In Indonesia, the number of construction project increased, while the Occupational Health and Safety (OHS) is one of the main purposes of the construction project. However, the OHS is often neglected which is indicated by the high number of the work accident occurrences. To reduce the work risk, a safe design since the pre-construction stage which is often called prevention through design should be considered. In this research, the method was carried out by a literature study to collect theory and data from some sources, including journal, thesis and website which initiated by the National Institute of Occupational Safety and Health (NIOSH). Then, the research continued to field observation for collecting the references to help formulate the new design criteria. The outcome of this research demonstrates that the prevention step for the work accident should be done earlier in the project, which is in the design phase. By doing prevention, such as using the new design criteria with the OHS consideration or the prevention through design, could reduce the work accident risk that could occur in steel construction project. The new design criteria discussing 5 elements in steel structure including column, beam, rafter, endplate connection and angle plate connection by applying the elements of the OHS in advance. Keywords: new design criteria, steel construction, occupational health and safety

Since the pandemic that began in 2020, the industry in Indonesia has experienced enormous obstacles and has an impact on the industrial workers themselves, the Covid 19 infection rate in workers has reached 2 percent of the total number of infections in Indonesia and industrial areas. The purpose of this study was to see an overview of the application of occupational health and safety (OHS) in preventing the transmission of covid 19 at PT PKUA Bogor, West Java. The method used in this research is descriptive qualitative with data collection techniques through observation, literature study with secondary data, and interviews with employees of PT PKUA. The results obtained from this study are based on data from the company's OHS division and interviews with the Factory Manager, it is known that the number of workers infected with Covid 19 as of April 2021 was 8 people and those who were not infected were 119 people out of a total of 127 employees. The transmission that occurred within the company was not significant and there was no spread within the factory because the workers who were infected while on duty were out of town and did not form a factory cluster. In the company, from the HSE division report, it was found that employees were infected while on duty from out of town and came into contact with many people on their way to and from them. This research concludes that PT PKUA has done quite well to prevent the occurrence of factory clusters, the preventive measures taken have been in favor of the safety and health of industrial workers, especially in PT PKUA.

Employee is an important resource to have production process in a big factory. Factory couldn’t operate without employee. To protect their employees, the leader makes a policy like occupational health and safety. This policy for protect their employee from risk of bad accident and illness that causes of work. Bad accident can strike employee anywhere and anytime so this cases must to have a special attention. So, the leader, government, and management must pay attention to this risk. Work accident leaning influence to manpower productivity because quality of work life and guarantee of occupational health and safety influence manpower productivity. PT Indocement Tunggal Prakarsa, Tbk is one of the biggest cement factories in Indonesia. This factory has applicated occupational health and safety assessment base on Permenaker No. 05/MEN/1996 and OHSAS 18001. Occupational health and safety effectiveness can describe by six aspect based on Miner Theory. That theory are safety training, safety publication, control to work environment, inspection and discipline, improvement awareness of occupational health and safety, report and statistic of occupational health and safety. Five aspect of Theory Miner, can describe by employee perspective, even report and statistic of occupational health and safety can describe by secondary data from Safety Department and Management Representative of PT ITP.

This research aimed to develop a method to facilitate the implementation of prevention through design and apply it to a pump station case study in Manitoba, Canada. The method used, in part, failure mode and effects analysis and involved tasking experts with analyzing the project’s design documents to identify potential occupational health and safety failures that could occur throughout construction. It also entailed analyzing the project’s construction documents to determine actual, design-related, occupational health and safety failures observed throughout construction. The application of the method to that project identified 42 potential failure modes in the design, 38% of which were deemed high-risk. A total of 18 failures were detected throughout construction. Of these, 89% were predicted using failure mode and effects analysis and thus deemed preventable by design, indicating the potential effectiveness of the method. Future research should reapply it to other projects to validate these findings.
