The purpose of microcredit is to encourage the growth of small and medium enterprise business and increasing prosperity by expanding public access to credit. Sampang Regency is one of the poorest regions in the East Java, where are very few microfinance institutions which provide the loan. However, 68% of the inhabitants have a loan that originated from informal sources (moneylenders, friends, or family), while only 5% who reported having a loan in the Bank. We are trying to help the local Government of Sampang to increased access of credit by redesigning Revolving Fund program (Dagulir) owned by the Government to increase the income of small and medium enterprise business.  The results show that credit Dagulir can work widely through risk management and investment at the level of the household and not through their efforts as originally targeted.

Micro, Small and Medium Enterprise (MSME) is one of the pillars of the national economy because of the magnitude of the contribution made by MSME. It is even mentioned that MSME is an integral part of the country's economy. MSME in Indonesia is able to absorb the labor up to 97.02%. The contribution of MSME to GDP (57.08%) and investment (53.24%) also has a larger value when compared to large businesses. But in general, MSME has limited access to financial institutions. By these problems, the government has provided special financing of MSME through Microfinance Institutions (MFI). But in its implementation, externally MFI has obstacles of institutional aspects that have an impact on the variety of the MFI forms. While SMFI has Islamic financing methods that give priority to moral, ethical, and fair so efficiently it can encourage the participation of MSME entrepreneurs to succeed. This study formulates schemes or strengthening models of MSME to increase institutional cooperation between MSME and SMFI. The institutional strengthening scheme offered is expected to increase the contribution of MSME to the national economy.

Small and Medium Enterprise (SME) is one of the significant roles in national economic development. It is seemly followed by the rise of employment absorbent and equity in income distribution. The capital constraint and the impedance of banking financial access have become the main problem to the Small and Medium entrepreneurs. The objectives of this research are to identify the main factors as problems of Small and Medium Enterprises in having access to the financial institutions, and also to find out the solutions of the research problems. This research uses qualitative approach i.e. Analytic Network Process (ANP). Through applying this method, it is expected to help the researchers in making measurement and synthesis of some factors regarding on the topic analyzed as well as finding the solution for problems faced by the SMEs. The resources of the data is derived from questionnaires and in-depth interview with experts, practitioners, SMEs and regulators which then analyzed by the structure and hierarchy into homogen clusters of the SMEs problems and solutions, measuring into ratio scale and building synthesis. As the result, it becomes clear what factors impeding the financial access of the SMEs to banks. The results of this research show that the difficulties of SMEs in accessing financial support in Islamic financial institutions are internal problems of Islamic banking i.e. lack of financial assistance given to the SMEs, the functions of Islamic banking as business partners for SMEs is not optimal. Whereas the external problems in the SMEs are the disability in meeting the financial requirements asked by Islamic banking that are collateral and business history. The internal solutions are Islamic banking must give business mentoring to SMEs that have received financial supports to minimalize the bad credits level. The external solution is the government must also socialize Islamic financial mechanism to SMEs as part of education efforts.

The study aims to know the role of government in the development of small and medium enterprises in the district of Enrekang. The kind of research that is used which is a qualitative with the type case studies. Source used in this study as many as nine people. Techniques of collecting the data used in research, the observation, interviews, and documentation. The results of this study hows that the goverment of Enrekang’s role is a facilitator, regulator, and catalyst. Measures taken by the government of Enrekang, it’s very helpful community in improving small and medium enterprise, there were some communities that have been able to grow its business, but the government of Enrekang still need to further improve the development of the business.Keyword: role, the goverment,  the founding UMKM      Penelitian ini bertujuan untuk mengetahui peran pemerintah dalam pembinaan usaha kecil menengah dikabupaten enrekang.Jenis penelitian yang digunakan  yaitu kualitatif dengan tipe studi kasus. Informan yang digunakan dalam penelitian ini sebanyak sembilan orang.Teknik pengumpulan data yang digunakan dalam penelitian ini yaitu observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukan bahwa pemerintah kabupaten enrekang sudah menjalakan perannya yaitu sebagai fasilitator, regulator dan katalisator.Tindakan yang dilakukan oleh pemerintah kabupaten Enrekang, sudah sangat membantu masyarakat dalam meningkatkan usaha kecil menengah,sudah ada beberapa masyarakat yang sudah mampu mengembangkan usahanya, tapi pemerintah kabupaten Enrekang masih perlu untuk lebih meningkatkan pembinaan kepada pelaku usaha.Kata kunci: peran, pemerintah, pembinaan UMKM

Therefore, the government has issued many policies, programs, and activities to enhance the development of SMEs. The absence of an online information system that shows the development of the SME cause the government has difficulty in overseeing the development of SMEs. Difficulties experienced by the government due to lack of information also in line with Law No. 3 of 2014 on Industry, precisely on Article 64 which stated that the industry is obligated to submit industry data that are accurate, complete, and timely periodically to the Minister, governors and regents/mayors. Therefore, the industry, in particular Small and Medium Enterprise (SME), requires a web-based information system that will be a tool that can be used by industry to facilitate the reporting of industrial activities. Therefore, this research aimed to develop a web- based information system for SMEs Sentra Textiles and textile products (TPT) in West Java. The system will contain information about the condition and position of SMEs Sentra Textiles and textile products (TPT) in Bandung, West Java. Disaster risk management sector has become a serious concern for the government due to various disasters that have occurred in recent years followed by many issues came up.This study aims to describe and analyze the capacity of Local Government of Mentawai Islands in organizing disaster affairs in the region. This study is motivated by the vulnerability of Mentawai Islands to earthquakes and tsunamis because the islands are just above the subduction zone.The study applied a qualitative approach with descriptive design by data collection through interviews, observations, and documents.The study concluded that the capacity of Local Government of Mentawai Islands Regency in the implementation of disaster management still needs improvements. It can be proven that there are still some programs that haven’t run optimally. In general, the biggest obstacles are budget constraints, limited supporting infrastructure for disaster management in the regions, and geographical conditions of Mentawai Islands.

Various movements in the Indian aerospace and defense industry indicate that the forces of disruptive innovation have been set in motion by the Government of India with signals of change in the industry, thereby nudging it toward disruption. This case studies one such company from the micro, small and medium enterprise (MSME) sector in pursuit of disruptive innovation in the Indian aerospace and defense industry. This case introduces and explains in detail the factors of disruptive innovation in aerospace and defense industry. It gives an inside view of Indian MSME’s environmental and internal situations in the Indian aerospace and defense industry and the problems faced by an entrepreneur who is looking for using technology to create disruption in industry.

The study investigated the awareness and level of adoption of aquaculture management techniques in Igabi Local Government Area of Kaduna State, Nigeria. Purposive and random sampling techniques were adopted to select 60 fish farmers from the study area and data were collected from the fish farmers with the aid of well structured questionnaire administered to them face to face by the researchers and some trained enumerators. The data collected were analyzed using descriptive statistics such as means score, percentage, tables, Likert scale and multiple regression analysis. The findings indicated that majority (60.00%) of the respondents were male, while 95.00% of the farmers were between the age of 21-60 years with 91.67% of the fish farmers educated and 61.67% of fish farmer are highly experienced with 6 years and above. The findings also revealed that majority of the farmers are aware of aquaculture management techniques in the study area with 70.00% getting information on these techniques from extension agents followed by 55.00% who relied on other fish farmers for relevant information about fish farming. The Likert scale result revealed that thirteen out of twenty – one aquaculture management techniques postulated were adopted while eight were not adopted implying that 61.90% of the postulated techniques were adopted by the fish farmers in the study area. The result of the regression analysis showed that level of awareness of techniques; access to credit facility and number of contact with extension agent were the three factors influencing adoption of aquaculture management techniques by the fish farmers in the study area. Lack of credits/ fund to adopt improved practice (75.00%), expensiveness of techniques (55.00%), complexity of techniques (55.00%), and lack of support from the government (51.67%), lack of adequate and proper information on these techniques (50.00%), lack of training (45.00%) and lack of awareness (33.33%) were identified as constraints affecting adoption of aquaculture management techniques in the study area. In conclusion, the study revealed that the farmers were aware and adopted good numbers of the aquaculture management techniques introduced to them The study recommends that farmers should establish cooperative society so that they can pool their resources and knowledge together in solving most of the problems identified.
