This chapter covers the effects of the COVID-19 crisis on the incidence and severity of domestic abuse cases in Europe. First, the manifestation of the COVID-19 lockdown and its adverse effects on private life are described. Building upon this description, co-occurring risks factors with a high potential to initiate or intensify domestic abuse (e.g., cramped living conditions) are discussed. Responding to various calls on investigating the impact of COVID-19 on domestic abuse incidents, IMPRODOVA research on the first lockdown shows that the related concerns for various reasons are inconsistently reflected in domestic abuse-related statistics. In some IMPRODOVA partner countries, however, victimisation numbers went up, after the lockdown ended. Consequently, the complexity of detecting domestic abuse cases during lockdowns are discussed. In line with the strong concern about intensified victimisation, innovative responses by front-line professionals to detect and manage domestic violence and abuse cases are presented. Building on the beforehand presented assumptions, findings and explanations, the chapter closes by highlighting eighteen recommendations regarding risk assessment and victim support during pandemics.

<p>The link between identity and action is a fundamental topic across the social sciences. A key site to investigate this relationship is social interaction, where identities and social relations are built and used to accomplish action. In this thesis, I used discursive psychology to analyse the relationship between identity and the action of help in recorded calls to a victim support helpline. Victim is a contentious identity, with feminists and other critical scholars pointing to the politics involved when certain people are categorised as victims and others are overlooked. The name of the organisation that was the setting for my research, ‘Victim Support,’ explicitly links a victim identity with rights to access the help the service offers. Drawing on concepts in discursive psychology and using conversation analysis and membership categorisation analysis, I examined how participants oriented to the contentious questions of who victims are and how they should be helped. Drawing on contemporary interactional research which theorises the epistemic, deontic, and affective basis of human social relations, I examined how participants used self-other relations as a resource to build and interpret actions as help.  The findings provide evidence for the mutually constitutive relationship between identity and action. Counter-intuitively, most callers did not explicitly categorise themselves as victims when asking for help. My analyses show how call-takers understood callers’ identities as victims even when they did not say so directly. The act of asking for help from Victim Support constituted callers’ identities as victims; and their identities rendered their requests accountable.  Call-takers on the victim helpline act as gate-keepers, determining callers’ eligibility before providing help. I analysed how call-takers denied callers’ requests by implicitly or explicitly disavowing their identities as victims. Conversely, I showed that offers of help constituted callers as legitimate victims. Yet even once participants had accomplished joint understanding of callers as victims, they negotiated their respective epistemic and deontic rights to determine what help was needed and how it should be provided.  The negotiation of how victims should be helped was particularly salient when callers sought help on behalf of others. Participants negotiated whether the moral obligation to help victims was associated with friends and family members, or institutions. The emotional support and practical advice offered by Victim Support is delivered by volunteer support workers, reflecting a common-sense assumption that these forms of help are normatively available to any competent person. My analyses attend to the dilemmas involved when callers sought help for others rather than providing it themselves.  The findings contribute to three main areas of research: conversation analytic study of help as social action; membership categorisation analysis research on categorically organised rights and obligations; and the re-specification of psychological phenomenon as interactional objects within discursive psychology. The mutually constitutive link between identity and help is consequential, as the provision or withholding support can have material effects when callers are highly distressed or in fear for their lives. Thus, studying real-life interaction demonstrates the practical ways identity matters for seeking help.</p>

This study investigates the experiences of victims of domestic violence (DV) involved in a bilateral electronic monitoring (EM) program. Semi-structured interviews were conducted with six victims whose associated person of interest participated in an EM program post-release, as well as 13 victim support staff. Thematic analysis revealed seven themes: (1) Safety and validation, (2) Initial anxiety, (3) Minimal intrusion on daily life, (4) Psychological relief and feelings of safety, (5) Freedom to engage in daily activities, (6) Post-EM concerns for safety, and (7) An effective deterrent for some, but not for all. Overall, the experiences reported by victims and support staff were positive and evident of victim-centricity. The main defining experience of the DVEM program for victims was improved feelings of safety during the program and increased autonomy and confidence in going about their daily activities. However, there is an urgent need to consider post-EM safety of victims.

Sexual assault (SA) decision-making literature primarily focuses on criminal-legal actors and often overlooks victim decision making. This relative dearth in research is problematic, as victims are principal gatekeepers of the criminal-legal process who influence whether perpetrators are arrested and prosecuted. Subsequent victim support is also contingent on the reporting decision. Overall, this body of research would benefit from a better understanding of how victims activate and participate with the criminal-legal system and the potential impact of these decisions on criminal-legal processes. Moreover, victim decision making is often situated in a theoretical analyses. Victim decision making is complex and should be studied within a criminological decision-making framework. Therefore, the current study relies on National Crime Victimization Survey (NCVS) data and applies a focal concerns perspective (FCP), informed by rape culture concepts, to examine why victims of sexual violence may or may not choose to report to legal authorities. The current study offers initial support for the application of FCP to victim reporting decisions. We found that victims consider each of the focal concerns (FC). Victims were more likely to report when offenders threatened them with harm (i.e., suspect blameworthiness), when the offense occurred in a private location (i.e., protection of the community), and when they sought help from victim support agencies or medical treatment (i.e., practical considerations). Additionally, we found that Black victims were more likely to report than other racial-ethnic groups (i.e., perceptual shorthand). These findings highlight a nexus between reporting to police and help-seeking via support agencies. Importantly, the results emphasize the importance for police to implement cultural competence and antiracist training to better support Black victims.

Given the negative impact of adverse events on the wellbeing of healthcare providers, easy access to psychological support is crucial. We aimed to describe the types of support resources available in healthcare organizations, their benefits for second victims, peer supporters’ experiences, and implementation challenges. We also explored how these resources incorporate aspects of Safety I and Safety II. We searched six databases up to 19 December 2019 and additional literature, including weekly search alerts until 21 January 2021. Two reviewers independently performed all methodological steps (search, selection, quality assessment, data extraction, formal narrative synthesis). The 16 included studies described 12 second victim support resources, implemented between 2006 and 2017. Preliminary data indicated beneficial effects not only for the affected staff but also for the peer responders who considered their role to be challenging but gratifying. Challenges during program implementation included persistent blame culture, limited awareness of program availability, and lack of financial resources. Common goals of the support programs (e.g., fostering coping strategies, promoting individual resilience) are consistent with Safety II and may promote system resilience. Investing in second victim support structures should be a top priority for healthcare institutions adopting a systemic approach to safety and striving for just culture.
