Machine-building complex of the Republic of Belarus plays a special role in the country's industry. This article is devoted to the construction of predictive models of growth of the machine-building complex of the Republic of Belarus on the basis of factors, which directly affect it. While writing the article, the author has used such tools as PEST-analysis, correlation analysis, graphical analysis and modeling.

In the context of a rapidly changing economic reality, the management of large industrial complexes at the macro level has been become increasingly complex and difficult to predict. Directly, the ability to find, create, and combine new and existing conceptual foundations of management policy that have not been used before, but take into account the trends and features of certain socio-economic systems provides an opportunity to develop and create a flexible, adaptive management competitive mechanism that allows, depending on the circumstances, both to re-develop the system from the inside and adjust it to the existing conditions of the macro-environment. Thus, management becomes the main strategic resource that ensures the competitive advantage of the socio-economic system, as well as its’ “survival”, adaptation, transformation and development. The machine-building complex of the Republic of Belarus is an example of a multidimensional volumetric socio-economic system that requires large management costs to increase and strengthen its competitive capabilities and potential. This article is devoted directly to the development of methodological tools for managing the competitiveness of the machine-building complex of the Republic of Belarus, taking into account the features and conditions of its functioning.

Mineral resource base of the Republic of Kazakhstan, being as the basis of its economy, plays a special role not only in sustainable development of the country, but also in the formation of successful international relations. The paper substantiates the direction of the mining and metallurgical complex development in the Republic of Kazakhstan towards solving the problem of increasing the country's long-term competitiveness. It was demonstrated that achieving these goals will allow building the potential for consistent and secure participation of the national economy in market interaction with leading global partners on mutually beneficial terms. At the same time, despite forecasted promising geological data, significant excess of the scope of mining work over that of exploration is observed in the Republic of Kazakhstan. It is also shown that the share of investments in geological exploration in the total investments in the mining sector is insignificant. The major part of the funds is invested in mineral extraction activities. In this connection, the paper proposes ways to improve administrative approaches to subsoil management in the Republic of Kazakhstan when granting subsoil use rights, in order to eliminate barriers for investors. The proposed improvements for the state subsoil management can have positive effect: investment growth due to improving the administrative approaches in the Republic’s state subsoil management, ensuring transparency of information, supporting new standards, a simplified procedure for obtaining subsoil use rights (licensing); reducing corruption in the field of geology and subsoil use and reducing labor costs for the implementation of state functions through the creation of a modern geological infrastructure and the use of innovative opportunities in the implementation of supervisory functions by the competent authorities; ensuring fair returns for the government from taxes, as well as obtaining fair returns by investors.

In the article is substantiated the growing role of regulation of labor as an element of economic stability’s control not only of individual companies, but also territorial formations. The research of quantitative characteristics of human resource capacity of specialists in the valuation of work in terms of the extensive parameters (gender, age, level of education, professional experience, etc.) for a group of chemical industry and machine-building complex of the Republic of Tatarstan is presented. The analytical materials on the scientific validity of labor standards and labor intensity accounting for regulations to assess the qualitative characteristics of human resource capacity of specialists in labor norms of the republic are offered. By results of the conducted research the basic directions of increasing human resource capacity of specialists in the valuation of work in the chemical and engineering industries of the republic of Tatarstan are developed

AbstractDespite harsh climate, agriculture on the northern margins of Russia still remains the backbone of food security. Historically, in both regions studied in this article – the Republic of Karelia and the Republic of Sakha (Yakutia) – agricultural activities as dairy farming and even cropping were well adapted to local conditions including traditional activities such as horse breeding typical for Yakutia. Using three different sources of information – official statistics, expert interviews, and field observations – allowed us to draw a conclusion that there are both similarities and differences in agricultural development and land use of these two studied regions. The differences arise from agro-climate conditions, settlement history, specialization, and spatial pattern of economy. In both regions, farming is concentrated within the areas with most suitable natural conditions. Yet, even there, agricultural land use is shrinking, especially in Karelia. Both regions are prone to being affected by seasonality, but vary in the degree of its influence. Geographical location plays special role, and weaknesses caused by remoteness to some extent become advantage as in Yakutia. Proximity effect is controversial. In Karelia, impact of neighboring Finland is insignificant compared with the nearby second Russian city – Saint Petersburg.

The place of Russian engineering in international trade-production ties system is defined, its position relative to the leading world engineering centers is evaluated, the main directions of foreign relations are analyzed. It is concluded that up to date, for the most part, Russia has taken a stand of an “assembly-room”, typical for countries of medium development level. However, for a dynamic economy development, it needs a potent machine-building complex.
