Strategic Vectors of Library Development

Establishing of library development strategy is the most important stage in solving the tasks of adapting to the changing environment and increasing demand of users. The purpose of this study is to determine the vectors of strategic development of libraries (public libraries and libraries of scientific and educational institutions). Basing on the results of the analysis, the author identifies nine essential strategic directions and ten vectors, revealing the prospects for the development of libraries, being not only the information repositories and library and information centres, but also working, creative spaces, communication platforms, places for renting equipment, startup sites, etc. The article presents the specific features of public libraries, which are close interaction with the local community, promotion of intercultural and intergenerational dialogue, as well as socialization of the population. Strategies of libraries of scientific and educational institutions much attention pay to the integration of librarians in the research process, creation of analytical products, development of services for scientometric analysis and information support for open scientific research. Libraries strive to serve readers and visitors with the use of modern information technologies, organize spatial environment that ensure comfortable stay, provide resources and services that meet the changing preferences of users, which allows creating positive image of the library and attracting readers.

In the article, the author reveals the systems of libraries in the Republic: the number of libraries, the total amount of library collections in traditional and electronic media. Training and professional retraining of personnel, perfecting the librarians social image, scientific-research and scientific methodical work effectiveness’ growing are of great importance.The dominant role of the National Library of Tajikistan as a center for scientific research of the dynamics and prospects for the development of library and information technologies, advanced training and retraining of library workers in the Republic is observed.The article touches upon priority trends of the National Library development, gives characteristics of some long-term projects, such as “Creation of an electronic collection of book monuments of Tajik-Persian literature”, “Creation of an electronic collection of book monuments on the culture and art of the Tajik people”, aimed at forming the national segment of the electronic collection of book monuments of the Tajik people. Another important direction of its work on preserving and popularizing the historical and cultural heritage is the creation of historical and local history resources for the state public libraries of the Republic.

The article highlights the directions of library activities in multicultural environment. The author presents definition of multicultural environment and notes that public libraries become cultural and educational centres. The article considers the main tasks and directions of work of libraries in the multicultural environment. Among the tasks facing the libraries are the following: creation of conditions for intercultural and interconfessional dialogue, education of tolerant thinking among the younger generation, socio-cultural mediation between migrants and the local community, the promotion of social cohesion of Russian society. The main goal of the activities of libraries in multicultural environment is their involvement in the implementation of the state cultural and national policy. Therefore, the libraries consider their main task in preservation and development of ethnic cultures and languages of all peoples living in our country. The most common areas of work of libraries are organization of ethno-cultural mass events, development of multilingual collections, creation of multilingual electronic resources, cooperation with local authorities and government agencies, educational institutions, national and cultural associations and various public organizations, assistance in the process of adaptation of migrants and refugees to the conditions of new social environment, creation of language educational centres in libraries for all members of the local community, participation in sociological research, methodological support of library activities in multicultural environment. Annual analytical reports of public libraries over the last three years demonstrate the significant increase of their activities in multicultural environment. The article presents the results of survey of the Gasprinsky Republican Crimean Tatar Library on the topic: “Do you know the traditions of your people?” The author concludes that the activities of library in multicultural environment contributes to its development as a cultural and educational centre. Cooperation with local authorities, educational institutions, national cultural associations, public organizations testifies to the importance of libraries and their recognition as active participants in the process of social cohesion of Russian society.

Cultural tourism is a selective form of tourism that needs to be systematically introduced to certain aspects of the library business and is another example of underutilized potential in creating a cultural tourism policy. This paper presents results of the research, which has been conducted in 2010 in Istria on public libraries of the Istrian County with the aim to detect the state and the level of participatio n of public libraries in the cultural tourism services. As a response to the detected problems, the paper brings forth suggestions for further development according to which libraries can fi nd their own growth model, while respecting different development levels and the local communities’ context. Recommendations for the development of public libraries in cultural tourism are set on the basis of new library system structures, introduction of new services and cultural management. They are harmonised with the local community needs obtained through a demographic survey and analysis of the administrative-territorial structure of the County. The presented model of the County’s public library development in cultural tourism can be refl ected in developing new contents for digital libraries connected to publicly available catalogues through contents and services of the developed, cooperating consortium of public libraries.

The article considers the issues of modern information technologies and services in public institutions (on the example of educational institutions). The aim of the article is to study the application of modern information technologies and services, in particular Google services, in such public institutions as educational institutions during the pandemic and to identify opportunities for their wider use. Based on a study to assess the economic benefits of using Google services, it has been found that their wider use in educational institutions will also have a positive effect. It is determined that the use of the service "Google" allows you to solve problems of information support of management and educational processes in the educational institution, work together on different types of documents, avoid distortion of information while working on them by different users by setting the appropriate level of document access. Based on the study, it is proposed to classify Google services for the purposes of scientific and pedagogical work of teachers of educational institutions on the following grounds: general services; services for self-organization and productivity; services for educational purposes; services for scientific purposes; services for commercial and other purposes. It is established that in order to increase the efficiency of different goals, it is advisable to combine Google services for different purposes, such as general, educational and to increase productivity. It has also been established that the collaboration with Google services is organized at the excellent level necessary to work with documents and quickly access the information, taking into account the current conditions of the pandemic. The analysis of the directions of education reform and the possibilities of application of information technologies during their implementation gives grounds to assert that the decisive factor in achieving the main goals of education reform is its informatization. And the use of modern information technologies and services helps to increase the self-organization and productivity of the administration of the educational institution, teachers and students, to optimize educational and management processes. The results of the study are the basis for further research in terms of more effective use of modern information technology and services in public institutions on the example of educational institutions.

The engineering and technical service of an agricultural enterprise is the core of the production management system. The level of its organization largely determines the effectiveness of equipment and technologies used in production. The strategic goal of agricultural engineering services at all levels is to change radically the system of machine and technological security of agricultural producers. (Research purpose) The research purpose is in determining the economic and social tasks of engineering and technical services in the agro-industrial complex. (Materials and methods) In order to assess the efficiency of engineering departments, it is necessary to analyze the level of use of the company's machine-tractor and automobile fleets. Improving the reliability of the machine and tractor feel now becomes a priority. The majority of experts present this task in the set of measures that practically do not affect the question of perfection of the engineering service. (Results and discussion) The article shows that the development of innovative processes in the field of mechanical engineering contributes to the entry of new equipment and technologies into production and causes the need for farm engineers to study novelties and ways of their effective application. The promising version of the engineering service offers its structure and material support, which will not only provide high production indicators, but also allow specialists to constantly analyze technological processes, search for their reserves using modern information technologies. There is an urgent need to develop models of information support for engineering services, automated workplaces for engineers, the formation of on-farm databases and specialized computer programs to work with it. (Conclusion) The expected efficiency of implementing research results will reduce the cost of maintaining technological machines and equipment.


Numerous transformations have taken place in the workplace during the past several decades, combining to produce a dramatically different career landscape for individuals, educators, and organizations. Career pathways is a workforce development strategy that can be used to support career development activities and transitions across school and work roles. Adopting a career pathways framework and approach can help guide educational institutions in teaching students competencies that will increase their employability and can also help organizations develop people strategically, build engagement, and improve retention. This work intends to lay the foundations for a theoretical framework of citizen science combining social and organizational implications with the support of information technologies. The proposed theoretical framework moves towards a shared and common research process between experts and citizens to deal with environmental and social challenges. The role and capacity of online communities is explored and their engagement capacity by means of web-based digital platforms supporting crowdsourcing activities. In this contribution, authors highlight the most common practices, methods and issues of citizen science approaches adopted from multidisciplinary application fields to obtain insights for designing a new participative approach for organizational studies. To reach this goal, authors illustrate the results of a systematic meta-review analysis, consisting of an accurate selection and revision of journal review articles in order to highlight concepts, methods, research design approaches and tools adopted in citizen science approaches.

Purpose This paper aims to investigate Thai stakeholders’ perceptions of developing a destination for international retirement migration (IRM). Increasingly, residents of developed nations such as Japan who retire from work are choosing to live in Thailand or other less-developed countries. Design/methodology/approach Qualitative approach was used, and data were collected through focus groups and in-depth interviews in Chiang Mai and Bangkok. Content analysis technique was used to analyze data after completing the interviews of 35 industry participants. Findings It was found from the participants that considerable new real estate development and services specifically for these retirees has been created in recent years, but that there is a lack of stakeholder collaboration in catering to this market. Moreover, local resident knowledge of the retirees’ culture and language is lacking, along with a need for policy and planning support from government. Research limitations/implications A limitation of this study is that it explored only the perception of business stakeholders involved with Japanese IRM, a group of importance to the Thai Government due to their increasing numbers. Further study could look at local community attitudes toward IRM and how a community adapts to this new phenomenon. Practical implications This study provides guidelines for stakeholders, government and local communities. Especially, the role of government is to provide support with clear information about the visa process and legal documents. Originality/value This study contributes to the body of knowledge of destination development strategy for a specific international retirement tourist group.

The article discusses the features of the introduction and use of modern information technologies in the management activities of state institutions. The role of the state in the regulation of information activities in the context of reforming the territorial organization of power has been clarified. The content and scope of the concept of "public management of information flows" has been determined, as well as the main tasks of ensuring information activities of public authorities. The classification of national interests in the information sphere according to their subjects has been carried out. The concept of information support in various scientific sources covering its purpose has been determined. Provided, the classification of management information according to certain categories. Tasks are proposed to overcome the negative influence of factors and ensure the effective work of state authorities of Ukraine in the field of information activities. Mechanisms for regulating the use of information potential in order to ensure the effective functioning of information policy in the field of public administration are given.
