In the modern conditions of interregional competition, there arises the issue of attracting and preserving the human capital of the region. The Republic of Tyva is losing significantly in this interregional rivalry. The factors that reduce the attractiveness of the region for its graduates and labor migrants from other regions are a small selection of educational institutions, high unemployment, the region's lagging behind in infrastructure provision. Grades 9 and 11 students are one of the main sources of human capital in any region. Graduates choose their future profession, university, place for their further residence (stay in another city or return to their small homeland). Thus, they unconsciously determine which region will receive new human resources. This article analyses the results of surveys of school graduates in the capital of the Republic of Tyva - the city of Kyzyl, conducted in 2010 and 2019. Comparative analysis showed that against the background of socio-economic changes that have taken place in the republic over the decade, the preferences of graduates when choosing future professions have changed. One can trace a clear relationship between the increase in the supply of jobs in the labor market and the growing popularity of certain professions. According to the results of sociological research, it can be stated that while maintaining the current socio-economic situation in the Republic of Tyva, the majority of school graduates in the city of Kyzyl will not become the basis for the formation of the region's human capital. For the republic, the issues of creating new jobs, increasing the social attractiveness of the region for further living, that includes solving housing and household issues, as well as improving the quality of social services for the population, transport accessibility, and improving the standard of living of the population, remain relevant. All of the above in aggregate will contribute to the formation of the region's human capital.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

A análise empírica seleciona duas ondas de mobilizações protagonizadas por jovens estudantes: Atos em defesa das Universidades e Institutos Federais ocorridos na cidade de Florianópolis-SC; Na capital da Argentina, Buenos Aires, a narrativa etnográfica se debruça na análise de mobilizações protagonizadas por jovens portenhos que tomaram as ruas exigindo a manutenção da Ley Nacional de Educación, além de se posicionarem radicalmente contra as medidas de austeridade anunciadas pelo Governo Maurício Macri. The minister welcomed the participants of conference and presented the goals of the Eleventh Government of the Republic of Lithuania to develop and enhance the social assistance system.

Abstrack. As one of the scholars of the hadramain who played an important role in the development of islamic education in the eastern region of Indonesia, It is important to understand how the thinking and role of sayyid, the iraniacal bin salim aljufri, especially in the tower of the thousand churches, the city of manado. When Indonesia is beset by two themes of political persecution, fierce debate over islamic relations and countries between "secular" and religious nationalists, and the struggle between the hadrami of loyalty and integrity against the land between Indonesia or hadramaut. As one of the scholars of hadrami in the eastern region of Indonesia (kti), the old teacher did not get caught up in the political ideology of the political ideology, focusing on the movement: education, the preaching work, and the social empowerment, to the establishing of an alkhairaat islamic college in 1930. In 1934, the old master sent one of his disciples, muhammad qasim maragau for the preaching of the manado. In 1947 the official alkhairaat opened a branch in the town of manado, north sulawesi, to the rest of the istiqlal (Arab village), the following year in 1960 became a boarding school. From 1960 to 1996 the number of islamic islamic educational institutions of alkhairaate in sulut including manado steadily rises up to 167 branches, 2 of which is a boarding school located in the city of manado.Keywords:Guru Tua, Alkhairaat,Thought, role, Manado Abstrak. Sebagai salah satu ulama hadramain yang berperan penting terhadap perkembangan pendidikan Islam di Kawasan Timur Indonesia, penting kiranya untuk memahami bagaimana pemikiran dan peran Sayyid Idrus bin Salim Aljufri khususnya di wilayah Menara Seribu Gereja, Kota Manado. Ketika Indonesia dilanda oleh dua tema diskursus politik yang terjadi, yaitu perdebatan sengit tentang hubungan Islam dan negara antara kaum nasionalis “sekuler” dan nasionalis religious, dan pergumulan di kalangan Hadrami tentang loyalitas dan integritas terhadap tanah air antara Indonesia atau Hadramaut. Sebagai salah ulama Hadrami di wilayah Kawasan Timur Indonesia (KTI), Guru Tua tidak terjebak pada perdebatan ideologi politik tersebut, justru memfokuskan diri pada gerakan: pendidikan, dakwah, dan pemberdayaan sosial, hingga mendirikan sebuah perguruan Islam Alkhairaat pada tahun 1930. Pada tahun 1934, Guru Tua kemudian mengutus salah seorang muridnya, Muhammad Qasim Maragau untuk berdakwah ke Manado.Pada tahun 1947, Alkhairaat resmi membuka cabang di Kota Manado, Sulawesi Utara, tepatnya di Kelurahan Istiqlal (kampung Arab), yang selanjutnya pada tahun 1960 berkembang menjadi sebuah pondok pesantren. Sejak tahun 1960 hingga 1996 jumlah lembaga pendidikan Islam Alkhairaat di Sulut termasuk Manado terus meningkat hingga menjadi 167 cabang, 2 diantaranya adalah pondok pesantren yang berlokasi di kota Manado.Kata kunci: Guru Tua, Alkhairaat, Pemikiran, Peran, Manado.

The object of this research is the youth of Buryat-Mongolian ASSR as most active social group within the social structure of 1941 – 1945, which was the major source for replenishment of labor reserves. The subject of this research is the examination of core financial and social problems faced by the youth working at the defense industry plants of the republic. Special attention is given to analysis of the impact of wartime struggles and hardships upon household and food procurement. It is noted that shortage of housing, low salaries, insecure life, poor nutrition, deficit of clothing and footwear often led breach of employee discipline. The article explores the important vectors in the activity of Komsomol with regards to housing and living conditions, as well as various forms of financial and psychological incentives that promote adaptation of youth to working at the industrial plant. The scientific novelty consists in introduction into the scientific discourse of a number of previously unpublished source that were collected specifically for this research. As a result of the conducted research, it was established that working youth, who for the most part came from rural localities to the city, were put in quite difficult social and living conditions, experiencing critical problems in the process of adaptation; however, they accomplished significant labor achievements and made their contribution to the common Victory.

The city of Rio de Janeiro underwent profound changes between 1870 and the early 20th century. Its population grew dramatically, attracting migrants not only from abroad but also from other regions of Brazil. It also expanded significantly in size, as the construction of trolley and railway lines and the introduction of real estate capital powered the occupation of new areas. Meanwhile, urban reforms aimed at modernization transformed the social ways in which urban space was used. During this period, Rio de Janeiro went from being the capital of the Brazilian Empire to being the capital of the Brazilian Republic. It nevertheless maintained its position as the cultural, political-administrative, commercial, and financial center of the country. Against this backdrop of change, the city was an important arena for the political struggles that marked the period, including demonstrations in favor of abolition and the republic. Rio de Janeiro’s citizens were not inert during this period of transformation, and they found various ways to take action and fight for what they understood to be their rights. Protests, demands, petitions, and a vibrant life organized around social and political associations are examples of the broad repertoire used by the city’s inhabitants to gain a voice in municipal affairs. Citizens’ use of public demands and petitions as a channel to communicate with the authorities, and especially with city officials, shows that while they did not necessarily shun formal politics, they understood politics to be a sphere for dialogue and dispute. The sociocultural history of Rio de Janeiro during this period was therefore built precisely through confrontations and negotiations in which the common people played an active role.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. Today we are faced with the coronavirus (COVID-19) pandemic, which directly or indirectly has affected all countries and regions of the world. The state policy of all countries is aimed at containing the spread of the virus and meeting the basic needs of people in forced isolation. This situation has once again proved the importance of the institution of social protection of population (hereinafter—ISPP) and the need to ensure the efficiency of its functioning. The high growth rates of social changes, in turn, cause a certain lagging behind the process of their scientific comprehension — piling up issues unresolved by means of sociological science. Thus, the current system for assessing the ISPP functioning in terms of the actually obtained result against the normative/planned one, as well as the system for estimating economic costs, do not meet the challenges that modern science and management face. Many problems related to assessment of the ISPP functioning remain unresolved. In particular, the entire range of difficulties faced by consumers of social services has not been fully disclosed; the issues of achieving a consistently high satisfaction of vulnerable population groups with various quantitative and qualitative parameters of service provision are acute. The article discusses the scientific concepts and approaches to assessing effectiveness of the social protection of population used in domestic and foreign social science and practice. It outlines the authors' model for assessing effectiveness of the ISPP functioning on the example of the Republic of Tatarstan, which is based on an integrated approach that consists in fixing the temporal and spatial aspects of assessing effectiveness of the ISPP functioning.

The demographic aging of population typical for many countries requires much more financial and material resources to meet the needs of the post-working-age population. For the Republic of Belarus, the problem of population aging is highly relevant for the share of the elderly grows annually. The article focuses on the social-demographic characteristics and quality of life of the older generation in Belarus. The article is based on the data of the National Statistical Committee of the Republic of Belarus and the results of the sociological research “Belarus: Family, Stability of Family Relations, and Birth Rate in the Changing Social-Economic Conditions” conducted within the international research program “Generation and Gender”. The authors present a sociological-statistical approach to the analysis of the key characteristics of the elderly’s life in contemporary Belarus, which combines the information resources of sociology and statistics. The authors consider the general statistical data on the population aging and the elderly’s features and the sociological indicators revealing the perception of life at the older age. The assessment of the older generation’s life is presented as a set of indicators of the quality of life, which includes both objective statistical data and estimates of the older people’s satisfaction with various aspects of their life. For the first time in Belarus the quality of life of the 60-69- and 70-79-year-old cohorts is studied not only through statistical data but also taking into account their own assessments of various aspects of their lives, which allows to identify the most relevant issues for the social programs aimed at meeting the needs of the older generation.
