The article compares the characteristics of local government financial institutions and FinTechs in order to make an attempt to answer the question whether a local government financial institution may constitute a FinTech. The study analyses a particular case of using the business model based on blockchain technology for a local government financial institution, as well as discusses the possibility to base the functioning of such institution on the DAO concept. The article is summarised with the outline of the analyses of legal barriers concerning the creation and functioning of local government financial institutions as FinTechs.

This chapter discusses e-government initiatives in Namibia. A literature review shows that worldwide most e-government initiatives at national and local government are associated with the creation of websites with the aim of enhancing access to information. Whilst most governments are at this stage, a few have moved on to the stage of providing personalised e-services. The chapter provides the physical context, e-government readiness status, including the legal framework, and the implementation of e-government in Namibia. It also looks at the public or citizens' awareness of e-government. Using desk research, the chapter presents indicators used in e-government readiness assessments from various studies to show the level of Namibia's e-government adoption. A number of the indicators reflect some of the factors that hinder Namibia's progress in e-government implementation. In Namibia's case, some of these include the low usage of ICTs and affordability. The study concludes that Namibia is still at level one of its four-phase e-government implementation strategy.

This chapter examines the context in which ‘accounting-sustainability hybrids' were constructed in anticipation of the Environmental Reporting Act (ERA) passed in 2015 in New Zealand. Using governmentality perspectives, the researchers consider how the key individuals in local government discursively articulate the ‘sustainability programmatic' – sustainability policies that deploy the Act as a regulative intervention, the mediating instruments (reporting medium), and the hybridisation of accounting and sustainability (accounting-sustainability hybrids). The chapter draws on archival materials and qualitative survey of 90 key individuals from all 78 local authorities. The analysis showed that local mediating instruments were aligned with ERA and sustainability programmatics, resulting in modification of the existing hybrids and the creation of new ones. The chapter demonstrates how legislation facilitates action from a distance.

У статті сформульовано пропозицію з метою залучення молоді до участі у місцевому самоврядуванні в Україні надати можливість брати участь у створенні та діяльності органів самоорганізації населення громадянам України, які досягли 14 років та не є не­дієздатними або позбавленими права самостійно розпоряджатися своїми доходами. Також виявлено, що додаткового дослідження потребує питання прав неповнолітніх на загальних зборах громадян за місцем проживання. Проблема полягає в тому, який саме обсяг прав доцільно їм надати — обмежений обсяг прав з тим щоб вони могли брати участь в об­говоренні та вирішенні тільки питань, пов'язаних з органами самоорганізації населення, або повний обсяг прав, що дозволить їм бути повноцінними учасниками таких зборів.   This paper contains a proposal to attract young people to participate in local government in Ukraine by given the opportunity to participate in the creation and activities of community organizations to the citizens of Ukraine who are at least 14 years and not incapacitated or deprived of the right to dispose of their income. Author claims that the additional research is needed to question the rights of minors at a general meeting of citizens in the community. The problems lye in the scope of rights advisable to give them — a limited amount of rights so that they could participate in the discussion and resolution of only matters related to community organizations, or the full range of rights that allow them to be full participants of such meetings.

In an era of modernization as this is now very much in the development of applications that make use of the computer program. One of them, namely the creation of the budget costs using e-budgeting application. What is the e-budgeting? E-Budgeting is a financial system that is stored online with the aim of transparency for each party. This system is applied as documentation for the preparation of the budget is usually in an area. Anyone can access data budget compiled by a local government so hopefully can prevent attempts of embezzlement of funds. The application of e-budgeting was chosen because it can bring cost transparency can be seen by anyone who is shown through the website. The results presented in this study is the use of proven e-budgeting nature of transparency compared with the way that still are conventional. En los últimos años, al tiempo que se han ido consolidando las instituciones democráticas, hemos podido asistir al fenómeno de la creación de comisiones de investigación por parte de los ayuntamientos, en clara imitación del uso que de tales instrumentos se hace tanto por las Cortes Generales como por las asambleas legislativas de las diferentes comunidades autónomas.
 La falta de regulación expresa de las comisiones de investigación en la normativa sobre régimen local y su escaso desarrollo en aquellos reglamentos orgánicos municipales que las han recogido, aboca a que su análisis pase por el estudio de esos órganos en el seno de los de naturaleza parlamentaria, estatales –Congreso y Senado- y autonómicos, y a su necesaria contextualización en el régimen municipal. During the last few years, while democratic institutions have consolidated, we have been able to witness the creation of commissions of inquiry by the municipalities, in clear imitation of the use that the Parliament, as well as the legislative assemblies from the different Autonomous Communities, makes of this kind of institutions. The clear lack of a specific regulation for commissions of inquiry in the legislations of local government, and its poorly development in the municipal organic rules where they figure, entails that its analysis may go through the study of these bodies within the parliamentary nature, state –Congress and Senate– and autonomic, and that it is necessary its proper contextualization in the municipal regime.

The objective of this community service is to give an understanding and skill regarding the creation of biopore infiltration holes as a solution for the flooding problem in Purwadana village East Telukjambe district Karawang regency. It is expected that this training can increase the knowledge and skills of the people in Purwadana village to prevent and decrease the danger of flood due to overflowing of Cibeet and Citarum rivers. The community service is done in Sumedangan Sub-Village, neighborhood groups 03, community groups 02 Purwadana village East Telukjambe district Karawang regency. The service is done in July 2018. The community service is done through counseling with a lecture/seminar and discussion methods, training, and assistance in the form of biopore infiltration holes construction and distribution of biopore drilling tools from Karawang regency Environmental Agency. Result: 1. The training has increased the knowledge and skills of the participants in the construction of biopore infiltration holess. 2. The participants of the lecture/seminar are willing to make biopore infiltration holess. 3. The local government has supported the program by distributing 10 (ten) units of bio-pore drilling tools for Purwadana village. Recommendation: 1. The village head needs to instruct the villagers to construct biopore infiltration holes around their houses to prevent and decrease the danger of flood. 2. There needs a continued support/guidance regarding the biopore infiltration holes construction for the people in Purwadana village. Diharapkan hal ini dapat meningkatkan pengetahuan dan keterampilan masyarakat Desa Purwadana dalam mencegah dan mengurangi bahaya banjir akibat meluapnya Sungai Cibeet dan Sungai Citarum. Dilaksanakan di Dusun Sumedangan RT 03 RW 02 Desa Purwadana Kecamatan Telukjambe Timur Kabupaten Karawang. Waktu pengabdian selama bulan Juli 2018. Metode kegiatan pengabdian kepada masyarakat melalui penyuluhan dengan metode ceramah dan diskusi, pelatihan serta bantuan berupa pembuatan lubang resapan biopori dan pemberian alat bor biopori dari Dinas Lingkungan Hidup Kabupaten Karawang. Hasil kegiatan : (1) Pelatihan telah meningkatkan pengetahuan dan keterampilan peserta penyuluhan dalam pembuatan lubang resapan biopori. (2) Seluruh peserta penyuluhan berkeinginan untuk melaksanakan pembuatan lubang resapan biopori. (3) Pemerintah Daerah menanggapi program pembuatan lubang biopori ini dengan memberikan bantuan 10 (sepuluh) unit alat bor biopori untuk Desa Purwadana. Dari kegiatan ini dapat direkomendasikan bahwa (1) Perlu adanya himbauan dari Kepala Desa kepada masyarakat Desa Purwadana tentang pembuatan lubang resapan biopori di lingkungan rumah agar dapat mencegah dan mengurangi bahaya banjir. (2) Perlunya pembinaan kepada masyarakat Desa Purwadana dalam pembuatan lubang biopori. Kata Kunci: lubang resapan biopori, pencegahan banjir
