<p>This article tries to explain some thoughts on the importance of cultural factors in the study of International Relations (IR).  The mainstream theories of international relations since the end of the World War II have ignored the role of cultural factors in world politics. But, after the Cold War era in 1990s, culture began to enter the center of research on international relations.  After the Cold War ended, cultural factors become particularly prominent and began to gain more attention from the scholars of International Relations. There are at least three prominent theories which are increasingly taking into account the role of cultural factors in international relations, that is, Huntington’s “clash of civilization” theory, Nye’s “soft power” theory, and constructivism theory. In addition, since the 1990s, many studies conducted by IR scholars have focused on the relationship between culture and the foreign policy of a country. The emergence of international culturology as a sub-field of IR studies further confirms that culture is an important variable in international relations.</p>

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. This introductory chapter offers an overview of the core themes addressed in The Oxford Handbook of Peaceful Change in International Relations. It begins with a discussion of the neglect of peaceful change and the overemphasis on war as the source of change in the discipline of international relations. Definitions of peaceful change in their different dimensions, in particular the maximalist and minimalist varieties, are offered. Systemic, regional, and domestic level changes are explored. This is followed by a discussion of the study and understanding of peaceful change during the interwar, Cold War, and post–Cold War eras. The chapter offers a brief summary of different theoretical perspectives in IR—realism, liberalism, constructivism, and critical as well as eclectic approaches—and how they explore peaceful change, its key mechanisms, and its feasibility. The chapter considers the role of great powers and key regional states as agents of change. The economic, social, ideational, ecological, and technological sources of change are also briefly discussed.

The United States’ experience with Asia goes back to 1784. Over the subsequent two-and-a-third centuries scholarly research grew in fits and starts, reflecting historical developments: the growth of US interests and interdependencies in the region; the wars in Asia in which the United States fought; the ascendance of the United States to international leadership; and the post–World War II resurgence of Asia led by Japan, then the four tigers, and most dramatically China. The definition of Asia evolved correspondingly. Today, due to strategic and economic interdependencies, scholars tend to view it as incorporating Northeast, Southeast, South, and Central Asia and Russian Asia as well as relevant portions of the Pacific and Indian Oceans. The most recent US National Security Strategy (White House 2017, cited under Contemporary US-Asia Relations: General) reconceives the Asia-Pacific as the Indo-Pacific, stretching “from the west coast of India to the western shores of the United States” and constituting “the most populous and economically dynamic part of the world” (pp. 45–46) The first Asia scholars came to prominence in the United States during World War II, and the Cold War strengthened the impetus for interdisciplinary area and regional studies. Through the middle and late Cold War years, social scientists and historians concentrated further, but they increasingly looked inward at the development of their separate disciplines, away from interdisciplinary area studies as conceived in the 1940s and 1950s. While area studies declined, barriers between academia and the policy world emerged. Many scholars disapproved of the Vietnam War. “Revisionists” in the international relations, foreign policy, and area studies fields held that US policy and the extension of global capitalism were conjoined, suppressing both economic development and indigenous political movements in Asia and elsewhere. Simultaneously, behavioral science and postmodernist movements in policy-relevant fields developed. In the 1960s, 1970s, and 1980s, Theory and methodology overtook the old approach of area-specific research that tried to integrate knowledge of the history, culture, language, politics, and economics of particular nations or subregions. Theory and methodology prevailed in research, tenure, and promotion. Policy-relevant studies became viewed as “applied” science. Another factor was money. Already under pressure, area studies was dealt a major blow at the end of the Cold War with cutbacks. Research on policy issues related to the United States and Asia increasingly came from think tanks that housed scholars themselves and/or contracted with university-based specialists. In recent years due to the rapid development of China and the urgent challenges it presents, interest in policy-relevant topics has revived on campuses and in scholarly research, especially in the international relations and modern history of the Indo-Pacific and the politics, economics, environment, and foreign and military affairs of China. Interest has revived too in the subregions of Asia, much of it driven by Chinese activities abroad.

One of the burgeoning areas of political study over the past ten years has concentrated on the role of non-state actors in world politics. In the wake of the Soviet collapse and the end of the Cold War rivalry, some social scientists began to construct paradigms and theories centered on identity and to concentrate their research on ethnodemographic challenges posed by migration and porous borders in the post-Soviet states, including how various groups facilitated secessionist movements and insurgencies, undermining regional stability and efforts at democratization in the process.

The changing structure of European order poses, for any student of international relations, some fundamental questions about the evolution of world politics. Concepts of European order and of the European state system are, after all, central to accepted ideas of international relations. Out of the series of conflicts and negotiations—religious wars, coalitions to resist first the Hapsburg and then the Bourbon attempt at European hegemony—developed ideas and practices which still structure the contemporary global state system: the equality of states; international law as regulating relations among sovereign and equal states; domestic sovereignty as exclusive, without external oversight of the rules of domestic order. The ‘modern’ state system, modern scholars now agree, did not spring fully-clothed from the Treaty of Westphalia at the close of the Thirty Years' War; it evolved through a succession of treaties and conferences, from 1555 to 1714. It remains acceptable, nevertheless, to describe the European state order as built around the Westphalian system.

The articles in this special issue of the journal succeeded in meeting the core objective set out in the introduction: to refine, deepen, and extend previous studies of the role of ideas in the end of the Cold War. In particular, they confront more forthrightly than past studies a major challenge of studying ideas in this case; namely, that ideas, material incentives, and policy all covaried. Two other important problems for those seeking to establish an independent role for ideas remain to be addressed in future studies. Facing those problems as squarely as the contributors to this issue have faced the covariation problem will yield major benefits for the study of ideas in this case and in international relations more generally.

Constructivism emerged at the end of the Cold War and entered into IR theories debate by criticizing the rationalists (neo-liberal and neo-realist) on the one hand and critics on the other, accusing them of failing to predict and explain the end of the Cold War. While rationalists focus on material and economic factors, constructivists focus on cultural factors, the influence of ideas, norms and identities on the explanation of processes of interest formation, how to define survival and defining mechanisms of international politics, and emphasize that interest and identity interact through socio-historical processes and constitute each other. Thus, constructivism belongs to the fourth debate in the theoretical study of International Relations and it is one of the post-positivist theories, but it attempts to serve as a bridge between the positivist and post-positivist approaches. For example, if post-positivist theories are criticized, because of suffering from providing a realistic alternative versus of the description and explanation offered by rational theories, constructivism tries to overcome this criticism and it is able to provide the research program required to remove the post-positivist dilemma, by providing the practical hypotheses required by the establishment of a theory to describe and explain the reality of international relations. However, constructivism is not immune from criticism, it is accused that it does not offer anything new and exaggerates the understanding of cultural factors such as norms and identities and their impact on the reality of international relations, as well as its epistemological and methodological problems and its internal divisions between modern constructivists and postmodern constructivists.

The United Nations is grounded on the Westphalian state system. Throughout the de-colonizationperiod, the Organization ceased to be peculiar to the West only, and soon became the prevalent model in theentire globe. The Cold War also solidified and institutionalized the Westphalian State as the fundamentalprinciple in international relations. The end of the Cold War, however, along with the collapse of theEastern bloc, the challenges of peace and security in Africa, and the failure of the states in coping withhumanitarian crises increasingly made the three fundamental principles of Westphalian state, namely the“non-interventionism”, “sovereign-equality” and “territoriality” disputable among political scientists. Newapproaches and arguments on the end of the Classical Westphalian state and the emergence of a so-called“New Medieval Age” have widely been circulated. This paper alternatively suggests that, since the end of thecold war, the world politics has gradually and decisively been evolving into a system of states that could becalled Neo-Westphalian.
