Financial technology, or so called as “Fintech”, has been remarked as a disruptive idea that changed our current financial system. In Indonesia, one of the emerging financial practices related to Fintech is the online-based peer-to-peer lending (P2PL). This research has two objectives: to explore current scheme of P2PL in Surabaya and to learn how P2PL drives the economy of Surabaya. To meet the objectives, numbers of existing papers are being reviewed related to the matter of P2PL and Micro, Small and Medium Enterprises (MSMEs). Primary data is also gathered through in-depth interview from two basic stakeholders of P2PL in Surabaya: the provider of fintech apps and the owner of MSMEs who is benefiting from the fintech apps. The fintech provider is interviewed regarding to the channeling scheme of funds from the lenders to the MSMEs, while the MSME is interviewed related to the escalation of their business after receiving funds from the P2PL provider. By exploring this topic, the scheme of P2PL and the importance of P2PL to drive regional economy are being clearly described. The results are: the funding from P2PL providers help the MSMEs to boost their business performance, and the boosted MSMEs are affecting the regional economy. Keywords: Fintech, Peer-to-peer lending, MSMEs, lending scheme

The main problem faced by Micro, Small and Medium Enterprises (MSMEs) actors is limited access to finance. The presence of Fintech Peer to Peer Lending companies in Indonesia is the answer to the limited access to finance faced by MSME entrepreneurs. However, the presence of Fintech Peer to Peer Lending for MSMEs in Indonesia can cause legal problems. This study aims to find a juridical basis for the relation between Fintech Peer to Peer Lending organizers and MSME entrepreneurs and to find constitutional protection for Fintech Peer to Peer Lending organizers and MSME entrepreneurs. The method used is juridical empirical, using primary data in the form of primary and secondary legal materials. The study outcomes concluded that the weak legal protection for the lenders (borrowers), which in this case is MSMEs, is due to the insufficiency of strict legitimate rules in managing the Fintech Peer to Peer Lending business. So that the implementation of the Peer to Peer Lending Fintech business needs to be regulated under the Law so that it can be charged with criminal sanctions.

ABSTRACTIn 2017, more than 40 new fintech businesses is born, this financial business have emerged that have tried their luck in the Indonesian financial landscape along with the other 140s of startup that have stood before. Indonesia's fintech industry has become one of the prima donna that attracted so much attention from the financial industry actors. Investment on startup fintech began to attract a lot of interest, even some startup managed to get series A of investment this year. The fintech sectors are beginning to develop and many new products are launched.Meanwhile, the Ministry of Cooperatives and Small and Medium Enterprises (Ministry of Small and Medium Enterprises) launched 3.79 million micro, small and medium enterprises (SMEs) already utilizing online platform in marketing their products. This number is around 8 percent of the total perpetrators of SMEs in Indonesia, which is 59.2 million.The problem of sources of financing is a classic problem that is a barrier to the growth of SMEs who do not get financing facilities from the banking sector. Lack of financial resources makes SMEs unable to develop innovations to increase production. However, the rapid growth of financing business of fintech, such as peer-to-peer lending can now be another alternative for loan fund raisers. peer-to-peer lending is a financing business that targets the middle to lower market sectors  ABSTRAKSepanjang tahun 2017, setidaknya muncul lebih dari 40 bisnis fintech baru yang mencoba peruntungan di lanskap keuangan Indonesia bersama dengan 140-an startup lain yang telah berdiri sebelumnya. Industri fintech Indonesia memang menjadi salah satu primadona yang menarik perhatian begitu besar dari para pelaku industri keuangan. Investasi pada startup fintech mulai banyak diminati, bahkan beberapa startup berhasil mendapatkan investasi seri A di tahun ini. Sektor-sektor fintech mulai berkembang dan produk-produk baru banyak diluncurkan.Sementara itu, Kementerian Koperasi dan Usaha Kecil Menengah (Kemenkop UKM) melansir sebanyak 3,79 juta usaha mikro, kecil, dan menengah (UMKM) sudah memanfaatkan platform online dalam memasarkan produknya. Jumlah ini berkisar 8 persen dari total pelaku UMKM yang ada di Indonesia, yakni 59,2 juta.Masalah sumber pembiayaan merupakan masalah klasik yang menjadi penghambat pertumbuhan UMKM yang tidak mendapat fasilitas pembiayaan dari sektor perbankan. Kurangnya sumber dana menjadikan UMKM tidak dapat mengembangkan inovasi untuk meningkatkan produksinya. Namun demikian pesatnya pertumbuhan bisnis pembiayaan FinTech seperti peer-to-peer lending  sekarang ini bisa menjadi alternatif lain bagi para pencari dana pinjaman. peer-to-peer lending merupakan bisnis pembiayaan yang menyasar sektor  pasar menengah ke bawah.

The existence of global market resulted in the increasing number of business actors, especially Small and Medium Enterprises (SMEs). Currently SMEs are experiencing increasingly fierce market competition. Even the competition is in an increasingly complex condition. Faced with this condition, SMEs are required to have the ability to survive and improve its performance. The population of this research is the perpetrators of SMEs in the field of fishery and marine processing business in Lontar Village, Banten Province. The sample are participant of 46 SME actors. Technical sampling is purposive sampling. The data in this study is the primary data collected through questionnaires. The result are (1)Competence leader (KOM) has a positive influence on business performance variables (KIN) with a significant value of 0.070 at a significance level of 0.10.(2). Innovation (INO) has a positive influence on business performance variables (KIN) with a 0.000 significance level at a significant level of 0.05.(3). Entrepreneurship (WIRA) has a positive influence on business performance variables (KIN) with a synergy value of 0.00 at a significant level of 0.05.(4). Investment (INV) has no effect on business performance with significance of 0.223.(5). The moderator variables of entrepreneurs have an influence in contributing to the leadership competence of performance. With a significant value of 0.032.(6). The moderator variables of entrepreneurs have an influence in contributing to innovation on the performance of Entrepreneurship, with a significant value of 0.000 at the 0.05 level (7). The moderator variables of the entrepreneur have no influence in contributing to investment on the performance of the company. with a significant value of 0.060 at the 005 level.

The purpose of this study is to analyze the impact of Fintech on Micro Small and Medium Enterprises (MSME) capital with the P2P Lending model. The formulation of the problem is What is the impact of Fintech on MSME capital with the P2P Lending model? Research locations in the Banyumas Regency area with a concentration of 110 MSME as a research sample, with the criterion that ever or currently lending with P2P Lending system. Primary data were obtained from the results of questionnaire processing and interviews with respondents, namely MSME, while secondary data was sought from OJK, BPS, the Ministry of Cooperatives and Micro, Small and Medium Enterprises, BI, articles, and textbooks relevant to research. Data analysis methods are descriptive analysis methods, paired difference analysis and ordinary least square (OLS). The conclusion obtained in this study is a tendency to increase in the Number of Workers, Turnover, Product Sales, Profits and Business Costs after the use of Fintech with the Peer to Peer (P2P) Lending model in MSME. So venture capital loans obtained through FinTech with the P2P Lending model have a positive effect on the improvement and development of the MSME business.

The use of technological advances in the financial sector is growing rapidly. Technological innovations present a more practical financial transaction process, one of which is applied to online loans. Online lending business practices connect lenders with online lenders. The disbursement of 22 trillion loans from 99 online loan companies registered with the OJK has made 9 million transactions to more than 3 million Indonesians. For this reason, it is necessary to analyze the factors that influence interest in using financial technology in the form of online loans. As one of Indonesia's financial drivers, Micro, Small and Medium Enterprises (MSMEs) play a role in transactions using online loan platforms. This study uses a quantitative approach by conducting an online survey of MSMEs to obtain primary data. The survey results show that 44.41% of SMEs use registered online loans, 18.75% use unregistered loans and 36.84% do not. The majority of businesses are SMEs in the culinary field with 58.88% of the main occupations, 50.99% having high school education and 66.78% living in rural areas. From a psychological point of view, most MSME actors make online loans from self-indulgence and have sufficient perceptions, lack of knowledge and sufficient attitudes. From social factors, most of them are motivated by colleagues who use online loans. Most of the MSME sellers are aged 36-45 years with a monthly net income of less than 5 million.

The Implementation of regional development in the autonomy era is in accordance with Law Number 23 RI of 2014 concerning Regional Government based on regional capacities and initiatives. Where there are several development problem faced. Especially in Ternate City, when viewed from the perspective of population welfare, the problem of poverty and unemployment are still considered quite high. Therefore, strategic efforts are needed to deal with the problem in question. This paper aims to, 1) Describe the government’s efforts improved the regional economy through micro, small, and medium enterprises in managing local wisdom products in Ternate City, North Maluku Province; 2) Describe the factors that influenced efforts improved the regional economy through micro, small, medium enterprises in managing local wisdom product. The approach of this study was qualitative and descriptive method. The theory used to analyzed the main focus was The of Manpower Creation by Mansour Fakih. To saw the factors that affect the productivity of micro, small and medium enterprises used the concept proposed by Wilantara and Susilawati. The data sources were primary data and secondary data. Data collection techniques were obtained through interviews, observation and documentation carried out in Ternate City by involving the government and micro, small and medium enterprises by selecting a number of samples based on the snowball method. The results of this study indicate that the efforts made by the Local Government of Ternate City to improve its economy through micro, small, medium enterprises based on local wisdom potentiality are considered quite effective, because able to encourage and maintain productivity of business actors. These efforts generally take the form of development, fostering and provision of business capital that are regulative, service, facilitative and evaluative  roles. Although, there are several obstacles that are quite prominent and influential, including the lack of business capital, product marketing, inefficiency of bureaucratics services, low human resource capacity for technology and limited raw materials. Therefore, it is recomended that there be improvements in term of increating business capital, marketing creativity, supply of raw materials and increasing the latest technology-based education and training activities.

<p>abstract<br />This article aims to examine the role of Otoritas Jasa Keuangan (OJK) in handling illegal peer-to-peer  (P2P)  financial  technology  (fintech)  in  Indonesia.  This  role  includes  the handling carried out by the FSA to minimize the number of illegal fintech in Indonesia, both through supervision and arrangements related to illegal fintech. This type of empirical legal research, is descriptive, with primary data types. Literature study and interview data collection techniques, qualitative analysis techniques. Factors causing the rise of illegal fintech are normative and non-normative factors. Then the role of the OJK in making efforts to handle illegal P2P lending includes establishing Satgas Waspada Investasi, listing registered P2P lending and licensed on the official OJK website, socializing to the public about the characteristics of illegal P2P lending that must be avoided and data of illegal P2P lending in Indonesia, closing illegal P2P lending, blocking applications and illegal P2P lending websites on a regular basis, conducting selective checks on P2P lending companies that  propose opening  new  accounts,  applying  special  rules  for  P2P  lending  companies related to the fintech payment system , and submit information reports to the Criminal Investigation Police regarding cyber crime.<br />Keywords: Otoritas Jasa Keuangan; Illegal Fintech; Peer-to-Peer</p><p>abstrak<br />Artikel  ini  bertujuan  untuk  mengkaji  peranan  Otoritas  Jasa  Keuangan  (OJK)  dalam menangani  financial technology (fintech) peer-to-peer (P2P) lending ilegal di Indonesia. Peranan tersebut  meliputi penanganan yang dilakukan OJK untuk meminimalisir jumlah fintech  ilegal  di  Indonesia,  baik  melalui  pengawasan  maupun  pengaturan  terkait  fintech ilegal. Jenis penelitian hukum empiris, bersifat deskriptif, dengan jenis data primer. Teknik pengumpulan data studi kepustakaan dan wawancara, teknik analisis kualitatif. Faktor penyebab tumbuh maraknya fintech ilegal adalah adanya faktor normatif dan non-normatif. Kemudian peranan OJK dalam melakukan upaya penanganan P2P lending ilegal antara lain dengan membentuk Satgas Waspada Investasi, mencantumkan daftar P2P lending yang terdaftar dan berizin di website resmi OJK, mensosialisasikan kepada masyarakat terkait ciri-ciri P2P lending ilegal yang harus dihindari dan data P2P lending ilegal di Indonesia, melakukan penutupan terhadap P2P lending ilegal, pemblokiran aplikasi dan website P2P lending ilegal secara  rutin, melakukan  pemeriksaan  secara selektif bagi perusahaan  P2P lending yang mengajukan pembukaan rekening baru, memberlakukan aturan khusus bagi perusahaan  P2P  lending  terkait  fintech  payment  system,  dan  menyampaikan  laporan informasi kepada Bareskrim Polri terkait tindakan cyber crime.<br />Kata Kunci: Otoritas Jasa Keuangan; Fintech Ilegal; Peer-to-Peer Lending</p>

This study aims to describe the potential of MSMEs in Indonesia and the role of technology in the industrial era 4.0, especially in alternative funding in the form of Peer to Peer (P2P) Lending in providing funding solutions for MSMEs. This study uses a literature review including academic studies on MSME financing in Indonesia by using the results of previous studies and surveys on Indonesian MSME. The development of P2P Lending is the solution for MSMEs with no access to financial aid from banks.
