As part of Oxfam’s Strategic Partnership project ‘Towards a Worldwide Influencing Network’, the graphic story Zahra: A policewoman in Afghanistan was developed by Jorrit Kamminga, Cristina Durán and Miguel Ángel Giner Bou. The project is funded by the Ministry of Foreign Affairs of the Netherlands. The graphic story is part of a long-standing Oxfam campaign that supports the inclusion and meaningful participation of women in the Afghan police. The story portrays the struggles of a young woman from a rural village who wants to become a police officer. While a fictional character, Zahra’s story represents the aspirations and dreams of many young Afghan women who are increasingly standing up for their rights and equal opportunities, but who are still facing structural societal and institutional barriers. For young women like Zahra, there are still few role models and male champions to support their cause. Yet, as Oxfam’s project has shown, their number is growing, which contributes to small shifts in behaviour and perceptions, gradually normalizing women’s presence in the police force. If a critical mass of women within the police force can be reached and their participation increasingly becomes meaningful, this can reduce the societal and institutional resistance over time. Oxfam hopes the fictional character of Zahra can contribute to that in terms of awareness raising and the promotion of women’s participation in the police force. This chapter explores how human rights law has contributed to the shift towards participatory gender equality by legitimating the adoption of quotas and parity mechanisms to ensure women’s equal participation in decision-making. Since the adoption of CEDAW, human rights law has moved away from formal equality notions that simply affirm women’s equal political rights. Instead, we see growing endorsement of substantive equality doctrines that validate the adoption of gender quotas, initially as temporary special measures to ensure women equal opportunities, and, more recently, as permanent measures targeting the gender-balanced composition of an ever-expanding range of public and private governance bodies. The chapter explores how human rights law connects this participatory turn to issues of pluralism, calling attention to the need for public bodies to represent the full diversity of the population, and calling on state parties to increase the participation of women from ethnic minorities, indigenous groups, and religious minorities.

Women representation in public institutions has been a key policy shift in Nepal in the recent decade. Despite such policy intervention as affirmative action measures to encourage women participation in public institutions and likewise increased presence of women in politics and public institutions, women’s participation at local level school decision-making processes remains limited. Through a lens of representation and theory of participation and an examination of women’s experiences, this study critically examines the dynamics of inclusion and exclusion in the School Management Committee. Drawing on original ethnographic research in a secondary school in rural Kaski, Gandaki Province, Nepal, this study draws that predominant female gender images were reproduced in the initial stage of women participation which made them feel ‘othered’ and ‘excluded’; however, gradually, with the passage of time and learning, such images receded and they felt more ‘included’ and were thereby likely to demonstrate more substantive participation.

Panchayati Raj plays a formidable role in enhancing the status of women in India during post-Independent times. In the colonial regime, women were not given adequate opportunity to involve and participate in the affairs of local bodies. However, in the 19th century, women gradually participated in the Panchayati Raj bodies when they were formally included in the electoral roll. During post-independent Era, due to the implementation of the Ashok Mehta Committee (1978) recommendation, National Perspective Plan, and 30 percent reservations seats for women in panchayats, there has been a substantial increase in women’s participation at all the levels of the Panchayati Raj bodies. Subsequently, the 72nd Amendment Bill and the 73rd amendment introduced in our parliament recommended 33 percent quotas for women. Encouraged by this, women have come forward in an ever-increasing number to join hands with the activities of Panchayat Raj Institution.Consequently, Central and State Governments encouraged women by implementing the 73rd constitutional amendment in 1993 (adding Article 243D and 243T), which also extended the privilege of seat reservation for SC/ST women in the local bodies. Due to this positive impetus, there has been a perceptible improvement in women’s participation in the last two decades. Due to unrestrained encouragement, the participation of women in Panchayati Raj is highly effective; thus, across India, more than 26 lakhs of women representatives got elected in PRI. This paper attempts to delineate the gradual growth of women’s participation in the Panchayati Raj Institution in various states in India.

Though the participation of women in economic development and community work usually realized low as a whole due to various reasons, the contribution of gender in creating the difference in terms of their status even among the participatory women is untouched area. For instance, the research conducted by Atinafu Diga (2013) on assessment of economic empowerment of women the related studies entitled Assessment of economic empowerment of Women in Kolobo kebele, Abay chomman Woreda dealt with only inadequate economic empowerment problems and low participation of Women in educational leadership areas respectively as their overall findings. As a result, this study is undertaken to assess the status of women disparity to participate in community work in case of kolobo kebele, Ambo town, Oromia Regional State; Ethiopia.This study is descriptive in nature. For this particular study, both quantitative and qualitative research approach were employed. In doing this research paper, of the total population,79 samples were selected from the town selected using simple random and purposive sampling techniques. Here, 79 were responded for the 20 close-ended questions of the questionnaire and another 10 were responded for open-ended questions of the interview. To analyses the quantitative data, techniques such as tabulation, percentages, and numerical figures were employed to. On the other hand, Narration and comparative discussion were covered to analyse the qualitatively collected data.

In this article, the author attempts to determine the strategic directions of Romania’s foreign policy. Significant geopolitical events in Europe expose the need to clarify the priorities of the policy pursued by the country. Historically in foreign relations Romania has employed diplomatic strategies that allowed it, according to historians, to «anoeuvre» between the centres of power on the international arena. However, in the early 2000’s a departure from this tradition has become apparent, especially during the administration of Traian Basescu (2004–2014), which also coincided with the country’s joining NATO in 2004 and EU in 2007. After the collapse of the socialist bloc Romania set its priorities, firstly, in the direction of joining both NATO and EU and later bringing the country in accordance with their norms and standards was put high on the agenda. Having become a member of the Alliance and an EU-state, Romania has been determining its foreign policy from the point of view of synchronizing its strategic goals with those of NATO and EU. Along with this, the strategic partnership with the US and the attached to it significant importance for Romania dictate the one-sided political approach deprived of the traditional manoeuvre capability in foreign affairs. This is also proven by the fact that despite the declared and established privileged relations with a number of countries, the level of their “strategic” execution is very low in reality. That being said, the direction of the relations between Romania and the Russian Federation, whose views on many regional and international issues differ, are likely to be greatly influenced by the state of the Russia-West affairs. Having analyzed the historic and current aspects of Romania’s foreign policy, the author determines the preservation of the euroatlanticism course as the main direction of the development of the foreign policy of Romania.

Women have made significant progress in education through marked increase in enrolment. However, the same zeal has not been demonstrated in STEM based subjects and careers. The gender STEM scale still tips in favour of men in many countries across the world. This imbalance in the STEM fields owing to dominance by men is what creates the STEM Gap. In this paper, we synthesize literature and secondary data to show these disparities. We appreciate that STEM gap drivers are numerous and therefore zero in on what we consider the critical STEM gap drivers with respect to Kenya. We identify and succinctly discuss these critical drivers which are: self-concept and lack of resilience, teachers’ and parental expectations, role models and stereotyping, work environment and family obligations and finally weak scholastic performance. We also assess how this gender STEM gap is likely to affect the achievement of a number of Sustainable Development Goals (SGDs) and the Big Four Agenda and in the process, steer the country away from the path of industrialization envisaged in Vision 2030. We explain why it is important to mitigate the STEM gap and get more women in STEM. We recommend that, parents should deconstruct their own stereotypes; teachers should debunk the myth about STEM being the preserve of superior mental abilities that girls lack, students should acknowledge that STEM drives the economy and opens up employment opportunities, institutions should have a STEM endowment fund and industries should institute policies that enhance retention of women in STEM careers. It is expected that these if addressed should enhance women’s participation in STEM based subjects so that they can build careers in STEM.

Empowerment of women is a universal slogan. Worldwide, several strategies are carried on by international organizations to ensure active participation of women in decision-making. Active participation at all level of politics is necessary in this regard. Likewise, the government of Bangladesh has adopted various programs and policies to ensure gender equality in all sectors of life. Relevant laws and ordinances are revised, and new provisions are incorporated in the laws where necessary. One-third seats are kept reserved for women to be elected at the urban local government. However, gender disparity is evident at this level. Women are mostly seen as reserved seat councilors. They are almost absent in the leadership positions. In Bangladesh, women's participation in local government politics is hampered due to multi-faceted factors ranging from socio-cultural to political. The male-dominating political parties can play a major role to bring gender parity in politics by nominating and supporting more women in the local government election.

The participation of women in a higher education program depends on the extent to which the program takes into consideration the special needs of women—issues that have long plagued women’s participation in education programs. In this study, we found that issues like childcare have not received any special consideration in the delivery of part-time higher education programs. This paper argues that university administration should review its present arrangements with regard to the participation of nursing mothers, for example, in part-time academic work. Efforts should be made to make daily academic activities nursing-mother friendly—reviewing the timetable to provide baby time-out and allowing for fewer daily academic activities; providing adequate daycare for children; and providing special counseling to alleviate the childcare and learning stress faced by nursing mothers.

This chapter serves to raise an awareness of some of the more cutting edge Internet innovations and applications that may become viable and useful to the small business operator in future. The chapter focuses on some of the new and emerging forms of technologies that the authors have identified as potentially affecting the Web presence. Consequently, the topic areas and content examined in the chapter does not claim to be all encompassing or prescriptive. Some of the innovations examined are nascent and may not progress to a critical mass for general adoption, whilst others tend to be used by larger business entities, possibly requiring a re-configuration if they are to be successfully used in the small business environment. Arguably, many if not all would in some way impact on the business Web presence if they were to be adopted in future. An examination of the adoption and use of new forms of technology and ideas - or innovations as they are sometimes referred - can be assisted by examining how the early adopters use these innovations. This was briefly discussed in Chapter IV. The concept of innovation adoption and the importance of early adopters is well documented by Rogers (1995). The Rogers’ paradigm describes how innovations advance, or diffuse, through a population either to be adopted or to be rejected. The successful diffusion of an innovation generally follows the S-shaped rate of adoption when a cumulative curve is plotted. The cumulative S-shaped rate of adoption curve is depicted in Figure 1 showing the relationship between the adopters and late-adopters over a period of time. Generally, the adoption of the innovation by the early adopters results in an adoption curve that is reasonably flat. However, as more members of a business group adopt the innovation, the curve ‘takes off’, with the advent of late adopters signalling the innovation has diffused through that particular group. Clearly, for the small business operator an indicator of an innovation that may be associated with a Web presence can be closely allied in the identification of the early adopters. The early adopters are important in the diffusion process as opinion leaders - where potential adopters look to them for advice and information, as well as best practices to emulate. Moreover, the early adopters are considered to be the individuals to investigate or analyse before using a new idea, tending to serve as role models for many others. Early adopters can be deemed to be the most important constituent in the innovation-diffusion process because they decrease uncertainty about a new idea or technology, and as a consequence convey a message of acceptance and effectiveness to peers (Rogers 1995). According to Norman (1998), the early users of an innovation provide the experience for the late adopters to observe and to learn from. Norman further suggests that even though these early users are relatively few in number, they are the drivers of a technology and can provide examples of how and why that innovation can be used. Arguably, the small business operator by conducting an examination within their own industry for the specific use of new forms of Web-related technology will identify a set of industry early adopters from which they themselves can learn from. Small businesses have been known to be conservative in nature in relation to their use of ICTs, so many feel quite comfortable with the notion of waiting until the early adopters have been successful or otherwise. Of course, if the adoption has been successful they do not necessarily achieve the same level of benefits (often resulting in competitive advantage) that early adopters realise, but at the same time they are not taking the same risk with an unknown technology. Often, the late adopter is forced to adopt the technology as it has diffused through the majority of the industry as is regarded as a requirement by business partners or customers.

AbstractThis article analyzes women’s socio-political participation and activism within the nonviolent civil resistance movement in prewar Kosovo between 1989 and 1997, as well as the movement’s gender dynamics. This Albanian-led resistance movement emerged during the early 1990s with the principal goal of building a parallel state, seeking independence from Serbia, and offering means of survival for the population. This project required the participation of all Albanian citizens, and although the participation of women was massive, this has gone largely unrecognized. This article will explore the principal features of women’s participation and activism within this movement, what kind of gendered dynamics were developed, and the principal forms of resistance they encountered against their full and active participation through an analysis of women’s activism both within the Women’s Forum of the Democratic League of Kosovo and within independent women’s organizations.
