focuses on the challenges that have accompanied a number of reforms, including the reform of the legal system. Currently, one of the biggest reforms is the reform judicial system and constitutional proceedings. This is primarily due to people's distrust of the court. It has proved that the ability of society to overcome the phenomenon of corruption in the public sector has largely related to the willingness to transparency and openness of all information, anti-corruption maturity of both civil society and government. It is established that the fight against criminal corruption offenses, based on the tools and means of digitalization of public services, promotes public confidence in the government, becomes the basis for the formation of anti-corruption culture.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

The article is devoted to the research of goals and functions of lobbying activity. The author has processed the ideas of domestic and foreign scientists, proposed his own approaches to the definition of goals and functions of lobbying activities through the prism of public administration. As a result, a generalized vision of the goals and functions of lobbying activities as interrelated elements of the lobbying system was proposed, and a forecast for further evolution of the goals and functions of domestic lobbying was provided. The analysis of lobbying functions allowed us to notice the tendencies in shifting the goals of this activity. If the objectives were fully covered by functions such as mediation between citizens and the state, the information function and the function of organizing plurality of public interests, then the role of strengthening the self-organization of civil society and the function of compromise become increasingly important in the process of formation in the developed countries of civil society and the development of telecommunication technologies. Ukrainian lobbyism will not be left to the side of this process. Already, politicians of the highest level, leaders of financial and industrial groups have to act, adjust their goals (even if they are — declared), taking into account the reaction of the public. In the future, this trend will only increase. The analysis of current research and political events provides all grounds for believing that, while proper regulatory legislation is being formed in Ukraine, the goals and functions of domestic lobbying will essentially shift towards a compromise with the public. It is noted that in spite of the existence of a basic direction of action, lobbying may have several ramified goals. Guided by the goals set, lobbyism can manifest itself in various spheres of the political system of society, combining the closely intertwined interests of various actors in the lobbying process, or even — contrasting them.

The chapter commences with the change in the perspective and approach relating to children from welfare to rights approach. It then deals with the legal definition of child in India under various laws. It gives a brief overview of the present legal framework in India. It states briefly the various policies and plans, and programmes of the Government of India related to children. International law on the rights of the child is enumerated and a summary of the important judgments by Indian courts are also included. The chapter ends with pointing out the role of civil society organizations in dealing with the rights of the child and a mention of challenges ahead.
