Abstract This article discusses the policy learning process in managing the Coronavirus Disease 2019 (COVID-19) within Indonesia and asks several questions regarding the policies formulated and implemented, as well as how the government "learns" and handles the pandemic. Furthermore, this study used a qualitative research method supported by literature discourse methods and online interviews, as well as a policy learning theory-based analysis. According to the results, the Indonesian government has learned a lot from other countries, however, the country has been rather slow in anticipating the pandemic, causing a minimal sense of crisis and urgency. In addition, the low level of trust and seriousness in the government has implications for a less harmonious relationship between the center and the regions. Also, the inter-institutional coordination and the inaccuracy of actors in handling the pandemic is an unresolved problem, therefore, the distribution location expands continually and the infection curve never slopes. In Indonesia, the central government provides Village Fund Allocation (VFA) to improve welfares in villages. This process, with its regulation, is known as alokasi dana kampung in Aceh province. However, irrespective of this implementation, the community's welfare is still not met, leading to the inability to meet management accountability. This study was carried out in Arul Pertik Village, using the qualitative method with a descriptive approach. The result showed that the VFA management team is open to accepting suggestions and advice during the planning and implementation process. VFA management in Arul Pertik tends to respect community participation, as seen from the number of participants in the development and implementation of the physical realization process. This is also in addition to the accountability report (LPJ), irrespective of the technical obstacles in the report. In conclusion, although the Management of Village Fund Allocation is quite good, it needs more extra guidance and supervision from the local government and the community. The Covid-19 pandemic has significantly affected human life, especially in the Indonesian economy and the transportation sub-sector. This research explains the Government's response in economic resilience and online transportation in anticipating the pandemic’s impact. Secondary data were analyzed using the descriptive qualitative method. The results showed that various initial responses were used to overcome the pandemic in online transportation, such as tight health protocols in customer facilities. These include purchasing PPE, medical devices, hospital upgrades, intensive doctors, and support for medical personnel by the government. Furthermore, there is an effort to strengthen economic resilience, especially for workers in the online transportation sub-sector. The use of information communication technology (ICT) in government administration has changed the face of Weber's conventional bureaucracy into a modern model. The electronic or digital-based government model is an important milestone in this 21st century due to its ability to improve government performance, thereby increasing public satisfaction. The successful implementation of e-government is influenced by many beneficial and nonbeneficial determining factors, such as leadership. Therefore, this research aims to explore the leadership role of the Smart village program implemented in 2010 by the Banyuwangi District Government using a qualitative approach. Data were collected through observation in selected locations, interviews, and secondary sources. The data obtained were processed using the NVivo application process due to its ability to capture and build inductively concepts that describe research based on local perspectives. The results processed through the word cloud feature illustrate two interesting analyses. First Smart village is considered an online administration service by the Banyuwangi people because it is easy, fast, open, and full of certainty. Second leadership has 5 important roles, namely Charismatic, Innovative, Consistent, Cooperation, and Integrity. In conclusion, the success of e-government is strongly influenced by the usefulness of services for the community and the seriousness of the leadership to implement e-government not only as a political gimmick but to serve the community.   Keywords:  Digital service, Transformational Leadership, Digital Society, Openness

Nagari Pakan Sinayan has been led by H.S. Dt. Kayo Nan Kuniang for the past two periods. In the first period, Wali Nagari Pakan Sinayan won the Provincial Wali Nagari competency competition. Whereas for the second period, Wali Nagari Pakan Sinayan succeeded in bringing Nagari Pakan Sinayan to an achievement as Nagari Rancak in West Sumatera. This article aims to describe and analyze the leadership of Wali Nagari Pakan Sinayan in achieving achievements as Nagari Rancak. Problems are analyzed using the four components of transformative leadership by Robbins and Judge. The method used is qualitative with a descriptive analysis approach. The results showed that Wali Nagari Pakan Sinayan Banuhampu District Agam Regency has implemented a transformative leadership model. Wali Nagari Pakan Sinayan pays attention to the community and draws himself closer to sitting together with the community not only in official forums. Furthermore Wali Nagari Pakan Sinayan also implemented participatory planning to stimulate the community to issue ideas in development. Furthermore, Wali Nagari is a figure that motivates and gives influence to all nagari communities. Wali Nagari pays attention without distinguishing the jorong who supports him or not in the Nagari Election. Keywords: Transformational Leadership, Wali Nagari, Nagari Rancak

The Central Government and West Java Province are intensively issuing policies to increase village empowerment, especially since village funds were distributed in 2015. Although these funds have positive implications for increasing the number of BUMDes, in general, the impact of BUMDes has not been too significant for the increase of the village's original income (PADes). West Java Province as a province that is very aggressively launching programs for villages development does not have BUMDes with ‘Big’ and ‘Advanced’ status, and only one with ‘Mature’ status, namely BUMDes Niagara in Bandung Regency. This paper aims to know the management, to identify and to analyze the most influential actors, supporting and inhibiting factors, and the changes expected to improve the management of BUMDes Niagara in Bandung Regency. The method used is qualitative with an inductive approach. Data analysis used the Interpretive Structural Modeling (ISM) method. The results showed that the management of BUMDes Niagara was elitist in that the village head and BUMDes manager played a major role in the development of BUMDes. Furthermore, the constraint analysis shows that the low quality of human resources is the most dominant problem. On the other hand, the factor of village potential and the commitment of the village head are the supporting factors that are most decisive. The above conditions converge on the need for the involvement of other parties, especially the government in providing guidance and assistance to Niagara BUMDes.

Tungku Tigo Sajarangan holds a vital role in the deliberation process of the development in the Minangkabau community, regardless of the lack of synergy. This study aims to analyze and describe the position of this customary institution in the development planning of Bukik Batabuah Nagari in Candung District, Agam Regency, West Sumatra Province. The qualitative methods used in the data collection were semi-structured interview techniques comprising 20 informants, as well as field observations and documentation. Subsequently, the results showed that there was synergy from the perspective of individual and behavioral dimensions. Although this synergy was not observed from the position dimension, especially the Cadiak Pandai element, it can still be overcome by mutual control.  Concerning the dimensions of the relationship with other parties, Tungku Tigo Sajarangan remains active and participates in providing recommendations and opinions. This activity was observed even though no village regulation came from the Bamus Nagari initiative in implementing the village administration. Consequently, it was concluded that Tungku Tigo Sajarangan has played an active role in the planning process for the development of Bukik Batabuah Nagari. Also, the research recommended that the leadership system should act as a civil society to participate consistently and supervise the policies of the Bukik Batabuah Nagari government, with good synergy and coordination between all related elements.

This study analyzes the role of Internal Control System (SPI) in maintaining unqualified opinions on the Jambi Provincial Government Financial Statements. A descriptive comparative method is used with a qualitative approach. The object of the study is the Internal Control System in the Jambi Provincial Government Financial Statements of 2016-2018.  Data is analysed using the selection technique before drawing conclusions.  The results show that the Internal Control System in Jambi Provincial Government Financial Statements is very weak. The system has not been effective in its implementation because there are still findings related to SPI by the Supreme Audit Agency (BPK) every year. Therefore, it is necessary to follow up on the recommendations of BPK to build a better SPI in the future.  This should be based on the elements of the internal control system contained in Government Regulation Number 60 of 2008, including control environment and activities, risk assessment, information and communication, and monitoring.

This research examines the effect of communication and job satisfaction on the performance of civil servants in Jambi Province in order to provide adequate input and knowledge for readers. Data were obtained by distributing questionnaires to employees with a Likert' scale of 1 – 2, used for analysis. The results showed that communication (X1) has no partial effect on performance (Y), while job satisfaction (X2) has a positive and significant effect on performance (Y). Similarly, there is a partial effect between communication (X1) and job satisfaction (X2) variables towards the performance (Y) on the Manpower and Transmigration Office employees in Jambi Province.

This study determined the implementation of money grants provision to customary villages and community groups, as well as strategies for realizing good governance in Badung Regency. A qualitative approach was used in data collection, utilizing documentation and interviews with 15 informants. The results show that the implementation of grants has met good governance, though some areas need improvement. The good governance principle not optimally implemented is transparency, while participation and accountability have been well executed. However, efficiency and effectiveness are still economically down. This is because there are no sustainable economic benefits. Some of the grants are used for physical development, such as temples or village halls without sustainable economic benefits. Strategies have been put in place by the Badung Regency Government to realize good governance in providing grant money. This include improving quality and strengthening regulations in grant money administration. Furthermore, transparency is increased by utilizing information technology communication. This is accomplished through website and electronic grant applications. Also, accountability is enhanced to strengthen the internal capacity of grant managers. The Badung Regency Government increases community participation from planning, implementation, administration evaluation, and monitoring.
