The monograph presents the results of a study of the organizational and pedagogical conditions for the formation of managerial competence of the head of an educational institution in the sphere of culture, which has important theoretical and practical importance for the successful development of educational institutions in the sphere of culture in the context of the modernization of Russian art education. One of the topical fields of modern education is implementation of an inclusive approach which makes it possible to get equal rights and access to education for students without regard for their health condition. The purpose of the article is to carry out the analysis of the inclusive components of learning environment in educational institutions and of higher and secondary professional education (using the city of Volgograd and the Volgograd Region as an example). As a part of the study, an integrated model for inclusive educational environment, which contains technology (psycho-didactic), space-object, social and process components, was developed. Relying on this model, analysis and assessment of the state of the learning environment in educational institutions and of higher and secondary professional education of Volgograd and the Volgograd Region were made. The results showed that each educational institution has its own specific way of organizing inclusive environment; there is no common standard for its implementation. The research possesses both theoretical significance and applied functions so far as with the help of this model it is possible to assess the state of learning environment and building a unified educational system on the basis of all its components.

The article is a result of a theoretical and practical investigation of pedagogic practicum’s role in the formation of the fundamentals of students’ professional competences in the higher professional education the system. The article also considers the typologization of the basics and the conditions of the success in their formation. Pedagogic practicum is being carried out on the base of the higher educational institution or in other educational institutions. Normative documents in organizing and carrying out teaching practicum are worked out in the higher educational institution. The basics of teaching practicum are formed during the first practicum on the specialty. The advantage of the practicum is that it gives the students the opportunity to gain the first experience in profession; its acquisition is a main indicator in formation professional competences.

A 2-stage comprehensive psychological and physiological examination of freshmen of a higher naval educational institution was carried out. At the first stage, characteristic profiles of cadets were determined. At the second stage, the identified characteristic profiles were correlated with the traditional criteria for military-professional adaptation. It was found that the most often examined young men (according to the Leonhard Schmiszek technique) have such character accentuations as hypertimicity (81.8%) and demonstrability (53.1%), less often stuck (39.3%), pedanticity (19.6%), emotion (18.2%), exaltation (15.4%), and even less often cyclothymic (8.4%), excitability (7.7%), anxiety (2.8%) and dysthymic (2,1%). Cadets assigned to the passive-aggressive stereotype group manage worse in the main disciplines than cadets from other groups. Cadets with passive-aggressive stereotype have lower academic performance as compared to other groups. They have lower expert scores in discipline, neuropsychic stability, communication skills, credibility in a team and level of general culture. In addition, in cadets of this group, the mobility of the main nervous processes at the level of the motor analyzer is somewhat lower to the comparison group. The study showed that the characterological features in the form of mixing or opposing accentuations of characters revealed in cadets play in favor of their personal development, health and successful study only in about 2040% of cases. In other cases, these character features do not contribute to this and can develop into personal disorders incompatible with military service during the training process. Based on the results of the study, psychological and pedagogical tasks were formulated to improve the system of selecting of cadets for naval educational institutions and to improve their professional education.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved. New approaches to the development of the content, forms and methods of professional training of specialists of the new formation, as well as introduction of the modern technologies in the educational process of higher educational institutions are studied. It is noted that the educational process should be transformed in the direction of individualization of educational interaction, learning, formation of creative thinking and increase of independent work of students. It is characterized that a specialist-innovator is the bearer of specific innovations, their creator, modifier, it has wide possibilities and has an unlimited field of activity, since in practice it is convinced of the efficiency of existing technologies and teaching methods and can correct them, carry out research work, develop new methods and technology. The focus of this activity is the innovative potential of a future specialist. The directions of introduction into the educational process of modern technologies are revealed, where the teacher becomes more and more the functions of a consultant, counselor, mentor, since in professional activity not only special subject knowledge is realized, but also modern knowledge in the field of pedagogy and psychology, acmeology, technology of education and upbringing. In the course of scientific research, the preconditions for creating a concept for forming the readiness of future specialists for the implementation of innovation as the basis for improving the educational process, the essence of which is the introduction of modern tools and methods into the traditional system of education, is outlined. the pedagogical conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of training of future specialists in educational institutions are highlighted; substantiated the basic provisions, the observance of which provides the training of specialists of the new formation to the implementation of healthcare-saving technologies. It is emphasized that in the educational space of a higher educational institution it is necessary to create conditions that will promote the formation of the right attitude of health professionals to the health of the future as the main value of the person that will significantly stimulate their reflective activity and awareness of personal responsibility for the health of their pupils.

The educational program «Management in Tourism and Hospitality» implemented at the Federal State-Funded Educational Institution of Higher Professional Education «Russian State University of Tourism and Service» is constructed in such a way that the primary emphasis is placed upon the management processes in the organizations. That said, a number of the competences containing the requirements as to the training for professional activities in the bodies of state and municipal administration (in particular, in tourist administrations) may be insufficiently mastered by the graduates. For example, the competences related to the organization and regulation of service activities. As far as is known, in the current context the service component in a tourist product is the important factor affecting its competitiveness. The introduction of discipline «Service Quality and Design» into the curriculum will allow to change to some extent the current situation. This discipline will help students to acquire expertise, knowledge and skills regarding the existing concepts of service activities; the methods of service activities organization in tourism and hospitality; the service management and its role in the improving competitiveness of a tourist product, tourism organization and tourist destination as a whole.

The article reveals the main problems of organizing mentoring in a secondary vocational educational institution, suggests ways to solve these shortcomings on the example of the Novosibirsk College of Food Industry and Processing. The situation of staffing of regional enterprises is highlighted, mentoring is analyzed as the activity of educational institutions and enterprises in solving problematic issues related to providing enterprises with in-demand specialists. The promising areas of activity and efforts of employers and educational institutions in terms of introducing the institution of mentoring are determined and evaluated. The potential for improving the efficiency of the educational process as a priority task of modern society is analyzed.

The article deals with the problems of professional education at the current stage of national economy’s development. The authors attract attention to the difference between the approaches to improving secondary and higher professional education. Government agencies of the highest level focus on improving the system of higher education and labour force training, but training of mid-level specialists has recently fallen out of their sight. Lately a great number of colleges have become part of higher educational institutions. However, during the latest reorganization of the Ministry of Education and Science, which resulted in foundation of the Ministry of Education, secondary professional education fell under the jurisdiction of the latter. The authors suggest uniting secondary and higher professional education into one single system and consider that as higher education. Line engineers will be trained at colleges (even on the basis of basic general education) but probably the term of training will be a little longer due to the fact that colleges are expected to be part of the university structure. Such educational programs could be implemented in regional branches of head universities to provide local industries, small and medium businesses with skilled workforce. The practice of students’ training proved that the division of Bachelors’ and Masters’ competences by the type of their future job is senseless as students do not determine their preferences for future occupation during the period of their studies. The authors suggest developing generalized competence models of graduates. The models could be used to formulate the requirements to the graduates with different level of education. Graduates with professional education will receive diploma together with a supplement containing the list of competences obtained. New Federal State Educational Systems of all levels of higher education read that professional competences are established by an educational institution itself. Therefore, the authors suggest considering issuing university diplomas instead of those of state educational standard.

Modern society is characterized by dynamism of social and cultural interactions in the context of globalization of social and economic processes. According to the authors’ opinion this increases the importance of improving the quality of training, all education, including higher professional education. Improving the competitiveness of higher educational institution may make on the basis of conformity of quality of the educational product to the requirements of actual and potential consumer demand. Globalization and information factors of the interaction of market actors largely determine the necessity of transformation of approaches to formation and functioning of higher education institutions today
