The shift to the knowledge-based economy and fast technological development put pressure on higher educational institutions with regard to the modernization of curricula, providing possibilities to overcome the skill gap and finding new tools for ensuring the quality of education services that correspond with the labor market needs. The purpose of the paper is to present the analysis of challenges and results of a currently piloted tool – dual studies – based on best German applied education practices. Authors investigate formal and informal obstacles for the introduction of this innovation in the national context, as well as solutions and potential benefits. The latter are social (decreasing the graduates’ unemployment level), economic (providing the labor market with well-educated labor force equipped with relevant qualifications) and individual (image improvement of companies, advancement of higher educational institution competitiveness and financial support of students, as well as smoothening the shift to the world of work) both short- and long-term. However, despite clear positive socio-economic effects, the dynamics of dual studies introduction as an innovation by stakeholders is far from optimistic due to the unfinished process of the formation of approaches to the dual studies management, which undermines the development of cooperation networks of the three key stakeholders – a higher educational establishment, a company and a student. There is also a current need in updating teaching methodologies, development of new relevant educational programs, curricula, modernization of the content of pre-tertiary and tertiary professional education based on an integrated approach and dual education principles. With regard to the above-listed tasks to be solved and despite a number of structural obstacles, the dual form of education is being implemented in Ukraine, which adds up to building social partnerships between educational institutions, students and employers.

The article deals with the features of the distribution of economic rights between customers of basic and applied researches, research and technological development (RTD) and higher educational institutions, as executors of such researches.During the study the author has analyzed general provisions of the Civil Code of Ukraine regarding the distribution of rights to the results of basic and applied researches, research and technological development (RTD) between the customer and the executor of such researches. In addition, the author has analyzed provisions of special legislation regarding the distribution of economic rights to scientific and scientific-technical (applied) results, which are IPR objects.Based on this analysis, it has been found that the distribution of economic rights to IPR objects, which are the results of basic and applied researches, research and technological development (RTD), at the level of «customer — executor of such researches» will depend on: 1) the type IPR objects that will be created and 2) the sources of fundingof such researches. In relation to such IPR objects as inventions, utility models, industrial designs, copyright, layout designs (topographies) of integrated circuits, plant varieties, animal breeds and performances the following options for distribution of economic rights are possible:1) in case of non-budgetary financing of basic and applied researches, research and technological development (RTD) — rights belong jointly to the customer and the higher educational institution-executor of such researches. This may be changed by a contract between the customer and the executor.2) in case of budgetary financing of researches — rights belong to the higher educational institutions-executor of such researches. In addition, the legislator does not provide for the possibility to change the said provision by contractually. At the same time, the customer of such research should be assigned the right to use IPR objects for free.3) in the case of budgetary financing of the researches, while the obtained IPR objects are state secrets or objects obtained under a state defence order — rights belong to the customer of such research. This cannot be changed contractually either;4) in the case of mixed financing (own funds of the higher educational institution and budgetary funds) – rights belong to the party that will be determined contractually by the customer and the executor of the basic and applied researches, research and technological development (RTD).In the case of a scientific discovery, we can only talk about moral rights, namely – the right of attribution. Thus, the indicated object is outside of the scope of the rules regarding the distribution of economic rights.As to phonograms and videograms, the economic rights to these objects will belong to that party to research agreements that will actually “create” those objects. This can be either the customer or the executor of such researches.As to trade secrets, the economic rights will, as a general rule, belong to both the customer and higher educational institution — the executor of basic and applied researches, research and technological development (RTD). In this case, disposing of these rights will be carried out jointly. This can be changed contractually. Also, suggestions to improve the legislation of Ukraine have been made.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved. New approaches to the development of the content, forms and methods of professional training of specialists of the new formation, as well as introduction of the modern technologies in the educational process of higher educational institutions are studied. It is noted that the educational process should be transformed in the direction of individualization of educational interaction, learning, formation of creative thinking and increase of independent work of students. It is characterized that a specialist-innovator is the bearer of specific innovations, their creator, modifier, it has wide possibilities and has an unlimited field of activity, since in practice it is convinced of the efficiency of existing technologies and teaching methods and can correct them, carry out research work, develop new methods and technology. The focus of this activity is the innovative potential of a future specialist. The directions of introduction into the educational process of modern technologies are revealed, where the teacher becomes more and more the functions of a consultant, counselor, mentor, since in professional activity not only special subject knowledge is realized, but also modern knowledge in the field of pedagogy and psychology, acmeology, technology of education and upbringing. In the course of scientific research, the preconditions for creating a concept for forming the readiness of future specialists for the implementation of innovation as the basis for improving the educational process, the essence of which is the introduction of modern tools and methods into the traditional system of education, is outlined. the pedagogical conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of training of future specialists in educational institutions are highlighted; substantiated the basic provisions, the observance of which provides the training of specialists of the new formation to the implementation of healthcare-saving technologies. It is emphasized that in the educational space of a higher educational institution it is necessary to create conditions that will promote the formation of the right attitude of health professionals to the health of the future as the main value of the person that will significantly stimulate their reflective activity and awareness of personal responsibility for the health of their pupils.

The high level of development of culture and art in modern Russia requires appropriate training of employees for the theater and concert complex. Well-trained specialists will be able to find a job and employment. In the labor market in the field of art and culture, there is creative competition. Therefore, the training of bachelors at the higher educational institutions should be guided by the requirements of the labor market in this area, and the higher educational institutions should produce competitive specialists in creative professions. In the higher education system of modern Russia, the issue of improving the quality of teaching of special (major) disciplines, as well as all subjects included in the training program, is on the agenda of the department collectives. The program trajectory, which is set through the Federal State Educational Standards, is associated with a certain experiment in modeling competencies based on accepted professional standards. An important component is the position of the higher educational institution and the right to develop competencies based on the experience, profile of the university and the composition of the teaching staff. Higher educational institutions have certain academic freedoms and use their opportunities to achieve a higher quality of bachelor's and master's degree training. The article deals with various aspects of vocal pedagogy, the formation of the necessary professional and general cultural competencies, and individual work with students. Such problems are raised by teachers of creative higher educational institutions. We considered it possible to enter into the discussion and conduct a friendly polemic.

The author shares her own practical ideas of how to set up monitoring system to assess and correct the students� readiness for continuous professional education. Theoretical basics of such monitoring system and details of its establishment in higher educational institutions are defined. Among the main features of monitoring system are highlighted: the object, the subject, goals, main requirements and informational framework. Conceptually monitoring is based on the model of higher educational institution graduate, where the graduate continues his professional education. It is accepted that the model has value-motivational, cognitive, reflexive and activity components, which serve as initial metrics for the monitoring system designing. Various functions of monitoring system are revealed, including constructive and indicative, information and analytical, integration, research and strategic planning. In addition to a set of principles, traditional for monitoring systems designing and implementing, the author provides the rationale for the humanization principle, which makes it possible to treat monitoring system as a means to support students� professional and personality self-development, professional self-determination and self-fulfillment. Peculiarities of monitoring at different stages of students� readiness to continuous education (adaptive-and diagnostic, prospective-and-developmental, reflexive-and-regulatory) are described.

Technological development of the educational process means the organization of an effective didactic process in accordance with the established educational objectives. The development of professional and pedagogical skills of teachers of socio-humanitarian and natural-science disciplines requires the organization of their educational and cognitive activities on the basis of a technological approach. For this purpose, it is used in the design of pedagogical technologies related to foreign didactic. These projects are tested by pedagogical experience — the dynamics of the development of pedagogical abilities of teachers of socio-humanitarian and natural-science disciplines are studied and conclusions are made. The scientific solution of this social order requires the transformation of the professional and pedagogical activity of higher educational institutions teachers and the development of personal qualities into a purposeful, consistent and continuous process. Therefore, the essence of this research is to improve the quality of lessons using the advanced pedagogical technologies and their effective use in the education of the younger generation on the basis of an integrated approach.

The article deals with the issue of determining the notion of intellectualproperty rights objects created on the basis of research agreements in higher educational institutions of Ukraine. To achieve the goal of research, the author provides answers, in particular, to the following questions: 1) what the subject-matter of basic and applied research, research and technological development (RTD) is; 2) what the results of these researches are and whatpossible forms of objectification of these results can be; and 3) what type of intellectual property rights objects can be created as a result of these researches.To solve those questions, the author has analyzed, in particular, such notions as: subject of the research agreement (Chapter 62 of the Civil Code of Ukraine); fundamental and applied scientific research; scientific (scientific-technical) work; scientific result; scientific and technical (applied) result; technology and object of technology.Based on this analysis, there have been determined the aims and subject-matters of the above-mentioned researches, their results and implementation of those results. Whereupon, the list of intellectual property rights objects, created on the basis research agreements, has been determined. Based on the obtained results, the author draws a conclusion about the types of intellectual property rights objects, created on the basis of research agreements in higher educational institutions of Ukraine. In particular, this category of objects should include intellectual property rights objects, created as a result of carrying out basic and applied researches, research and technological development (RTD) on the basis of research agreements, one of the parties to which is a higher educational institution of Ukraine. In addition, the list of this category of intellectual property rights objects should include: copyright, scientific discoveries, inventions, utility models, industrial designs, layout designs (topographies) of integrated circuits, plant varieties and animalbreeds, phonograms, videograms, performances and trade secret. However, trademarks, trade names, geographical indications, innovative proposals and broadcasts cannot result directly from basic and applied researches, research and technological development, so they are not included in the list of intellectual property rights objects, created on the basis of research agreements in higher educational institutionsof Ukraine.Also, suggestions to improve the legislation of Ukraine have been made.

The article is devoted to the subject-language integrated approach (CLIL), which is currently characterized in the world scientific and methodological literature as one of the innovative approaches to the organization of bilingual education and involves the simultaneous implementation of two learning goals in two subject areas – language and subject; various interpretations of its essence are presented, its varieties, possibilities and features of implementation in bilingual education are highlighted through the application of its basic principles and strategies. The role of the subject-language integrated teaching of students of non-linguistic specialties of higher educational institutions is discussed. The article describes the content and language integrated learning from the point of view of modern methods of foreign languages teaching. The main features of the teachers’ of profile subjects work as well as teachers of foreign languages in the system of subject-language integrated teaching are considered. Models and peculiarities of using CLIL methodology in a higher educational institution are given.

The article is a result of a theoretical and practical investigation of pedagogic practicum’s role in the formation of the fundamentals of students’ professional competences in the higher professional education the system. The article also considers the typologization of the basics and the conditions of the success in their formation. Pedagogic practicum is being carried out on the base of the higher educational institution or in other educational institutions. Normative documents in organizing and carrying out teaching practicum are worked out in the higher educational institution. The basics of teaching practicum are formed during the first practicum on the specialty. The advantage of the practicum is that it gives the students the opportunity to gain the first experience in profession; its acquisition is a main indicator in formation professional competences.

Purpose This paper aims to identify and model the key barriers to implementation of project-based learning (PjBL) in higher educational institution. Design/methodology/approach Using the interpretive structural modelling (ISM) technique, the study has developed a hierarchical-based model, depicting the mutual relationships amongst the key barriers to implementation of PjBL. Additionally, the paper has performed Matrice d’ Impacts Croises Multiplication Appliqué an Classement (MICMAC) analysis to categorize the barriers in terms of their driving and dependence power. Findings The study has identified the key barriers to implementation of PjBL and presented an integrated model using ISM. Higher educational institutions need to pay attention to diagnose and overcome these hindrances for effective implementation of PjBL in their programmes. Research limitations/implications The study adopts a systematic way to model the relevant barriers to implementation of PjBL. The ISM-based model would help higher education institutions to prioritize the issues as the barriers are hierarchically structured. As the input to model development is based on the experts’ opinions, it may be biased, influencing the final output of the structural model. Originality/value The presentation of PjBL implementation barriers in the form of an ISM-based model is a new effort. The model would be useful to understand the barriers and overcome these for the successful implementation of PjBL in higher educational institutions.
