The realization of the right to health can be achieved through several different approaches, for example; the establishment of health policies or the implementation of programs established by World Health Organization (WHO), or the adoption of legal instruments. This research is a doctrinal normative law research, that is by reviewing and analyzing library materials or secondary data that examines the values of justice through statutory approach. As a complement, this research also uses case approach, through field study. The discussion uses John Rawls's justice concept with fairness justice to analyze the findings of both research related to the findings of legislation and field findings, with the conclusion that justice based health law based on profession equality based on social justice is realized with health law that reflects the values of justice, the right of professional equality as well as the value of social justice with the concept of justice as a fairness as a capable concept to adapt, so it needs an adaptive health law approach.Keywords: Health Law, Profession Equality, Social Justice

In 1948, the General Assembly of the United Nations adopted the first international text recognising universal human rights for all; the Universal Declaration of Human Rights. Article 25 recognises the right to an adequate standard of living, which includes the right to health and medical care. On the occasion of the 70th anniversary of the Declaration, this article presents an overview of the main developments that have been made towards understanding the content and implications of the right to health, as well as an analysis of some specific advancements that aim to facilitate the enforcement thereof. These include: a) the implication of private entities as responsible for right to health obligations; b) the Universal Health Coverage goal, proposed by the World Health Organization and included as one of the Sustainable Development Goals; and c) the individual complaints mechanism introduced by the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights (adopted on the 10th December 2008, 60 years after the UDHR).

ABSTRAK Malaria merupakan salah satu penyakit yang terus endemik di beberapa daerah di Indonesia walaupun pemerintah telah melakukan berbagai usaha untuk mengobati dan mencegah malaria. World Health Organization (WHO) menargetkan insidensi kasus malaria pada tahun 2030 dapat turun hingga 90% dibandingkan tahun 2015.Asmat merupakan salah satu daerah endemik tinggi dan menjadi salah satu daerah target program eliminasi malaria, namun belum ada publikasi data rinci terkait malaria di Asmat, Papua. Penelitian ini bertujuan untuk mengetahui prevalensi malaria di Asmat pada tahun 2017 dan melihat tren kejadian malaria yang merupakan salah satu indikator evaluasi program eliminasi malaria di Indonesia. Penelitian ini merupakan penelitian deskriptif observasional yang dilakukan selama pelaksanaan kegiatan Kuliah Kerja Nyata - Peduli Bencana (KKN-PB) Universitas Gadjah Mada (UGM), pada tanggal 17 Maret hingga 30 April 2018 di Asmat, Papua. Penelitian dilakukan dengan analisis data sekunder dan observasi. Data sekunder diambil dari Dinas Kesehatasn Kabupaten Asmat, kemudian dianalisis dan dipaparkan secara deskriptif. Dilakukan pula observasi lingkungan di Distrik Agats, Atsj, dan Sawaerma untuk mengetahui kemungkinan faktor-faktor risiko malaria. Pada tahun 2017, prevalensi malaria di kabupaten Asmat yaitu 12,37% dengan 7,90 % kasus malaria klinis dan 4,46% kasus malaria yang telah tegak diagnosisnya berdasarkan hasil pemeriksaan laboratorium. Prevalensi tersebut meningkat dibandingkan tahun 2016. Pusat Kesehatan Masyarakat (Puskesmas) Atsj merupakan puskesmas dengan prevalensi malaria tertinggi, yaitu sebesar 27,70%. Kejadian malaria ini kemungkinan dipengaruhi oleh lingkungan fisik (suhu, kelembaban, kerapatan dinding rumah, pengunaan kawat kassa, curah hujan), lingkungan biologi (adanya semak dan rawa), lingkungan kimia (salinitas dan pH), serta kebiasaan masyarakat. Hasil penelitian ini menunjukkan bahwa penanganan malaria di Asmat masih menjadi tantangan besar bagi petugas kesehatan dan pemerintah. Diperlukan penelitian lebih lanjut untuk mengetahui faktor penyebab masih tingginya kejadian malaria agar kebijakan yang diambil lebih tepat.  KATA KUNCI prevalensi; malaria; endemik; Asmat; Papua ABSTRACT Malaria is still an endemic disease in Indonesia, despite years of government efforts to cure and prevent malaria. World Health Organization (WHO) has a goal to reduce malaria case incidence globally at least 90% in 2030 compared with 2015.Asmat is one of the high endemic areas in Indonesia, making Asmat one of the target areas for malaria elimination programs. However, the published data regarding malaria in Asmat is limited. This study aimed to investigate the prevalence of malaria in Asmat in 2017 and assess the trend of malaria prevalence, as an indicator in evaluating malaria elimination programs. This study was descriptive observational research which was performed from March 17th until April 30th 2018, as part of Kuliah Kerja Nyata - Peduli Bencana (KKN-PB) Universitas Gadjah Mada (UGM), in Asmat Regency. This study was using secondary data analysis and environmental observation. Secondary data was obtained from Department of Health in Asmat Regency and presented descriptively. Environmental observation in Agats, Atsj, and Sawaerma District was also conducted to find out the possible risk factors of malaria. In 2017, malaria prevalence in Asmat was 12.37% with 7.9% cases being clinically diagnosed malaria, and the other 4.46% laboratory diagnosed malaria. The prevalence in 2017 was higher than in 2016. Among all the districts in Asmat, Atsj had the highest prevalence (27.70%). Malaria prevalence was possibly affected by multiple factors, such as physical environment (temperature, humidity, houses’ wall density, and the use of wire net), biological environment (house surrounded by bush or swamp), chemical environment (pH and salinity), and habits in community. These findings suggest that malaria control is still a big challenge for health-care workers and government. Further research is needed to study the exact causes of high malaria prevalence in Asmat, so that more appropriate policies can be done to overcome the problem.KEYWORDS prevalence; malaria; endemic; Asmat; Papua

ABSTRAK Penyakit Diabetes merupakan salah satu penyakit degeneratif yang terkait langsung dengan gaya hidup atau life style, Menurut World Health Organization (WHO), pada tahun 2014, 8,5% dari orang dewasa berusia 18 tahun dan lebih tua menderita diabetes. Indonesia berdasarkan wawancara yang terdiagnosis dokter sebesar 1,5%, dan Provinsi Sulawesi Selatan pada tahun 2014, jumlah Kasus Diabetes Mellitus (282 penderita) terdiri atas Diabetes mellitus yang terlapor (207 penderita), Diabetes mellitus yang tidak terlapor (160 penderita) dan Diabetes mellitus bergantung insulin (72 penderita) Peran dari tenaga kesehatan dan orang terdekat yang sangat dianggap penting oleh penderita juga sangat mempengaruhi perilaku dalam mengontrol kadar gula darah penderita DM Tipe II, karena jika tidak ada dukungan dan motivasi dan health edukasi dari tenaga kesehatan  serta orang terdekat maka penderita cenderung tidak memperhatikan status kesehatannya. Kegiatan ini sasaran utama adalah keluarga penderita Diabetes Mellitus yang aktif melakukan suntik insulin yang ada di Dusun Pattiro Desa Paccelekang Kec.Pattalassang Kab.Gowa . Salah satu cara yang ditempuh sebelum dilakukan pelatihan adalah dengan melakukan pertemuan dan pendataan terlebih dahulu tentang warga yang memiliki riwayat aktif melakukan suntik insulin. Pelatihan teknik dan keterampilan melakukan suntik insulin yang tepat Daya serap para peserta terhadap materi kegiatan cukup baik, hal ini terlihat dari kemampuan masyarakat menjawab dan mempraktikan Teknik Suntik Insulin..Kata kunci : Health Edukasi, Pelatihan, Suntik Insulin, Diabetes Mellitus  ABSTRACT Diabetes is a degenerative disease that is directly related to lifestyle, according to the World Health Organization (WHO), in 2014, 8.5% of adults aged 18 years and older suffered from diabetes. Indonesia based on interviews with diagnosed doctors by 1.5%, and South Sulawesi Province in 2014, the number of Diabetes Mellitus Cases (282 patients) consisted of reported Diabetes Mellitus (207 cases), Unreported Diabetes Mellitus (160 cases), and Diabetes Insulin-dependent Mellitus (72 patients) The role of health workers and loved ones who are very important to sufferers also greatly affects behavior in controlling blood sugar levels for people with Type II diabetes, because if there is no support and motivation and health education from health workers and those closest to them then sufferers tend not to pay attention to their health status. This activity is the main target for families with Diabetes Mellitus who actively inject insulin in the Pattiro Hamlet, Paccelekang Village, Pattalassang District, Gowa Regency. One of the methods taken before training is to conduct meetings and collect data in advance about residents who have a history of actively injecting insulin. Social distancing with the aim of avoiding infections and pre-serve critical care capacities during the COVID-19 pandemic has been implemented in Germany according to World Health Organization (WHO) recommendations from early March onwards. Limitations of physical contacts to reduce exposure to SARS-CoV-2 infected individuals were handled strictly, particularly in medical centers dealing with airway diseases, like rhinology and pneumology clinics. Such measures and reluctance to visit out- and inpatient services resulted in a 82% decrease in consultations to the 12 German oto-rhino-laryngological (ORL) centres forming our database during the 50 days following March 09 in 2020 if compared to the same period in 2019. Our data on CRS care underline reports on undertreatment of non-COVID-19 individuals with several different diseases during the current pandemic. We should try to reduce the toll these patients have to pay as much as possible. We established telemedicine, e-Health and artificial intelligence-supported triage for selecting the right patients for onsite-consultations and to advise patients in several demands.

O direito à saúde é um direito fundamental. Várias iniciativas no âmbito da Assembleia Geral da ONU e no Conselho de Direitos Humanos reforçam esse pensamento. Neste particular, a criação da UNITAID, em 2006, foi uma forma de facilitar o acesso a medicamentos a populações mais pobres utilizando fontes inovadoras de financiamento. A instituição, hospedada pela Organização Mundial da Saúde (OMS), busca melhores formas de prevenir, tratar e diagnosticar o HIV/AIDS, a tuberculose e a malária de forma mais rápida, eficaz e acessível, buscando conciliar a discussão de patentes com o direito inalienável à saúde. O artigo analisa o processo político e as negociações que levaram à Declaração de Doha sobre TRIPS e Saúde Pública, cuja importância é destacada, entre outros, pelos Objetivos de Desenvolvimento Sustentável aprovado por todos os Chefes de Estado das Nações Unidas.ABSTRACTThe right to health is a fundamental, inalienable human right. A number of initiatives within the UN General Assembly and the Human Rights Council reinforce this concept. AbstractRecognizing marked limitations of global health law in the COVID-19 pandemic, a rising number of states are supporting the development of a new pandemic treaty. This prospective treaty has the potential to clarify state obligations for pandemic preparedness and response and strengthen World Health Organization authorities to promote global health security. Examining the essential scope and content of a pandemic treaty, this column analyzes the policymaking processes and substantive authorities necessary to meet this historic moment.
