In the article, the author reveals the systems of libraries in the Republic: the number of libraries, the total amount of library collections in traditional and electronic media. Training and professional retraining of personnel, perfecting the librarians social image, scientific-research and scientific methodical work effectiveness’ growing are of great importance.The dominant role of the National Library of Tajikistan as a center for scientific research of the dynamics and prospects for the development of library and information technologies, advanced training and retraining of library workers in the Republic is observed.The article touches upon priority trends of the National Library development, gives characteristics of some long-term projects, such as “Creation of an electronic collection of book monuments of Tajik-Persian literature”, “Creation of an electronic collection of book monuments on the culture and art of the Tajik people”, aimed at forming the national segment of the electronic collection of book monuments of the Tajik people. Another important direction of its work on preserving and popularizing the historical and cultural heritage is the creation of historical and local history resources for the state public libraries of the Republic.

The upgrade project for the Electronic Library of the National Library of the Republic of Sakha (Yakutia) is discussed. The goal is to provide remote access to its digital content, to expand and develop library information services in the digital environment. The e-library enables to improve library services of the republican population and to raise the profile of the library in the modern technological world. The elibrary’s new services emerge at the synthesis of new information technologies (implementation tool) and new approaches to traditional library and bibliographic processes. The user-group oriented segments were designed ("School", "Reading since very birth", "Science in Yakutia", "Electronic publishing house") which enables to meet information demands to the fullest extent possible. The options for using personal accounts, statistical performance indicators, e-library document collection, resources selection and systematization, and grouping methods are characterized in brief. The search instrument makes an important performance indicator; it can be used for every segment and collection and is locked to descriptive metadata fields for all types of resources (formats). The concept of creating Single Library and Information Environment based on the National Library of the Republic of Sakha (Yakutia) provides the organizational and technological prospects for the e-Library.

Establishing of library development strategy is the most important stage in solving the tasks of adapting to the changing environment and increasing demand of users. The purpose of this study is to determine the vectors of strategic development of libraries (public libraries and libraries of scientific and educational institutions). Basing on the results of the analysis, the author identifies nine essential strategic directions and ten vectors, revealing the prospects for the development of libraries, being not only the information repositories and library and information centres, but also working, creative spaces, communication platforms, places for renting equipment, startup sites, etc. The article presents the specific features of public libraries, which are close interaction with the local community, promotion of intercultural and intergenerational dialogue, as well as socialization of the population. Strategies of libraries of scientific and educational institutions much attention pay to the integration of librarians in the research process, creation of analytical products, development of services for scientometric analysis and information support for open scientific research. Libraries strive to serve readers and visitors with the use of modern information technologies, organize spatial environment that ensure comfortable stay, provide resources and services that meet the changing preferences of users, which allows creating positive image of the library and attracting readers.

Events held by libraries under the guise of state national policy bear special meaning for the republic of Bashkortostan. Libraries are gradually transforming into centers where one can not only read literature, but also receive complementary services and spend their free time productively. The extent to which this idea is implemented in all of Bashkortostan’s libraries depends on funding. This article attempts to understand the influence of libraries on forming the identities of readers. The central Zeki Velidi Togan National Library, as well as district libraries numbers 23 and 4 served as the object for our research. The design of each of these libraries primarily serves national (Bashkortostani) identity, while possessing certain foreign elements (Ufa, Russian, Soviet, Bashkir). A common trend appears to be the stable abundance of books about Salavat Yulaev – one of the symbols of the republic. Compared to the others, the central library holds considerably more events than any district library. Most events held by the central library are aimed at developing and sustaining Bashkir identity. Bashkir language is used during many gatherings, while the primary audience of thematic evenings is comprised of Bashkirs (there tend to be less Tatars Потенциал библиотек в формировании идентичностей читателей (на примере Уфы) 53 № 4, Том 10, 2019 and Russians present at these events). Ufa, Tatar and religious identities are almost completely absent from the events conducted by the National library. District libraries work in several directions simultaneously: working with troubled youth, moral education, local history, fields such as aesthetics, ecology etc. Evens held by district libraries are more diverse and correlate with the holiday calendar. Both district libraries evaluated provide books in several languages, however, the bulk of those books are written in Russian. Meanwhile books in Bashkir and Tatar are in somewhat less demand, due to their irrelevance (they are mostly read by national language students and teachers, of which there are not too many), and a lack of popular literature written in national languages.

The roles of state and non-state actors in Indian public library development are explored within the context of larger international information policy and development debates.Cet article porte sur les rôles des bibliothèques publiques dans les plans et les schémas globaux du développement national de l'Inde, et plus précisément sur les enjeux de pouvoir et de représentation. The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.

Pustakawan Ahli Utama is required to speech at the inauguration ceremony. Their number is 72 persons but not all of them had to speech. This study is to determine: the development arrangement and the process of the inauguration speech, their profile, include who has made the inauguration speech, and the reasons not made the script. The research was using a descriptive qualitative approach. The results found that Director National Library has not set the regulations yet. The inauguration speech process has administrative and scientific processes. The profiles of the Pustakawan Ahli Utama were 49 men and 23 women; educated as bachelor degree 33 persons, magister degree 37 persons, and  doctoral degree 2 persons; the rank of Pembina Utama is 9 persons, Pembina Utama Madya 53 persons, and Pembina Utama Muda 10 persons; worked at National Library 23 persons, university 18 persons, special libraries 14 persons and public libraries 13 persons; 34 persons are still active and 38 persons have retired. Main reason who has not made are they have not submitted DUPAK to IV / e, they have not socialized the regulations, they have difficulties for a script; they had not been told; and nearing retirement.

The article is devoted to political repressions among Belarusians of Bashkiria in the 30s of the XX century. To date, this ethnic group remains one of the little-studied peoples of the republic, which was a consequence of the long-term priority in the research of the titular Bashkir ethnic group against the background of the ethnocentrism of the historical science of the country. The number of publications devoted to the Belarusians of Bashkiria continues to remain insignificant until now, and most of them are published in the periodical press, as a rule, they have a journalistic, local history, popular science, reference or review orientation. For the first time, the researcher was faced with the task of identifying the dynamics of repressive measures against the ethnic group of Belarusians who lived compactly in rural areas of the region. The analysis of the data of the "Book of Memory of the Victims of Political Repression of the Republic of Bashkortostan" has established that rural residents from among the Belarusian ethnic group suffered more at the initial stages of mass collectivization. this confirms the prosperity of the settlers acquired during the functioning of the farm system of management, as well as the fact that the repressions against Belarusians did not have an ethnic coloring, like their neighbors in the farm residence of Latvians. As an example, the archival and investigative cases of the FSB in the Republic of Bashkortostan from 1931 are considered. The fate of a late-period migrant who emigrated to the Soviet Union in 1926 from the territory of Western Belarus is considered.
