The article presents the results of a study of various aspects of the formation of the national innovation system for the development of tourism. In particular, characterized are the features of the implementation of the cluster approach to the development of tourism in the territories of the Russian Federation, among which the most outstanding are: the lack of experience in the implementation of the cluster approach or unsuccessful attempts to copy foreign experience; priority areas in the development of only one type of clusters — the territorial-production; imperfection of the regulatory framework. These problems, according to the authors, exist along with the typical problems of tourism clusters, which include inadequate specialized infrastructure and services; the poor state of the key tourist sites; failure to comply with quality standards (or their absence) for services offered to tourists. The subject of this research is the theoretical and practical aspects of implementation of the regional investment projects (RIP) and special investment contracts (SIC), and prospects of their use as the instruments for incentivizing the development of innovation and industrial clusters in Russia. The article reveals the essence of cluster approach and its evolution in the Russian practice. The author meticulously examines the peculiarities of preferential tax regimes within the framework of RIP and SIC. Special attention is given to the conceptual changes of the legislation on SIC, and analysis of their impact upon the efficiency of the mechanism of SIC. The following conclusions were made: 1) preferential tax regime of RIP, being convenient, transparent and highly demanded by representatives of business sector, is presented as promising for supporting cluster participants; 2) novelties of the legislation on SIC contribute to the increase of its attractiveness for investors, including cluster participants; 3) tax regime of SIC may serve as the instrument for incentivizing such vectors of development of the cluster approach in Russia, as realization of joint projects of cluster participants, development of interregional clusters and intercluster cooperation.

The current paper features some results of theoretical and methodical justification of selection process for priority national projects that would ensure the economic security of the Russian Federation and its regions. The role of economic security is reflected in the system of national security of the state, the interrelation between the priority national projects and the system of economic security of the Russian Federation in the context of the challenges and threats formulated in domestic standard acts of strategic character. It is shown that the current strategy of sustainable development of regions is formed and implemented through a prism of priority national projects, but optimum ensuring economic security at the regional level is impossible without a scientifically and methodically reasonable regulation from the state. To provide methodically reasonable selection criteria for priority national projects in certain regions from the perspective of economic security, the author proposes to use the cluster approach, which allows one to define development priorities in the region and the direction of its economic security ensuring. Some theoretical and monographic generalizations have made it possible to correct the region clustering potential assessment technique in the context of economic security. Approbation of the developed technique has shown a possibility of its application to assess the level of priority of national projects at the regional level.

In the context of globalization (Acuña, 2011) and the pressure of sanction on the national economy of the Russian Federation, the problem of the provision of competitiveness of industrial companies stands out. Economic policy in the national economy, oriented more towards the raw material component, has ceased to correspond to the modern requirements of society. In relation to this provision, new state priorities appeared, focused on improving scientific and technological development, innovation and modernization of the industrial complex, etc., which, in turn, requires the development of new mechanisms and appropriate instruments for the regulation of economic relations in the industrial sector, and the implementation of government support for the industry. However, it must be recognized that federal and regional sustainable development programs and industrial management mechanisms used in modern realities are not effective enough because they generally aim at the isolated solution of local problems. It is indisputable and obvious to all that it is impossible to reach the level of global competition without the progressive and competitive development of the main industries. One of the most constructive solutions to this problem is the cluster approach. Our country has some experience and achievements. So in 2012, employees of the Ministry of Economic Development of the Russian Federation developed a group-oriented program, the implementation of which involves twenty-five industrial groups. Cluster technologies allow the creation of synergistic and multiplier effects, which, in the end, is a boost for the development of economic growth. But despite all the preferences of the cluster approach, national cluster technologies were unable to implement their advantages, indicating the continued stagnation of industrial production. In this way, the purpose of this research is to study the possibilities of effective use of cluster technologies in the Russian industrial field.

The Russian Federation by its geographical position is a maritime power that had been occupying a leading position until a certain period of time. All the processes taking place in Russia during the transition period to a market economy negatively affected the country's maritime activities. In recent years, Russia has been making serious efforts to regain the leading position of a maritime power. In all the areas of maritime activities the Russian Federation provides support to domestic sectors of the economy using modern economic mechanisms for innovative development in order to increase the competitiveness of domestic business structures. One of the directions in the formation of a new structure of the Russian economy is the creation of state corporations, the merger of enterprises, the introduction of the cluster approach to the spatial integration of business entities located in separate territories. In their article the authors suggested using modern mechanisms of increasing the efficiency of the elements of the transport system of the coastal regions in the North of Russia for enterprises with single and small-scale production, which include shipbuilding and ship repair enterprises, using clustering as an effective mechanism to increase competitiveness, both in the domestic and foreign markets. The paper analyzes the use of modern economic mechanisms, such as joint ventures and the cluster approach in the shipbuilding industry of Russia, estimates the current state of ship repair enterprises in the coastal region of the North of Russia and proposes a conceptual approach to create a cluster of ship repair enterprises in the Murmansk region in order to satisfy the need for ship repair services, the volume of which has increased recently in all coastal regions of the North of Russia.
