Abstract Background: The government is the main body in charge of controlling epidemics; hence, expectations from government’s intention and capacity would affect citizens’ behavior and flexibility. Given the severity of COVID-19 pandemic and an urgent need for people's cooperation in the prevention and combat processes, understanding the public perspectives would be crucial and instructive. This study aimed to explore such perspectives towards the current pandemic among the Iranian. Indeed, we sought to provide a favorable platform for effective policies in the face of the COVID-19 pandemic by recognizing public expectations.Methods: This qualitative study used an open-ended online questionnaire to investigate the common perspectives of the Iranian towards government’s response to COVID-19 pandemic. The participants were selected using snowball and convenient sampling techniques across the country. The collected data were analyzed and described using thematic content analysis. Results: In general, 2547 participants agreed to participate in this study and completed the online questionnaire. According to the findings, the Iranian exhibited several expectations regarding the government's response to COVID-19 pandemic, based on which three main themes were extracted: (1) health-related expectations, (2) policy-related expectations, and (3) mass media-related expectations. In this study, a majority of the participants highlighted the need to consider and follow-up the patients and their families, provide financial and hygiene support during the pandemic, apply strict restrictions, and have close monitoring and controlling procedures. Furthermore, they mentioned that authorities and news agencies should observe honesty and transparency principals.Conclusions: Our findings revealed that people expect the government and other responsible institutions to minimize the burden of this pandemic on them through adopting effective policies. The study findings could help policy-makers become aware of people's expectations and develop better strategies.

Accordingly, effective, equitable, and community-based policies must be formulated and adopted to diminish other burdens of this pandemic. Conclusions Our findings revealed that people expect the government and other responsible institutions to minimize the burden of this pandemic through adopting effective policies. Also, they could help policy-makers become aware of the expectations of people and develop better strategies.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

Performance of the Nigerian public service has been a major concern to policy makers and researchers alike. This is because despite all measures put in place to arrest the ugly trend, it seems, it has defied all approaches towards tackling the problem of inefficiency and capacity collapse. Work ethics, attitudes and values can be influenced by the organization, through interventions like training, motivation and coaching, etc. However, they cannot be changed forcibly because they are intrinsic. It is, therefore, of fundamental importance that public functionaries act justly and fairly to all, not only paying lip service to ethical conduct but also ensuring that these are manifestly and undoubtedly seen to be done. This paper discusses the challenges of work ethics, values, attitudes and performance in the Nigerian public service. The major causes of unethical conduct in the public service were identified and the institutional mechanisms established by the government to curb these unethical behaviours were examined. This paper adopted content analysis as a method of data gathering and analysis. It suggested viable options for effective and efficient service-oriented public service.

China is upgrading its bilateral investment treaties (BITs), and in the meantime embracing free trade agreements (FTAs), which can be accommodated to offer international investment rules (IIRs). A specific question in this regard will be: shall the investment issues be left to the upgraded BIT or proposed FTA? Given the trend that the investment rules embodied in the FTAs are increasingly intended to replace BITs between contracting states, this question, which poses a preliminary issue to the trade policy-makers of China and its partners, must be addressed from the public policy choice point of view. The paper argues for a sequencing of bilateral investment rule-making and proposes that unless the proposed FTA with investment rules is to leave policy space for the government, the BIT shall be given a due role to play in the course of economic integration between China and its partners.

Abstract: When faced with privatization by the Ontario government, the public educational broadcaster TVOntario took a pro-active stance in the face of the neo-liberal ideology of reduced public expenditure and institutional restructuring. TVO won short-term salvation by embracing market model methods, but in so doing it may have lost its niche as a public educational broadcaster. It now faces two major policy challenges. It must balance its general-audience broadcast arm with its newly refocused educational arm and it must negotiate possible political interference from the imperative to connect the government's newly revised school curricula to its new technology-in-education arm. This paper also situates the TVO example as a rejection of the privatization agenda of the Government of Ontario. Finally, this paper uses the TVO example to raise questions about hybrid models of broadcasting. Résumé: Pour éviter que le gouvernement de l'Ontario ne la privatise, la station éducative publique TVOntario a adopté une position qui prend les devants face à la volonté néolibérale de réduire les dépenses publiques et restructurer les institutions. À court terme, TVO s'est protégé en adoptant des méthodes axées sur le marché, mais celles-ci lui ont peut-être coûté son créneau particulier à titre de diffuseur éducatif public. En effet, TVO doit maintenant relever deux défis politiques imposants. La station doit équilibrer le besoin de s'adresser à un auditoire général avec celui remis au point d'offrir des émissions éducatives. En outre, elle doit parer à des interventions politiques possibles émanant de son obligation de relier le nouveau curriculum scolaire à sa nouvelle branche consacrée à la technologie dans l'éducation. Cet article discute de TVO comme manifestant un rejet des projets de privatisation du gouvernement ontarien. Finalement, l'article utilise l'exemple de TVO pour soulever des questions sur des modèles de radiodiffusion hybrides.

Research on compliance has shown that people can be induced to comply with various requests by using techniques that capitalise on the human tendencies to act consistently and to reciprocate. Thus far this line of research has been applied to interactions between individuals, not to relations between institutions. We argue, however, that similar techniques are applied by courts vis-à-vis the government, the legislature and the public at large, when courts try to secure legitimacy and acceptance of their decisions. We discuss a number of known influence techniques – including ‘foot in the door’, ‘low-balling’, ‘giving a reputation to uphold’ and ‘door in the face’ – and provide examples from Israeli case law of the use of such techniques by courts. This analysis offers new insights that can further the understanding of judicial decision-making processes.

PurposeThe purpose of this paper is to explain a new scandal ingredient in Japanese politics called sontaku. This word refers to cases when officials grant special treatment to a project because they believe they are acting in accordance with the wishes of an associated powerful person.Design/methodology/approachThis paper describes the specific construction of major scandals involving sontaku from 2017 based primarily on newspaper accounts, examines the consequences of these scandals for politicians and bureaucrats, and discusses their implications for combating corruption in Japan.FindingsThe scandals after 2017 damaged to some extent the public support for the current Japanese administration and influenced the prime minister's decision to call a snap election. The scandals also highlighted systematic problems in the bureaucracy and motivated the government to reform laws concerning the management of public documents.Originality/valueThis paper will be useful to scholars and policy makers interested in studying the causes and consequences of scandals and political corruption in Japan.
