Education plays a significant role in all of the strategies made and initiatives taken to achieve various outcomes of ASEAN. One of the core strategies which engage the Higher Education sector to meet the ASEAN Community in 2015 was “Cross‐border mobility and internationalisation of education—to promote regional sharing, cultivate a regional perspective among member states and contribute to the spirit of regional unity and excellence.” The purpose of this practice note is to find and analyse initiatives taken by the Government and Higher Education institutions focussing in Indonesia, the largest population and largest economy country in ASEAN and how the initiatives positioned the education in the region. This note is intended to contribute to the knowledge of ASEAN Community, especially on its education area.

Purpose The purpose of this paper is to report the findings of a series of interviews conducted with a number of managers of Chinese private higher education institutions on the growth of the private higher education sector in China and the relationship it has with the government. Private higher education managers in China do seem concerned with the regulatory impediments to their institutions’ development and the difficulties involved in competing with state-funded institutions. Design/methodology/approach The paper uses a series of interviews conducted with a number of managers of Chinese private higher education institutions on the growth of the private higher education sector in China and the relationship it has with the government. Findings The research found that private higher education managers in China do seem concerned with the regulatory impediments to their institutions’ development and the difficulties involved in competing with state-funded institutions. Originality/value This work is the only one of its kind in the academic literature.

Globalization, the transfer to knowledge society exposes the environment of higher education institutions (HEIs) to increasingly complex operating conditions. The universities have to address additional demanding tasks with often-staggering public funding at their disposal. The paper aims to depict the interaction of government – managers – and higher education (HE) sector – employees – in the context of recent university governance reforms, which in its essence is another manifestation of managerialist policy followed by the government. The paper starts with contextual information on the HE system in Latvia and its antecedently limited public funding. It then touches the introduction of the performance-based funding model. The review of the funding model came as a reaction to dramatic public funding cuts within the higher education sector that were triggered by the economic crisis 2009-2012. The paper outlines the expectations of the higher education sector that additional public funding will be invested as soon as the new funding model is implemented. However, quite surprisingly for the higher education sector, the newly elected government decides to reform the internal governance of public higher education institutions instead. The depicted context is analyzed against the concept of managerialism and its influence on the higher education sector, specifically on the deterioration of collegiality as the traditional form of university governance. The paper explains, why the plans to reform the university governance in Latvia by introducing university boards with external stakeholders represented there have been met ambiguously by the higher education sector. The authors seek to answer the seemingly irrational series of actions taken by the Latvian government and do so referring to phenomena of managerial ideology, as well as cautions against the rule of uncompromising, forthright managerialism within the public sector. The article finds, however, that pure collegiality is no longer viable in the higher education sector in Latvia, and different manifestations of managerialism are there to stay in the higher education sector. Therefore, ways need to be found to adopt and draw benefits from the induced changes. Understanding the rational reasons behind seemingly irrational reforms introduced by the government is the first step in this direction. The next step, but this would be then the subject of further researches, would be to detect the conditions in which the incoming managerialism may undermine or reinforce the quality of higher education.

Higher education in Indonesia is regulated by the government with the Higher Education Accreditation (APT). In APT 3.0, Higher Education is required to be able to present performance data in the form of a Higher Education Performance Report (LKPT) as a reference in making a Self-Evaluation Report (LED). However, it is necessary to have an in-depth analysis to determine the gaps in the data required by Higher Education according to the APT 3.0 standard. The process of integrating the samples refer to the Zachman Framework (ZF). The results of this simplification that the data is available in support of APT 3.0 approximately 79% of the total data both inside and outside the core business of Higher Education and is well managed in an integrated database. The remaining 21% of the data that are not available is spread across several information systems, especially SIMMawa, SIMHumas and Cooperation, and SIMAKU. This shows that the change in accreditation standards that have been in effect since April 2019 has created a significant data gap for Higher Education. This research also produced an alternative model of integrated data management that can be used as input for Information System developers in the Higher Education scope.

Notes remain to be playing a significant role in the curricula of higher education institutions, however, the amount of online materials has increased over the past years, primarily thanks to the project EFOP 3.4.3. The advantages of these developments’ direction can be easily recognised as they correspond to the expectations of the students and of modern times. However, following the traditions of preparing notes, each institution currently develops their own education material and curriculum, at most only sharing their experiences in educational methodology at conferences and workshops. Nevertheless, the question arises as to why higher education institutions do not cooperate to develop their curricula together, or why they do not adopt each other’s already existing curricula. The question may also be important because the development of online curricula presents considerably higher costs than developing and preparing “written” notes. A multitude of other questions concerning this issue arises, detailed further by the lecture: - Can the custom of only accepting the institutions’ own lecturers’ materials be broken? - Can cooperation in curriculum development be achieved? If yes, what is required for it? - How can a structure be devised for curricula used by multiple institutions that allows for maximum flexibility and modularisation for application? (‘Bunch of grapes’) - Is it true that if applying the same curriculum, there would be no difference between the courses offered by different higher education institutions? In my lecture I provide a possible answer to each of these questions.

Internationalization is an emerging trend in the development of higher education institutions (HEIs). Around the world, several projects and university associations and collaborations are launched to enhance internationalization including in Indonesia. For Indonesia, internationalization is an inevitable process and considered as a strategic step that Indonesian government should take in the globalizing world, especially after the ratification of the General Agreement on Trade in Services (GATS) by the government in 1994. Since then, the Government of Indonesia revises and produces policy and statutory regulations to promote international education in Indonesia and guarantee a good practice of integration of international dimension. Although many studies have been conducted to analyze this trend, very few studies focus on the legislations support for internationalization. For this purpose, the authors analyze the regulation with a normative juridical approach.

Higher education institutions (HEIs) are in knowledge intensive environments and play a central role in knowledge creation and production through research, learning, and teaching. It is important to consider that knowledge plays a vital role to HEIs and thus could benefit from established KM practices. The aim of this chapter is to evaluate the practices or implementation of knowledge management (KM) within HEIs in the context of Brunei Darussalam. It examines the importance, processes and the challenges or barriers of KM practices. The findings demonstrate that among the HEIs in Brunei that have developed KM initiatives, there are differences in the role and approaches. This verifies that KM is multifaceted concept and contextual in practice. Moreover, the findings revealed how knowledge in theory is managed and conceptualised. In conclusion, KM plays a significant role in HEIs in Brunei Darussalam with a contribution through a conceptual KMPro framework which has the potential to provide a guideline for HEIs practitioners to succeed in KM which was criticised as elusive.

Higher education institutions have undergone significant changes concerning college admissions. Leading countries for higher education, such as the United Kingdom and the United States, as well as countries in Asia such as China, Korea, and Taiwan are making changes to their higher education systems. There is also a call for change in college admissions in Japan. Japanese universities, especially national universities, have heavily relied on test scores for student selection. However, universities are currently shifting theircollege admissions processes toward a holistic review approach. This involves making admission decisions by assessing not only academic achievements, but also students’ backgrounds, personal experience, and potential. This task was initiated by the government in response to the changing concepts of knowledge and fairness, as well as the perceived desirability of attracting students with diverse educational backgrounds. For higher education institutions both in Japan and abroad, college admission reforms become a necessary process. Japan, where the government has the most power for making decisions, offers other countriespriceless lessons about how top-down education/admission reforms are implemented or impeded.

ABSTRACT This article analyses the widening access policies implemented by Brazil during the 1990s and in 2016. It cites and evaluates the different strategies used by the government, such as student loans, needs-based and race-based quotas. In the context of a highly privatized sector, in which for-profit higher education institutions account for over half of the existing higher education institutions in Brazil, the results display a relative growth in higher education access based on minorities and needs-based communities. However, it also showcases some trends not achieved as originally planned by the government (specially increasing higher education participation in regions other than the south and the southeast) and serves as a point requiring further research to evaluate the influence on the lives of students and graduates. This study uses government and publicly available sources to analyse the impact of this strategy over time.

Although international branch campuses have become an established part of the cross-border higher education landscape, there is still debate about what an international branch campus actually is. The purpose of this article is to propose a revised definition of “international branch campus” that is clearer and more implementable than existing definitions. To achieve this goal, we considered how the terms “branch” and “campus” are used in business and higher education, and then identified the core features of these campuses.
