The present research features the Russian flour-milling industry. Flour manufacturers are a key component of the bread- baking complex of Russia, which ensures the food security of the country in the conditions of import substitution. However, large flour mills have recently experienced a decrease in profitability indicators, and production of low-quality flour by illegal producers has increased. Hence, the quality management system of flour milling enterprises requires new methodological approaches to assess the effectiveness of quality control procedures and innovative ways to improve product quality management that would ensure the competitive advantage. Quality management should be based on representative information obtained by using differential or complex methods, with numerical values established by measuring various indicators of product quality, i.e. objective and subjective. The quality assessment system should be used to determine the quality level at each stage of the innovation process, which will allow for effective management decisions. The considered quality assessment methods were adapted to the sectoral specifics of the milling industry, since the efficiency of grain processing largely depends on the stability of regimes at all its stages. The paper introduces an economic and mathematical model that includes the calculation of three groups of assessment indicators: the quality of preparation of raw materials for grinding, the quality of the technological process, and the technical level of production. The performance indicators of their activities proved to be significantly affected by the quality characteristics of the processed raw materials, the efficiency of process control, and the use of the potential of the technical level of production. The analytical studies conducted by the authors revealed trends in the product quality management at sectoral enterprises and proved the need to use system-oriented innovative solutions at all stages of flour production.

Problem setting. Building a quality management system requires considerable effort from the staff of the executive branch. It will be easier to make these efforts if their purpose is clear. The purpose of the introduction of quality assessment of administrative services is to improve their quality and, as a consequence, to improve the mechanism of relations between citizens and the government.Recent research and publications analysis. Researches of such scientists as O. Babinova, S. Dubenko, A. Kirmach, V. Melnychenko, N. Plakhotniuk, V. Soroko, V. Tymoschuk, and others are devoted to the problem of forming of quality assessing system of administrative services. However, despite the focused attention of scientists to the process of forming a quality assessing system of administrative services, some unresolved aspects remains. One of them is systematization and generalization of the approach to the formation of a quality assessing system of their provision.Highlighting previously unsettled parts of the general problem. The current practice of providing administrative services in Ukraine has a number of significant shortcomings. Among them: process of responsibility transfer of administrative authorities for collecting certificates, process of document approval, unreasonable collection of fees or its excessive amounts for usual services, setting of an inconvenient reception schedule, improper legal regulation of procedural issues services, etc.Paper main body. Administrative services are a very important element in the relationship between administrative authorities and individuals and legal entities. We face this phenomenon almost every day, so it is very important that administrative services are provided in a quality and timely manner. Administrative services are public authorities aimed to provide conditions for the exercise of the rights of citizens.Relations between administrative institutions and individuals should be based on such principles as the rule of law, legality, proportionality, responsibility, openness, procedural justice, accountability. With this in mind, an assessment of the quality of administrative services is necessary to check the performance of administrative institutions, how well and quickly they perform their duties. In modern practice, we understand that comprehensive quality indicator should be presented as a set of indicators of service quality and service quality. The quality assessment system forms a set of criteria that covers all possible aspects. These criteria are indicators that are the basis for standards setting for the provision of administrative services and which can determine how well the needs and interests of the citizen are met in the provision of a particular service and how professional is the activity of the administrative authority. The latest models of public administration are focused primarily on creating a flexible and effective system, strategically aimed at the client – the citizen. The purpose of assessing the quality of administrative services is to improve the quality of the services themselves. Administration should be replaced by management with its ideology, methodology, best practices and techniques. General approaches to the formation of the quality management system in the authorities include definition of all services provided by this authority. The quality of administrative services should be assessed on the basis of established criteria to be able to evaluate and standardize the processes of providing these services. Conclusions of the research and prospects for further studies. Today, the administrative services provision in Ukraine should become a pilot process, the effectiveness of which would finally be recognized by the whole society. The prestige of administrative services would significantly increase confidence in the authorities. International experience shows that an important prerequisite for improving the services quality, provided by state executive authorities and executive authorities of local self-government, should be the formation of an assessing system and maintaining the level of quality of services provided to citizens. Such an approach leads to the analysis and identification of bottlenecks in the existing methodology for forming a system for assessing the quality of administrative services.European standards for quality assessing of administrative services includes a set of principles, norms of formation and implementation, requirements for civil servants. This set creates the basis for approaching certain, recognized by the world, standard for the implementation of modern level of quality assessing of administrative services. Adherence to the standards will bring Ukraine to a new level of interaction between the state and citizens, as well as the provision of quality administrative services.

BACKGROUND From the perspective of medical ethics, patient safety is the core before any other factors within health science. As the application of health science, medical services are inseparable from the safety of patients' lives and medical ethics. Scope of its practice is composed of statutory and individual components, includes codes of ethics and other resources. As the Quality Management Center of Clinical Nutrition in Jiangsu, it is the system`s responsibility to standardize and improve the professional performance within the province`s tertiary hospitals. Their quality assessment comes from the reported data of all CND among these hospitals, such as human and material resource, professional practice, foodservice operation, patient`s satisfaction, and nutrition education presentation for hospital and community. Within this information era, most of the current information is network-based, as well as the data of healthcare. An electronic system that automatically collects medical information can realize timely monitoring of patient health, improve the effectiveness and accuracy of medical treatment. From a medical quality perspective, a reliance intelligent management system can improve data curation, reduce human resource costs, and contribute to facilitating continuous improvement. As one of the inventions in the information era, AI shows its strong adaptability to the network-based health-care system. It can be introduced into clinical behavior detection accurately and automatically, and of great significance for reducing the incidence of treatment errors and ensuring patients safety. However, the amount of digital data has increased dramatically after the appliance of online system5. A crucial consequence is that data management has become more complex, which has increased the necessity for methods that are able to deal with the quality assessment of digital information. From the perspective of QM and the discipline development of a medical specialty, such as CN, the specific indicators and the application evaluation of AI are important to achieving quality control goals. To our knowledge, the application of AI into medical service quality assessment has merely been evaluated, especially for CND. There existed a unified platform for all the QM centers of various medical specialties set up by the Jiangsu Provincial Health Commission. After its broken-down in October 2017, the QMCNJ became the first center to independently develop and promote the application of its online platforms named “Jiangsu Province Clinical Nutrition Management Platform”. It was officially launched in the QMSNJ in 2019 and successfully promoted to 70 CND within the quality control system. They are required to fill in relevant information regularly in accordance with the regulations of “Strengthening the Management of Provincial Medical Quality Management System” formulated by JPHC, which has revised in September 2020. Since the stable application of this platform for two years, its effect in QM required to be validated. At the same time, the application value of AI and the development of the CND in Jiangsu can also be clarified. OBJECTIVE To critically evaluate the Quality Management System (QMS) for Clinical Nutrition (CN) in Jiangsu. Monitor its performance in quality assessment as well as human resource management from nutrition aspect. Investigate the appliance and development of Artificial Intelligence (AI) in medical quality control. The most pressing problems of the food industry today are the quality of food. The main factors influencing this indicator are the quality of raw materials, the technical and technological level of enterprises, the quality management system and food safety. Milk quality cannot be improved in the processing process, at best it can be stabilized, so the milk quality management system should focus on the technological processes of its production and primary treatment using a preventive approach. The sanitary and hygienic quality of milk production is a complex problem that is determined by a number of factors that combine the notion of "technology and culture of production". General bacterial contamination of milk raw materials should be considered as a collection of sources of ingress of microorganisms into the technological environment, in particular the microflora of the surface of the udder and lobes; microflora of udder channels; microorganisms of milking equipment, milk lines, milk packaging; microflora of personnel and environment. The traditional scheme of primary milk treatment provides a consistent picture of the quality and safety of raw milk obtained from its production. Measures to improve the quality and safety of raw milk through additional use of the decontamination process are proposed. The use of ultrasonic cavitation technologies for milk disinfection allows to increase the quality of milk and to get more money for the farm, to provide quality raw materials for dairy enterprises.

Risk assessment is an integral part of an enterprise's quality management system. The risk of low quality products is the most significant risk, as it is directly related to the concept of enterprise competitiveness. The paper analyzes the scientific papers related to the assessment of the quality of products, processes and services, their disadvantages, possible limits of application. It is proposed to use mathematical dependences to obtain estimates of product quality indicators on a dimensionless scale. Knowing the density function of random variables of product quality indicators and knowing the mathematical dependence of their estimates on a dimensionless scale, it is proposed to obtain the density function of estimates. Knowing the function of the density of estimates of quality indicators, it is proposed to find the probabilities of risks of the assessment of quality indicators in any given interval on a dimensionless scale. A method for assessing the risks of low quality products has been developed

We have researched the scientists' opinions on the classification of product quality control and, based on the research conducted, organized a classification using a scientifically based approach. In general, the attention of scientists is paid to factors affecting the quality of products, while issues of the quality control system and factors of influence on it are insufficiently investigated. We have identified and grouped the factors influencing the quality control system of domestic meat processing enterprises by organizational, technical and subjective features. We conducted a survey of leading specialists of the most successful representatives of the meat processing industry today in order to identify the rating of negative factors. The most important factors of influence are the serviceability of equipment, devices, working tools and measuring instruments, through which the level of its quality is measured. We investigated the typical scheme of the production process, indicating the quality control points of domestic meat processing enterprises. We have found a lack of control of the value of meat raw materials at the entrance, which does not allow calculating with suppliers of raw materials, depending on the categories to which the pork actually belongs. We recommend that quality control be performed at the slaughter section between the 4th and 5th stages of the technological stage, namely after the sting of a pig with the use of special devices that are currently absent in domestic meat processing plants. The proposed measures to improve the quality control system will provide an opportunity for a comprehensive assessment of its quality and contribute to a reduction in the cost of production, resulting in increased profitability of enterprises, which suggests the feasibility of their use for meat processing enterprises in Ukraine. The three-dimensional matrix model of quality control of products of meat processing enterprises has been developed. The advantage of this model lies in the coherence of all parameters, as well as in establishing interrelationships and interdependencies between them. It is proved that the application of the proposed multivariate matrix model of product quality control in the indicated parameters enables to evaluate the quality of the meat-processing enterprise's products, taking into account all parameters of control, namely levels of control, types of control, stages of the control process and can be used for any subject of economic activity taking into account industry specifics and specific management objectives.

Relevance. Fracturing of the array is one of the main factors in the formation of quality blocks of decorative stone. Systems of natural cracks form a separate rock and determine the shape and size of structural blocks, which determines the possible output of conditioned block products from the array, the choice of the method of preparing the rock for excavation, the location and direction of movement of the mining front in accordance with the nature, intensity and elements of the occurrence of cracks. To control the quality of decorative stone blocks, modeling and forecasting optimal parameters, it is necessary to investigate the possibility of identifying fractures and then determining their geometric parameters using modern digital equipment. Purpose of research is to analyze the quality management of the extracted rock based on the use of mathematical modeling technologies. The methodology of the work consists in using methods of mathematical modeling, as well as statistical data processing. Results. The practical application of the results is to apply the developed methods in order to optimize the quality management system of the extracted rock and increase its efficiency. As a result of practical research, a rational ledge height of 5.8 m has been established for the conditions of the granodiorite Deposit, which allows to ensure the necessary production capacity of the quarry, high productivity of mining equipment, safety of mining operations, minimal economic costs for mining operations, low production costs and minimal losses of block raw materials. Conclusions. The analysis of the complex of mining operations of mining enterprises allows us to make a conclusion about the need to introduce new technologies into production that would ensure the automation of work, increase the reliability of measurement results and calculations.
