Micro, Small and Medium Enterprise (MSME) is one of the pillars of the national economy because of the magnitude of the contribution made by MSME. It is even mentioned that MSME is an integral part of the country's economy. MSME in Indonesia is able to absorb the labor up to 97.02%. The contribution of MSME to GDP (57.08%) and investment (53.24%) also has a larger value when compared to large businesses. But in general, MSME has limited access to financial institutions. By these problems, the government has provided special financing of MSME through Microfinance Institutions (MFI). But in its implementation, externally MFI has obstacles of institutional aspects that have an impact on the variety of the MFI forms. While SMFI has Islamic financing methods that give priority to moral, ethical, and fair so efficiently it can encourage the participation of MSME entrepreneurs to succeed. This study formulates schemes or strengthening models of MSME to increase institutional cooperation between MSME and SMFI. The institutional strengthening scheme offered is expected to increase the contribution of MSME to the national economy.

Small and Medium Enterprise (SME) is one of the significant roles in national economic development. It is seemly followed by the rise of employment absorbent and equity in income distribution. The capital constraint and the impedance of banking financial access have become the main problem to the Small and Medium entrepreneurs. The objectives of this research are to identify the main factors as problems of Small and Medium Enterprises in having access to the financial institutions, and also to find out the solutions of the research problems. This research uses qualitative approach i.e. Analytic Network Process (ANP). Through applying this method, it is expected to help the researchers in making measurement and synthesis of some factors regarding on the topic analyzed as well as finding the solution for problems faced by the SMEs. The resources of the data is derived from questionnaires and in-depth interview with experts, practitioners, SMEs and regulators which then analyzed by the structure and hierarchy into homogen clusters of the SMEs problems and solutions, measuring into ratio scale and building synthesis. As the result, it becomes clear what factors impeding the financial access of the SMEs to banks. The results of this research show that the difficulties of SMEs in accessing financial support in Islamic financial institutions are internal problems of Islamic banking i.e. lack of financial assistance given to the SMEs, the functions of Islamic banking as business partners for SMEs is not optimal. Whereas the external problems in the SMEs are the disability in meeting the financial requirements asked by Islamic banking that are collateral and business history. The internal solutions are Islamic banking must give business mentoring to SMEs that have received financial supports to minimalize the bad credits level. The external solution is the government must also socialize Islamic financial mechanism to SMEs as part of education efforts.

The purpose of microcredit is to encourage the growth of small and medium enterprise business and increasing prosperity by expanding public access to credit. Sampang Regency is one of the poorest regions in the East Java, where are very few microfinance institutions which provide the loan. However, 68% of the inhabitants have a loan that originated from informal sources (moneylenders, friends, or family), while only 5% who reported having a loan in the Bank. We are trying to help the local Government of Sampang to increased access of credit by redesigning Revolving Fund program (Dagulir) owned by the Government to increase the income of small and medium enterprise business.  The results show that credit Dagulir can work widely through risk management and investment at the level of the household and not through their efforts as originally targeted.

This study attempts to discuss the challenges and opportunities of Islamic financing for Small Medium Enterprise (SMEs), as the Islamic finance industry's growth and SMEs are stimulated in this recent year. The government has introduced Islamic SME financing since 2012, and Malaysia has promoted it by granting a rebate for the participated parties, especially Islamic financial institutions. However, the government's opportunities are still in the slow mode to be grabbed by SMEs. With selected literature related to SMEs and Islamic financing, this study discussed SMEs and Islamic banks' practices in Malaysia. Based on the literature, several issues had to be highlighted, such as SMEs' readiness to have the opportunity with larger firms, SMEs' behaviours, and attitudes when dealing with external supports, as well as their awareness of business financing. Thus, this study highlights the challenges and real issues among SMEs and points out the opportunities for improvement that are expected to benefit SMEs and Islamic financial institutions in Malaysia.

In Lebanon, microfinance is not specially developed. Financial institutions that allocate microcredits are NGOs that are mildly supported by the government. The activity of these institutions affects only 11.5% of the population (IFC, 2008, cited by Mayoukou et al., 2013, p.4). These authors note the lack of empirical data related to microcredit granted by microfinance institutions in Lebanon, particularly regarding the characteristics of their beneficiaries. Our study emphasizes the characteristics of beneficiaries of microcredit allocated by MFIs (microfinance institutions) in Lebanon. As a result of data obtained from MFI heads, the results seem to show that NGOs MFIs give more credit to men than to women, and a low percentage of credit goes to startups. In addition, beneficiaries have a low level of education, poor or moderately poor, and are located in rural areas. Gender discrimination in the allocation of micro-credits was highlighted on the basis of the first data processed in this work. The results of the interviews with MFI’s administrative officials seem to show that the men loan officers may distinguish between male and female beneficiaries and prefer to grant microcredit to a man. Women beneficiaries may have less information about the credits offered by them, or do not take initiative because they live in a patriarchal society. Moreover, men go through their wives to get another microcredit.

ABSTRACTThis study aims to analyze the transformation of small and medium enterprise (SMEs) financing in Indonesia. This research is motivated by the phenomenon of SMEs, which often face problems in financing. However, on the other hand, financial institutions find it difficult to find a database of SMEs to channel their loans. This study uses a descriptive method with a qualitative approach. Sources of data were obtained from various sources, both primary and secondary. Primary data is obtained from statements made by informants from the Financial Services Authority, the Association of Indonesian Crowdfunding Services, crowdfunding players, and SMEs that have taken advantage of crowdfunding. Meanwhile, secondary data were obtained from several published articles. The results show that the government has helped provide a source of financing for SMEs, both through banking and non-banking. However, there were several obstacles that occurred in the field, both from SMEs and financial institutions. Securities crowdfunding instruments raises new hopes for SMEs in fulfilling financing. In addition to an easy submission procedure, access can also be done via a digital platform.
