INTEGRATED SECURITY OF TRANSPORT LOGISTICAL SYSTEM OF MULTIMODAL TRANSPORTATION

Objective: To study the conceptual approach to the problem of integrated security, involving cooperation of transport logistical system participants of multimodal transportation (TLS SP), including aerial cargo delivery system, on the principles of the unity of information environment and intellectualization of transport systems management using the global positioning system GLONASS/GPS. Methods: The methods of TLS SP systematization and structural decomposition were applied, as well as the method of TLS SP matrix simulation, considering collaboration of the means of production in case certain operations are performed by each traffic participant on all route stages from a manufacturer to a receiver. Results: Horizontal decomposition of TLS SP was performed on the principle of the unity of the main transport process, taking into account integrated security requirements at each stage of goods traffic from a manufacturer to a receiver: making up, loading, transportation on different types of transport, cargo transfer and unloading at a receiving point. The main areas of transport intellectualization in Russia and abroad were studied. The new requirements for intellectualization of airport systems, air traffic control systems and aviation services were considered, presenting a unified aviation system and determining further directions of systems study, taking into account the perturbing factors at all stages and activities of the system in question. The suggestions on TLS SP intellectualization areas at all stages of planning and transportation fulfillment from a manufacturer to a receiver were given, making it possible to provide further development of supply chain management concept and formation of 5PL-provider transportation services at the market. Practical importance: The suggestions on the formation of TLS SP integrated security system were developed, using the latest data management technologies – intellectual transport systems, in order to improve the security and efficiency of transport processes, to minimize the delays and to improve working conditions.

Abstract Models of multimodal cyclic processes, i.e. processes realized with synergic utilization of various local and cyclic acting processes, play a determining role in an evaluation of functioning efficiency inter alia in public transport systems, passengers movement, cargo transport, data and energy transmission etc. We assume that the structure of a system determines repertoire of its behaviors. The paper presents a constraints satisfaction problem, which solving enables an evaluation of potential behaviors of the system of concurrently interacting local cyclic processes. Consequently, it is possible to plan and schedule the multimodal processes realized in that system. The constraints satisfaction problem, enabling the search for the structure of inter-position transport system and guaranteeing realization of assumed schedule of multi-assortment production was formulated for a declarative model of the multimodal transportation processes system. The attached calculation example illustrates the computational efficiency of the proposed approach.

The article deals with the peculiarities of domestic and foreign experience hubs. The object of study - the process of multimodal transport hubs in traffic. The purpose of the work - in analyzing the domestic and foreign experience of transport nodes to identify ways to improve multimodal transport nodes. The research method is analytical. The most important structural unit of multimodal transport systems are multimodal transport nodes. By the term multimodal transport hub (MTH) understand the geographical point of docking and interaction of several types of transport, through which multimodal transportation is carried out. Such a hub may combine the railway stations connecting their railways, sea and river ports, airports, stations, highways, terminal and intermediate objects of main pipelines, and municipal transport networks. The infrastructure of the MTH includes warehouses and cargo terminals with traffic control and distribution centers, customs clearance facilities, transport insurance, organizations representing freight forwarding and banking services. In the analysis of domestic and foreign experience of transport hub, it was discovered that transport nodes are the bridgeheads of organizational-technical and technological interaction of different types of transport, implementation of multimodal transportations on logistic principles. The capacity of transport hubs in Ukraine is at a critical point. In modern conditions, the power of transport hubs is not sufficient for the volume of freight traffic, including and transit grew. In order to eliminate "bottlenecks" in transport hubs of Ukraine, it is necessary to improve the technical and operational capabilities of the infrastructure objects, their technical re-equipment and modernization. The results of the work can be applied to develop measures for the improvement of multimodal transport hubs. Foreseeable assumptions about the development of the research object - the search for ways to improve multimodal transport hubs. Introduction.The authors prove the relevance of the costs’ reducing for motor transportation service in different departments of the industrial enterprise. The organizational and technological features of the industrial motor transport enterprise functioning and defining inexpediency of transfer of motor transportation function on outsourcing in full are revealed. The economic-mathematical model and the algorithm of decisions development on optimization of the automobile transportations costs in the industrial enterprise, which provide balance of interests of the customer to lower costs of motor transportation services and of the carrier to increase business profitability are offered. The expediency of implementation of such recommendations is proved on the example of motor transportation department of the large metallurgical company in Chelyabinsk region.Materials and methods. The analysis and systematization of the specialized scientific, standard, legal literature, economic-mathematical modeling of transport processes, and statistical technical and economic analysis of production information is conducted.Results.The following results are reached:-              having scientific novelty: criterion of optimality and system of restrictions of the choice of decisions on cutting of costs for automobile transportations; mathematical apparatus of assessment of reserves of use of motor transport;-              having the practical importance: the algorithm of development of decisions on optimization of costs of automobile transportations based on balance of interests of carrier and the customer of motor transportation services.Discussion and conclusions.The methodical recommendations about coordination of the customer and supplier interaction of motor transportation services are received. The implementation of such recommendations would provide the systematic 3-5% per year budget optimization in the industrial enterprise departments.

Objective: To justify a list of measures, allowing for the increase of tram’s competitiveness and efficiency on a transportation services’ market. Transport is one of the key elements of city’s social and economic development, consuming a considerable amount of resources. At present, the issue of municipal passenger complex development is topical, both in Russia and abroad. For a majority of cities the main types of urban transport are: a subway, a tram, a trolleybus and a bus. In recent years, a tram does not only restore, but also wins one’s way in urban transport systems. Vast experience of tram’s application has justified its profitability, high carrying capacity and the ability and possibility to achieve higher speeds; moreover, modern track design application with adoption of most recent technologies of noise and jittering reduction increases residents’ attraction from an aesthetic point of view and also decreases a detrimental impact on ecosystems. Methods: Having taken the present methods of capital efficiency as a basis for the research, a methodology has been suggested, taking into account different factors when justifying capital efficiency in the construction of new and the development of the existing municipal facilities of railroad transport, particularly, a tram. The key concept, built into the methodology in question, is the assessment of capital efficiency in the process of development of the existing and construction of the new lines of municipal transport, on the basis of their in-depth technical and economic assessment, carried from the viewpoint of capital and operational costs, significant social and economic, ecological effects and losses, occurring in the process of construction and maintenance of transportation facilities. Results: New methods of increasing the competitiveness and efficiency of modernization of the existing and constructing of the new tram lines in cities were justified. Objective: To develop a system of approaches, methods, and models for planning and forecasting the railway freight traffic using big data acquisition and analysis. This is conditioned by the today’s era of fierce competition, global digitalization, and a big amount of chaotic and multi-directional information flows, where the effective progressive development of transport systems depends very heavily on the methodology used for planning and forecasting freight traffic. The reliability of such a methodology is determined by the quality of the studied data sample, the integrity of analytical methods and procedures for their processing, and effectiveness. Methods: In order to classify the methods of planning and forecasting freight traffic, we have analyzed and systematized the main indicators of the transportation process, the degree of formalization of the methods used, and the general principles of their operation and obtaining forecast information. Results: Logical and comparative analyzes, synthesis of forecasting models made it possible to propose a conceptual approach to the practical application of the econometric methods and forecasting models used in foreign studies and analyzed cases. Practical importance: A technical approach to the use and scaling of the polynomial logit (logistic regression), the ARMA model (ARIMA) and the HIST algorithm of the Computing Center of the Russian Academy of Sciences has been proposed for forecasting the freight traffic and digitalization of planned and predictive business processes in the railway transport of the Russian Federation

Advanced automatic traffic control systems and various other ITS (Intelligent Transport Systems) applications and services rely on real-time information from the traffic system. This paper presents the overview and general functions of different information sources which provide real-time information that are used or could be used in ITS. The objective is to formally define the quality of information sources suitable for ITS based on formal models of the traffic system and information sources. The definition of quality encompasses these essential factors: traffic system information that exists or may be requested, user requirements and attributes that describe the information sources. This provides the framework and guidelines for the evaluation of information sources that accounts for relevant factors that influence their selection for specific ITS applications. Treelike structures abound in natural as well as man-made transport systems, which have fascinated multidisciplinary researchers to study the transport phenomena and properties and understand the transport mechanisms of treelike structures for decades. The fluid flow and heat transfer in treelike networks have received an increasing attention over the past decade as the highly efficient transport processes observed in natural treelike structures can provide useful hints for optimal solutions to many engineering and industrial problems. This review paper attempts to present the background and research progress made in recent years on the transport phenomenon in treelike networks as well as technological applications of treelike structures. The subtopics included are optimization of branching structures, scaling laws of treelike networks, and transport properties for laminar flow, turbulent flow, heat conduction, and heat convection in treelike networks. Analytical expressions for the effective transport properties have been derived based on deterministic treelike networks, and the effect of branching parameters on the transport properties of treelike networks has also been discussed. Furthermore, numerical simulation results for treelike microchannel networks are presented as well. The proposed transport properties may be beneficial to understand the transport mechanisms of branching structures and promote the applications of treelike networks in engineering and industry.

Applications of information technology are expanding rapidly across all modes of transport, under the general heading of intelligent transport systems (ITS). For bus-based public transport, a cluster of applications has been developed that can help improve the efficiency and performance of buses on the street, thus helping to provide a real transport alternative to the private car. An initial summary of a range of such ITS examples in Europe is provided, including automatic vehicle location (AVL), bus priority in traffic control systems, automatic ticketing systems, automatic camera enforcement systems, and variable message signs. Then the focus shifts to one area where activity is most pronounced—the implementation of AVL systems and their integration with urban traffic control (UTC) systems. A review of typical AVL/UTC systems operational in Europe is then presented through the identification of some eight alternative architectures and associated system characteristics, such as the technologies used and the location of bus priority “intelligence.” This is followed by a summary of examples from cities in Europe that have implemented these architectures, together with typical results illustrating the effectiveness of these systems. The diversity of architectures, technologies, and systems is recognized as beneficial in providing customer choice, but can generate a significant difficulty for decision makers in local authorities wishing to invest in public transport ITS technologies. A concluding discussion lists some of the key issues involved in this investment process.

Indonesia is a maritime country surrounded by a sea that is rich in natural resources, therefore a unified system is needed to maintain security and also to allocate all energy sources offered by the sea so that it can be managed appropriately. The management of water safety and security in Indonesia is regulated in Law Number 17 of 2008 concerning Shipping. In this research, there are two main problems that will be examined, namely first about the management arrangements for safety and security requirements in Indonesian maritime territory and second What is the authority of the local government in developing the safety and security requirements of shipping in Indonesian maritime territory. This research is a normative legal research, using a statutory approach and a conceptual approach. The result of this research is the management of shipping coaching is carried out by the government. The form of guidance carried out by the government is in the form of supervision, control and regulation. Legal protection for the administration of regional autonomy is in line with the provisions of Law Number 23 o/2014 which involves regional governments and carries out legal protection for various government affairs in the context of community service and natural resource management.
