This research paper focused on the provision of students’ accommodation in the Nigerian universities through public-private partnership, drawing lessons from the Universiti Utara Malaysia. Hostel accommodation is a form of providing the students with an enabling environment where they can stay as a place of residence, will feel secured and comfortable to learn in a peaceful environment. The objective of this paper is to learn from the Malaysian environment, with a focus on the Universiti Utara Malaysia. The research work made use of the qualitative method through the conduct of interviews and other sources such as journals and online publications. Findings from the research reveal that the Universiti Utara Malaysia provides hostel accommodation which is more than enough to serve the university's capacity of 30,000 students’ population on campus through the public-private partnership scheme. The research also found that multinational companies like PETRONAS Oil Company, Proton automobile company, Malaysia Airline, and Maybank among other companies built hostel accommodation for the students. The Malaysian Government on the other hand through a public-private partnership provided infrastructural facilities such as constant electricity and water supply for the purpose of a conducive environment for learning. The work, therefore, recommends that the Nigerian Government can partner with the Malaysian Government through resolving the big problem of electricity supply in the country and on the Universities as well. The paper also recommends that the Nigerian Government should regulate the private companies in order to engage them in partnership development through the provision of adequate hostel accommodations for the students. This would enable peace and security sustainability on the campuses of the Nigerian universities with lessons from the Universiti Utara Malaysia.

The article seeks to provide insights into contemporary research in public-private partnership development in the road transport market. The study reviews a range of world public-private partnership best practices which demonstrate that effective interaction between government and business at different levels (national, subnational and regional) allows to attract and allocate investment resources more effectively, thus contributing to creating new jobs, promoting better infrastructure development and enhancing the overall quality of life in the country. It is argued that among the key factors boosting the public-private partnership market development the most significant is the level of institutionalization. It is also asserted that this factor, in combination with the relevant political environment and the capital market specifics, facilitates building successful partnerships. Moreover, government initiatives together with legal and regulatory interaction frameworks shape solid foundation to encourage further public-private partnership development by gaining positive effects from successful implementation of such partnerships, designing roadmaps and unified standard procedures and processes aimed at simplifying the relationships between the private sector and the government. Apart from the above, it is highlighted that the institutional factor aligned with the government strategic goals affects the formation and legitimation of public-private partnership markets. The study also provides argument that through the models of public-private partnerships the public sector can benefit, in the first place by utilizing resources of private companies, thus fostering further infrastructure development and raising the effectiveness and efficiency of road transport services market. The findings reveal that the purpose of public-private partnership programs institutionalization in the sector of road transport services is to enhance government motivation to attract private investment and offer new road network services based on public-private partnership contracts which will contribute to ensure the quality of road services.

<p>The article analyzes the potential based on the methodology and instruments of the public administration paradigm in the development the institution of public-private partnership at various levels. The need to integrate public administration tools into the existing practice public private partnership is proved to increase its effectiveness and effectiveness. The study establishes correspondence between the main provisions of the public administration theory and the tasks of the public-private partnership development. It singles out the main modern practice development of public-private partnership, defining the need for the introduction of public administration. The research has revealed concrete directions of the implementation in public-private partnership on the basis of the public administration concept and methods. A mechanism of public-private partnership management based on modern tools is proposed. The article outlines some prospects for the transformation the traditional system of public-private partnership into a new paradigm public-private partnership. The results can be used by the authorities of the constituent entities of the Russian Federation and local governments when developing and implementing publicprivate partnership projects, or by commercial organizations when justifying participation in public-private and municipal-private partnership projects.</p>

Over the past decades, the sport industry has changed and transformed. The growing sophistication in terms of infrastructure and scientific and technical support needs, the increased visibility of competitive sports and the emergence of sport as a lucrative sector have given credence to the public-private partnership initiative. Thus, various agreements concluded between public institutions and private companies have been put in place during the last decade in Morocco to promote the development of new projects, including sports facilities. Several forms of partnership have been adopted. In this context, the public-private partnership is presented as a hybrid organizational agreement between the public sector and private initiatives in the launch of the Hassan II Park, a project with a triple sporting-societal-tourism vocation launched by King Mohamed 6 in 2014 and inaugurated in November 2018.

Subject. This article discusses the role of public-private partnership in solving the priorities of the socio-economic development of the regions. Objectives. The article aims to identify institutional factors in public-private partnership development. Methods. For the study, we used the methods of statistical analysis. Results. Regarding the Ural Federal District subjects as a case study, the article examines the dynamics of public-private partnership projects development over the past decade. It considers the forms of institutional corruption and proposes certain mechanisms to overcome it. Conclusions. Analyzing key internal and external factors influencing the development of the public-private partnership system directly or indirectly will help enhance opportunities and capabilities when implementing economic projects.

This paper examines the influence of population growth on waste generation in Lagos metropolis, African’s most populous urban conglomeration. Using both quantitative and qualitative methods, the study analyses the pattern of household waste disposal, collection and transportation in Lagos State. It also examines the public-private partnership strategy adopted in waste management. The findings show that population growth significantly influences waste generation and management in Lagos metropolis. As the population increased, the volume of waste generated also increased in each LGA of Lagos State. The public-private partnership strategy has been effective in managing waste, but the Lagos State Waste Management Authority oversight was adjudged as less than satisfactory. The paper concludes that intervention is needed in terms of educating the growing population of the Lagos metropolis on the best waste management practices. It highlights the need for a more efficient and effective publicprivate partnership collaboration to solve this perennial social problem.

In the environment of the continuous development of the Public–Private Partnership (PPP) model, China’s “dual circulation” development pattern orientation and “new normal” economic development reform provide the foundation for the development of the PPP model in the field of infrastructure. A good government investment structure and governance environment will help to improve the financial sustainability of infrastructure investment. This paper studies the mechanism of the relationship between fiscal expenditure on science and technology and the development of infrastructure PPP models based on the data of provincial PPP projects in the World Bank database and carries out an empirical analysis. The results show that the positive effect of government fiscal expenditure on science and technology and the development of the infrastructure PPP model in local regions is significant. In addition, intergovernmental competition within the political system of China will have a restraining effect on this relationship. This has certain theoretical and practical significance for the construction and implementation of the mechanism underlying intergovernmental behavior and the infrastructure PPP model.
