In an educational institution, especially higher education, producing qualified graduates is the highest priority achievement. The quality of the graduates is highly dependent on the applied learning method. However, sometimes universities have difficulty in determining appropriate learning for their students. Determination of this decision requires a tool that can facilitate decisionmakers in analyzing all the considerations in choosing decisions. Another challenge is when the decision is shared among multiple stakeholders with equal contribution. It consequently creates a need for a mechanism that can provide an equal contribution for each stakeholder. The research tries to create a model to design a tool that can determine the decisions that need to be taken. This model is built with the Multi-Criteria Decision Analysis (MCDA) approach. MCDA is selected because it can be implemented in a collaborative ecosystem where multiple stakeholders are involved. Then, a literature study is conducted to determine the attributes and decision-making parameters. In addition, the primary data derived from interviews to a total of 40 respondents consisting of students, lecturers, and staff are taken into consideration to complete the literature study. The literature review and interview output are then translated to some parameters that influence an effective learning system. The result shows that this model can be used as a reference in developing a web-based application as an implementation of MCDA.

The article reveals the peculiarities of development of distance learning system for law-enforcement higher educational institutions in post-pandemic period and provides generalization of distance learning possibilities on the example of the higher education institution of the State Border Guard Service of Ukraine. The authors indicate that the border guard service should pay more attention to implementation of a holistic and logical system of distance learning both of officers and junior staff. The results of the survey showed that the distance form of training of cadets under restrictions of pandemic becomes one of the main forms of training at the law-enforcement higher educational institution. Among the major drawbacks of the currently functioning distance learning system are the technical capabilities of currently used ICT, web-platforms and application, their stability and quality of communication, time of uninterrupted sessions, limitations on the number of participants and feedback from the audience, the number of equipped workplaces, possibility of organizing mobile learning.

ABSTRACT Use of Technology is empowering teachers and students, and enhancing teaching and students’ achievement which has been highlighted in several studies. Well planned lessons integrating technology are often more engaging, memorable and inspiring to students (Tornabene, 1998). Attitudes refer to one’s positive or negative judgment about a concrete subject. Attitude is a major predictor of future use of technology. Student teachers have positive attitude and are highly enthusiastic about interactive whiteboards as an important feature of teaching and learning, and this motivated them to practice using the technology (Kennewell, & Morgan, 2003). The purpose is to create new opportunities in teaching and learning by integrating computer, multimedia, and network technologies. However, it is not clear whether use of this new technology will automatically result in effective learning or make students dependent on technology to learn. Will Students use Technology appropriately? The same doubts prevailed with the invention of the printing press, radio, and television. All of them have positively contributed in access to information that can be transformed into knowledge and wisdom thereafter. Proper use of technology can become an effective tool to enhance learning. This research is an attempt in understanding the attitude of teachers as well as students towards the role of technology in higher education. The study is based on primary data collected through a sample size of 130 units consisting of 100 students and 30 teachers from universities located in NCR, India. Factor analysis has been conducted to measure the attitude of the teachers and the students. The study was been conducted in NCR, India and leaves the scope of further research in Higher Education across the globe.

Meunasah is one of the basic levels of traditional Islamic educational institutions in Aceh. Which to date continues to be vehement with recitation and other civic activities. aims to find out the origins and the development of meunasah as a basic traditional Islamic educational institution in Aceh. This research applied a literature study by collecting various references. The results showed that meunasah had existed since the formation of the Islamic community in Aceh. The development of meunasah as a traditional Aceh Islamic education institution was only discovered during the period of Sultan Iskandar Muda (1607-1636).

Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001: 2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article reveals the problem of finding pedagogical conditions of the formation of a sanitary and hygienic culture of future engineer-teacher in the field of food technologies. The peculiarities of the formation of sanitary and hygienic culture in future specialists in the educational process of higher education are highlighted. They will provide the following pedagogical conditions: providing positive motivation of future engineer-teachers of food technologies to form sanitary and hygienic culture through updating introduction of interdisciplinary links with the relevant software and methodological support; introduction of the discipline of free choice; using the potential of industrial practice to gain experience in the formation of sanitary and hygienic culture.The transition of the state from a planned to a market economy requires an increase in the competitiveness of food production, so the future engineer-teacher in the field of food technologies must meet high requirements for the level of ability and willingness to act effectively in professional activities, which involves solving various socio-psychological, economic and technical problems with the possibility of introducing new educational technologies. Purposeful activity in the direction of rethinking the formed stereotypes, the search of new pedagogical approaches in terms of increase of own professional readiness and professional and personal qualities will allow the future engineer-teacher on completion of the higher education institution to possess a complex of engineering and pedagogical knowledge necessary for future productive professional activity. The effectiveness of training depends on the environment of the higher education institution and specific conditions for the educational process, i.e., to establish the level of readiness of the future engineer-teacher, it is necessary to determine the pedagogical conditions to ensure an effective educational process. The purpose of this article is to analyse the interaction between the dynamic information environment (IE) and the operational environment to promote the cooperation of the higher education institution with business life and enhance the external impact of the institution on its environment. The dynamic IEs are analysed to manage the information systems and internal processes in an educational institution and their cooperating partners. This article is organised as follows: The article introduces the approach of IEs and operational environments. Then the concept of a dynamic IE is used to analyse the information systems used in the core internal processes of the higher education institution. The study also describes the partnership in a dynamic IE. Thereafter, a short case study is presented about partnership using the electronic Optima platform at the Turku University of Applied Sciences (TUAS). Finally, the results of the study are summarised in the concluding section.

Behavioural economics have become hot topic in research and debate in last few decades. In the context of behavioural economics, it is possible to summarize resemblances and create a system based on predication and regularities of errors, by analysing consumer’s behaviour, which allows to solve issues of future process development. In paper “Applying behavioural economics in education: study of undergraduate practices of selecting educational institutions” the authors identify key factors which influence undergraduates to choose higher education institution. The purpose of this paper is therefore to identify key elements of the behavioural economics that can be used to influence undergraduate selection development in favour of higher education institution. Additionally, within the framework of the study are applied insights of behaviour economics, which help guidance general understanding of undergraduate decision making. Particularly focusing on heuristics, that undergraduates are using to ease the complexity of decision making, which can lead to systematic errors and bias. This study per se synopsizes the definite findings of developing behavioural economics, which allows to apply this knowledge to study undergraduate choice in selecting higher educational institution. In this study were used numerous methods, including literature review, interviews with representatives of higher education and behavioural economics experts and surveying undergraduates.

The task of an educational manager is to plan, design and implement an efficient and effective learning system, responsive to the needs of the learner and of society. Financial constraints in higher education require greater accountability. The present study identified a set of items to measure the impact of seminar/discussion and laboratory formats. Corrected split-half reliabilities reached .89 and .93 for two 8-item scales.
