Procurement is one of activity of government institution. ULP Bontang as a procurement unit is a part of Bappeda Bontang. Due to importance of procurement process, ULP Bontang needs to manage its risks by identifying, analyzing and controlling potential risk that may impedes ULP objectives. All goverment institution refer to a Internal Government Controlling System which called by Sistem Pengendalian Intern Pemerintah (SPIP) for conducting its risk management.  Since there are several part of SPIP is not applicable in ULP Bontang. Therefore in this research, SPIP is modified based on ISO 31000 framework. Moreover, Delphi method is utilized to identiry riks  involving five experts and established 23 potential risk in ULP Bontang. The modifications were also made in developing of severity and probability tables corresponding to the conditions of ULP Bontang. The formulation of mitigation recommendation concerned by very high potential risks. The mitigation for risk number (12) ULP Bontang office is not representative are securing ULP office using fingerprint device so only authorized personel allowed to enter the office. The cost required for this mitigation is about Rp 30.000.000 and Rp 32.000.000 for CCTV installation and evacuation route sign and also ULP needs to partnership with other institution to securing ULP Bontang member.Keyword : risk management, procurement, ISO 31000, Delphi Method, ULP Bontang

Hermit crabs respond to predators by hiding in their shells. However, retraction may cause the crab to lose hold of the rock and fall through the water column, and the crab may land with the shell aperture in a different orientation. When the shell is aperture down, hermit crabs return to activity by moving their bodies forward and placing their legs on the ground. In contrast, when the shell is aperture up, crabs need to perform a righting maneuver by extending part of their bodies out of the shell, which makes them more vulnerable to predation. The main goal of this study was to examine the hiding time of the hermit crab Calcinus californiensis Bouvier, 1898 in different shell species under these two different situations to better understand the conflict between the cost of staying in hiding and the risk of predation. The study was conducted in rocky tide pools using seven different shell types that reflect different predator protection and resource value to the crab (based on previous studies). We measured the time required to perform the righting maneuver as a measure of the potential risk incurred when returning to activity. The hiding time with the shell aperture down was not affected by shell species. The requirement to carry out a righting maneuver lengthened the hiding time, which varied in the different shell species according to the time required to recover the natural position. The potential risks associated with the righting time, the protection offered by the shells, and the resource value played an important role in the hiding time of the crabs using different shells. This study shows that hermit crabs are aware of the attributes of the shell and use this information to make decisions about how long to stay hidden after being threatened.


As electricity consumption is very high so using IOT ,reduction of electricity consumption is tried company nowadays but the use of it in extreme levels results as a damage to environment and personal financial conditions.Involving fields of application and Internet of things sensors are made. In this paper an architecture is introduced, that helps the smart cities to save resources for future. Consumption of electricity in a way is destroying the environment so this paper helps in saving the cost of electricity as well as saving the environment using wireless connections. Finally a new system is proposed keeping in mind the old one and its challenges. This system overcomes all the challenges and difficulties faced by the old one. To implement the framework electrical appliances such as lights, fans, ac etc are incorporated within the proposed system of reduction of electricity consumption

In order to study the Merger and Acquisition (M&A) risk management for construction enterprise with the Hierarchical Holographic Modeling (HHM) is used to identify potential risks during different phases of M&A. In addition, Risk Filtering, Ranking and Management, which is short for RFRM, can also be used as a tool of risk level assessment to find more effective risks and find the suitable solutions. If M&A is used to identify the potential risks and analyze the risk factors of construction enterprises, they can be very helpful for finding out the solutions for the potential risk factors. At the same time it is useful for managing the M&A project potential risks and implementing well to increase the successful rate.

In the uncertain environment, trust and risk are both key elements for making trust-based decisions. Risk is regarded as a supplement to trust or even omitted in the most existing trust models, which will lead to one-sided or subjective decisions. To solve the issues, a risk-aware adaptive trust negotiation framework is proposed in this paper. According to the specific negotiation context, the framework analyzes the potential risks and adapts dynamic access control levels appropriately with risk management methods. The use case results indicate that this framework can identify the potential risk and adapt access control polices according to the specific entity and transaction, which avoid risks and provides more efficient trust negotiation services.

<p>Regional Water Company (PDAM) Tirta Meulaboh is the only state- ownedof West Aceh district that provides clean water for the residents of West Aceh, especially the residents of the city of Meulaboh and its surroundings. But in its operation the company has not yet to have a risk management system, so it has the impact on the company's survival and not optimal service to its customers. The study aims to identify risk, risk analysis and risk evaluation, in order to do prevention and mitigation of the impact of risk on each section in PDAM Tirta Meulaboh using risk management system standard ISO 31000. The process steps of risk management based on ISO 31000, starting from risk identification to methods Risk Breakdown Structure (RBS), risk analysis using matrix risk quantification and Risk Priority Number (RPN), and the evaluation of risks by using risk map. The results showed that in PDAM Tirta Meulaboh there were 43 risk events that have the potential business problems, which if they were not solved immediately it could affect the performance of the company, even the survival of the company. Of the 43 potential risks that were logged to the red zone, there were 5 potential risks which occupies the first rank is on productions departement: the defective of production water meter, the defective of distribution water meter and retrieval water by tank car without through the water meter. Branch Kaway XVI: customers are reluctant to pay the water bill and in IKK Rantau Panjang: water meter of raw water was damaged. The Efforts to mitigate against the risk of those 43 events which were logged in the red zone has not been planned and done yet by the management of PDAM Tirta Meulaboh.</p><p><br />Keywords: ISO 31000, PDAM Tirta Meulaboh, Risk Management</p>

In most researches in the area of risk management, the result stops at proposing the mitigation strategies. The number of researches on associating cost analysis into the risk management process is very limited. This paper proposes a practical process on how cost analysis can be associated into the risk management process especially in the area of manufacturing. The process of the risk management is conducted as usual, started by selecting the potential risk and finding the major causes. Then, a risk map and its rubric of risk likelihood and severity are developed, and the major causes are plotted into it to select the priority of the major causes and the proposed mitigation strategy is developed. Then, the poposed strategy is compared with the current strategy based on the cost generated using the developed equation. The result shows the proposed mitigation strategy is selected because it saves approximately IDR 2 million per order. It indicates that cost analysis can be successfully associated into the risk mitigation process and generates a comprehensive recommendation to the decision maker.

Abstract Today, the cost of treating cancer is very high, so early detection of cancer is essential, and one of the possible ways to diagnose cancer in the early stages is to use sensors that are made in the terahertz area. The proposed structure is a multilayer structure in which graphene is used in the upper and middle layer and the middle layer has a ribbon form. A disk form element is used in the upper layer. Finally, a ring is added to the structure. In the final structure of the ring, it actually inhibits the field, and this will increase the Q-factor at 6.7 THz. The interaction of layers on each other and their effect on reflection is studied to modify the final structure by variation of the chemical potential of the graphene layer in the range of 0.2 to 0.6 eV. Finally, the proposed absorber is used to discriminate cancer and healthy breast tissue. The effect of the thickness and distance of the tissue from the absorber are examined to realize the material effect on sensitivity and figure of merit (FOM) as two main factors for detecting the cancer tissue.

Minister of Finance has authority to manage state finances covering cash and securities. To increase Non-Tax State Revenue and reduce the cost of funding, the Directorate General of Treasury build Treasury Dealing Room (TDR). The Budget for information system/information technology (IS/IT) is 74% of the total project budget. This study aims to analyze economic benefits of TDR system investment. Generic IS/IT business value table is used to identify the benefits for the organization and digital prosperity framework for the country. Systems dynamics is used to analyze the interrelationship between business benefits to obtain key business benefits. Quantification is based on IT metrics and assumptions on calculating the value of TDR funds. This research also identifies risks using COSO Enterprise Risk Management-Integrated Framework. Thematic analysis is used to process qualitative data. The results show that investment of TDR systems can reduce the cost of money (RCO-09), increasing revenue caused by increasing business capacity (IRE-01) and widening market segment (IRE-04). The total value of benefits for five years amounted to Rp655.294.873.957. The benefits for the country are increasing efficiency and a larger and more efficient market. Eleven potential risks covering regulatory, coordination, technology, and human resources aspects are obtained.   Menteri Keuangan bertugas mengelola keuangan negara yang mencakup kas dan surat berharga. Untuk meningkatkan Penerimaan Negara Bukan Pajak serta mengurangi biaya menghimpun dana, Direktorat Jenderal Perbendaharaan berinisiatif membangun Treasury Dealing Room (TDR). Anggaran investasi sistem informasi/teknologi informasi (SI/TI) mencapai 74% dari total biaya proyek. Penelitian ini bertujuan menganalisis manfaat ekonomi investasi sistem TDR. Metode yang digunakan untuk identifikasi manfaat bisnis bagi organisasi adalah tabel manfaat bisnis SI/TI generik, sedangkan kerangka pikir kesejahteraan digital digunakan untuk identifikasi manfaat bagi negara. Pendekatan system dynamics digunakan untuk menganalisis keterkaitan antar manfaat bisnis sehingga diperoleh manfaat bisnis utama. Kuantifikasi dilakukan berdasarkan metrik TI dan asumsi-asumsi perhitungan nilai dana TDR. Penelitian ini juga melakukan identifikasi risiko menggunakan COSO Enterprise Risk Management-Integrated Framework. Analisis tematik digunakan untuk mengolah data yang bersumber dari wawancara, diskusi, dan studi dokumen. Hasil penelitian menunjukkan bahwa investasi sistem TDR mampu mengurangi biaya uang/bunga pinjaman (RCO-09), meningkatkan pendapatan yang disebabkan oleh meningkatnya kapasitas bisnis (IRE-01) dan segmentasi pasar (IRE-04). Total nilai manfaat ekonomi selama lima tahun sebesar Rp655.294.873.957. Manfaat investasi sistem TDR bagi negara yaitu meningkatkan efisiensi dan pasar yang lebih luas dan efisien. Berdasarkan identifikasi risiko, diperoleh sebelas potensi risiko yang mencakup aspek peraturan, koordinasi, teknologi, dan Sumber Daya Manusia.

AbstractThis paper addresses a topical issue for this extremely complex period, with major changes and threats for the society, especially because of the very high degree of uncertainty, as well as the very high volatility of capital markets. The authors focused on an issue deeply rooted in the multilateralism and dynamism of the events: how to manage the risks in order to make good investments? The aim of this paper is to identify the potential risks that may arise in the portfolio of an individual investor, especially during a large-scale crisis, such as the pandemic generated by the coronavirus. This paper focuses on risk management in order to maximize gains, following several opportunities opened by the current crisis.
