Crime victim’s rights legislation including the Victim and Witness Protection Act of 1982 (VWPA) and the Crime Victims’ Rights Act of 2004 (CVRA) brought attention to the plight of the crime victim and called on justice professionals and the public to recognize victims’ value, worth, and role within a justice model that seeks to hold offenders accountable and increase public safety. The CVRA was the first federal policy to grant participatory rights to victims of crime; it served as a model statute for states enacting similar legislation. Beyond the eight participatory rights, implementation and administration of the CVRA is recommended but not required by law enforcement, prosecutors, or the judiciary. Instead, these justice professionals are encouraged to “make a good faith effort” in delivering these rights to victims of crime. This paper tells the story of the victims’ rights movement before utilizing the Narrative Policy Framework to analyze the CVRA.  Highlighting several key issues of relevance to the social work profession, a call to action is issued for social workers and policymakers to shift current narratives and more clearly define who constitutes a victim, how these rights are to be implemented and by whom, and to develop enforcement mechanisms.

The emergence of dependent contractors challenges the existing institutions regarding social protection and labour regulation. This article aims at identifying the political narratives that explain the emergence of New Forms of Employment (NFE) and dependent contracting along with the policy solutions proposed by the social partners at the EU and international level. By analysing policy documents from the social partners through the lens of a qualitative version of the Narrative Policy Framework (NPF), the authors indentify two distinct narratives – ‘devaluation of work’ and ‘entrepreneurship and flexibility’. The authors show how these rationales lead to various policy solutions and identify oppositions and possible compromise.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.

AbstractThe use of sex robots is expected to become widespread in the coming decades, not only for hedonistic purposes but also for therapy, to keep the elderly company in care homes, for education, and to help couples in long-distance relationships. As new technological artifacts are introduced to society, they play a role in shaping the societal norms and belief systems while also creating tensions between various approaches and relationships, resulting in a range of policy-making proposals that bring into question traditional disciplinary boundaries that exist between the technical and the social. The Narrative Policy Framework attempts to position policy studies in such a way so as to better describe, explain, and predict a wide variety of processes and outcomes in a political world increasingly burdened by uncertain reporting, capitalistic marketing, and persuasive narratives. Through content analysis, this study identifies coalitions in the scientific community, based on results gathered from Scopus, to develop insights into the manner in which liberal, utilitarian, and conservative influences alike are shaping narrative elements and content both in favor of and against sex robot technology.

In 2012 the Australian public witnessed three important examples of trolling play out in the public sphere that are the focus of this paper: the trolling of Julia Gillard’s Facebook page when she attempted to discuss education policy, the anonymous trolling of Charlotte Dawson’s Twitter page, and the trolling of Magda Szubanski on YouTube after she came out on The Project. These attacks may seem similar in that a public persona has been ridiculed and denigrated in flamboyant onslaughts. However, we will argue that there are important differences in the effects of these attacks, and that underpinning these are differences relating to the individual persona, the social medium and the nature of the utterance. The attacks on Gillard and Szubanski are primarily descriptive attacks on a deliberate and somewhat stage-managed public performance of identity, not a call to action. On the other hand, the anonymous trolling of Charlotte Dawson, which led directly to her attempted suicide, is clearly a performative utterance from the start, meant to have consequences on the object of attack. In Dawson’s case, the separation between her public persona and her private self is far less distinct than in the case of Gillard or Szubanski. These instances demonstrate that trolling exists on a performative continuum, engaging in constant disruption, but also lending itself to the production of social action. The kind of impact trolling will have depends, thus, on the affordances of social media, the persona under attack, and on the very nature of the utterance itself.

Narrative offers an evocative opportunity to understand the power of knowledge manipulation within the public policy system. Despite the influence of narratives in designing, formulating, and implementing of public policies, it is a relatively nascent concept in public policy studies.The war in Afghanistan truly represents a battle of narratives. This paper takes a Narrative Policy Framework (NPF) approach to explore the narratives used by resistance forces in Afghanistan within the belief system of a religion. It acknowledges that narratives matter and that by studying the same, one can construe their influence on policies. The paper finds that resistance groups such as the Taliban, mobilize support and operate in battlefields across Afghanistan; simultaneously bolstering their legitimacy and community influence garnering support from within and outside Afghanistan.

In 2018, the anthropological literature on economics was enriched by the publication of a book that argues for building communication bridges between financial experts and the public. It identifies the main blind spots on both sides, discusses the need to substantiate a new narrative legitimacy for central banks, and gives experts in these prominent institutions a rigorous call to action for a more effective communication. Annelis Riles’s Financial Citizenship is the outcome of more than 20 years of research on central banking culture and the social ties between financial regulators and the other financial market participants. The book complements analysis with thorough fieldwork, and one of its strengths is access to sources in the relevant institutions.

In response to international obligations many Western states have strengthened their responsibility for crime victims’ access to support services. This is also the case in Finland and Norway where this interview study explored the views of representatives from five key civil society organisations (CSOs) working with victims of crime in relation to the public sector’s increasing duty to organise victim support services. The findings indicate that despite the fact that improvements in victims’ access to support services were generally welcomed, there was a growing concern that the position of these traditional CSOs could – or already had – become challenged by the public and private organisations and other CSOs as new funding streams and mechanisms attract new players to the field. This had created a need to highlight the distinctiveness of these agents as CSOs working with victims of crime. This article argues that while international standards for victim support services have been a triumph for victim movements in many countries, their realisation in the present era of austerity and mixed welfare economies presents traditional victim support organisations with new challenges in retaining their ownership and distinctive ways of treating the problem of victimisation.
