It is established that for the effective functioning and ensuring a high level of competitiveness of agricultural formations it is necessary to qualitatively develop all the constituent elements of the resource potential of the business entity. The main place in this belongs to the assessment and effective use of fixed assets, material, labor, financial, information components of the resource potential of the agricultural enterprise as a basis for successful and socio-economic development of the whole system. It is determined that the strategically oriented resource potential of agricultural formations is the availability of a sufficient number of quality resources of the economy and strategic competencies in the management to form and implement a strategy of action to achieve the goals of the enterprise. Methods for assessing the effectiveness of resource management of agricultural formations are studied. The method of determining the integrated indicator of the efficiency of the resource potential of the enterprise in terms of financial, material and labor resources is considered. Integral assessment allows you to compare the achieved level of management efficiency as a whole resource potential of the enterprise and its individual components for a certain period, for a better understanding of the situation, the period is chosen not less than 5 years. Formed stages of the process of forming strategic management of resource potential of agricultural formations which include strategic analysis, development of strategic goals, formation of strategic standards, strategy selection depending on the level of resource potential, formation of measures to ensure effective strategy implementation, evaluation and control of the proposed strategy. The assessment of the level of efficiency of resource potential management and its components of agro-formation is carried out and the matrix of actions according to the reached level of efficiency of resource potential management is filled. The calculation of single, group, complex and integrated indicator of efficiency of management of resource potential of agroforming is carried out. The defined level remains only at a sufficient level, which necessitated the formation of an overall strategy for resource management. A system of strategic management of resource potential is proposed, which demonstrates the process of formation of resource potential and exerts managerial influence on economic processes and its strategic development. The system of strategic management of resource potential is primarily focused on the effective implementation of the functions that underlie agricultural formation. The basis of the developed system was the task of rational and balanced formation of resource potential and to ensure the competitiveness of the economy.

For most domestic small and medium enterprises is characterized by the use of a system of indicators only of financial performance. Such systems are inconspicuous, because in modern conditions becoming increasingly important: assets of enterprises, market factors, innovation potential, etc. There is a need to form new criteria for assessing the level of innovation potential of enterprises, which would allow to cover all important areas of activity and the success of their interaction with the external environment. The developed systems of indicators are not sufficiently adapted to the Ukrainian realities, therefore they need some improvement and modification, which may be the subject of further research on the formation and increase of innovation potential and innovative development of small and medium enterprises. The article identifies the stages, content and principles of resource potential formation and approaches to assessing the innovation potential of small and medium enterprises. Evaluation indicators, which can be used to obtain comprehensive quantitative and qualitative information about the innovation potential and innovative development of the enterprise, forms a system of economic indicators. The formation and implementation of such a system contributes to sound planning, effective control and operational regulation of the level of innovative development of the enterprise. Based on the basic principles of forming a system of indicators for assessing the level of investment potential of enterprises, known systems of indicators and our own research, we have identified five groups of indicators for assessing the level of innovation potential of enterprises, namely: indicators of product innovation; indicators of resources for innovation (material, financial, labor, energy, information, intangible); indicators of innovation activity; indicators of the management system and indicators of the level of innovative development. Each of these groups characterizes a certain aspect of small and medium business.

The authors are of the opinion that in order to answer the question of Russia's resource potential utilization it is necessary to measure national resources, estimate their real size, the degree of their assimilation and effectiveness. Coefficients of resource potential assimilation are considered, which suggest not only its low level but also the absence of corresponding demand. For making specific decisions aimed at increasing the level of resources utilization the authors propose a number of measures.

The analysis of present-time directions in the study of social development has allowed to identify the resource approach as the most productive one which enables to assess social dynamics through the range of resource characteristics of different population groups and abilities of the relevant groups to apply development resources in the current economic and institutional conditions. Basing on the sociological survey conducted by ISAP RANEPA, the quantitative estimation of material and social recourses of the population has been made; integral values of the resource potential have been calculated as well. The issues of social structure formation are analyzed through the aspect of resource availability; the barriers of Russian middle-class enlargement are defined.

The purpose of the article is to analyze and substantiate the development of tourism business in Ukraine as a priority component of the national economy. The methodology of this study is to use analytical, spatial, geographical, cultural and other methods. This methodological approach provided an opportunity to carry out a complete analysis of the state of the tourism industry of the state and to draw some conclusions.The scientific novelty lies in the coverage of the real and potential resource potential for the development of the recreational and tourism sphere in Ukraine, detailing the measures for the country ‘s entry into the world tourist market. Conclusions. Analyzing the state and prospects of tourism business development in Ukraine, it should be noted that this industry is one of the priority areas for improving the economy of the country. Historical, cultural – ethnographic, gastronomic, sanatorium and resort potentials of the country will lead the country into world leaders of the tourism industry when creating favorable conditions for investment and proper marketing.

The article is devoted to the specifics of studying the industrial labour force of Russia in the 1920s - 1930s in Russian historiography. The various stages of study from the 1920s through the 1930s and up to the last years are concerned. The relevance of the study is due to several factors. These include contradictions in the assessments of Bolshevik modernization of the 1920s and 1930s; projected labour force shortages in modern Russia; as well as the existing labour force shortage in industry at the moment. This determines the relevance of studying the historical period, which was characterized by the most acute personnel problems in the country. The novelty of the study is due to the fact that in modern Russian historiography there is no holistic, integrated view of the problems of the labour force potential formation of Russian industry in the 1920s and 1930s. It is noted that there is no research aimed at analyzing the historiography of these problems. The main stages of the study of industrial labour force are highlighted. The analysis of scientific works correlated with each stage of the study of the topic is performed. The problems and methodology of each stage are considered. A review of a wide range of scientific papers both articles and thesis is presented.

Subject. The article discusses the prospects for the development of the Krasnoyarsk Krai and the implementation of the import substitution programme. Objectives. The article aims to analyze the tax potential of the Krasnoyarsk Krai, highlight the main problems, and identify possible directions for further development of the Krai. Methods. For the study, we used systems and institutional approaches, the methods of statistical and comparative analyses, and data tabular and graphic visualization. Results. The article identifies the main obstacles to the sustainable development of the Krasnoyarsk Krai. Conclusions. The Krasnoyarsk Krai has a strong economic and resource potential for further development, which is not being implemented properly.
