INTEGRATED INDICATOR SYSTEM FOR SENSITIVITY ASSESSMENT FROM MARINE INFRASTRUCTURE BY COASTAL LOCAL MUNICIPALITIES

Development of marine port infrastructure leads to increase of pressure on the marine and coastal environment of the St. Petersburg and Leningrad region. Integrated indicator approach to comparison coastal local municipalities within region in temporal scale can provide information on the environment sensitivity and main stressors, which have an impact on the environment. Special attention paid on the local municipalities, where marine port operations are under development. Integrated indicator approach is developed, based on environmental impact assessment of current situation in a port area and using general economic parameters, shows a complex evaluation of current situation in a region and its local municipalities that reflects a coastal sensitivity to marine port activities. Dimensionless calculated parameters give possibilities to compare municipalities in different regions between each other. The paper presents results on comparison environmental and economic indicators for coastal local municipalities in the Leningrad region for the period from 2008 to 2015.

This paper mainly focuses on the current situation of collaborative water pollution management in the Nanjing-Zhenjiang-Yangzhou Region metropolitan area. For this purpose, a synthetical, innovative and more comprehensive indicator system, based on PSR theory and the degree of regional synergy, which is also suitable for further evaluations towards regional collaborative water pollution management, was constructed by analyzing the existing theories and programs of collaborative regional management. The indicator weights are determined by fuzzy hierarchical analysis. The current situation of water pollution cooperative management in Nanjing-Zhenjiang-Yangzhou metropolitan area is evaluated as good with a probability of 0.9453 in the third grey class by a grey clustering model combining the data from the annual environmental bulletin of the Environmental Protection Bureau of the three cities and 2018 Nanjing Yearbook etc. Finally, several policy suggestions are given.

Currently, there is no unified approach to determining the assessment of stability of coastal eco-socio-economic systems as separate objects of study and forecasting their state caused by influence of various factors. The paper proposes a methodology for comprehensive assessment of stability of such systems in tasks of spatial planning and socioeconomic development of a maritime complex based on an indicator approach. The main novelty is the use of a combination of analytical, indicator and geoinformation methods based on the analysis of statistical information. The result is a unified and quantitative methodology of multifactor sustainability assessment of coastal eco-socio-economic systems, which gives the opportunity not only to analyze numerical estimates of sustainability, but also to evaluate and analyze trends of the system. It is proposed to use a comprehensive indicator system consisting of five factor subsystems: general economic, sociodemographic, resource-industrial, nature-environmental and political-geographical. Due to the indicator approach and methodology of using statistical parameters, it is possible to obtain quantitative estimates both for individual parameters and factors and their entirety in the form of a comprehensive integral indicator of stability of the coastal eco-socio-economic system. This method can be used at regional and district spatial levels, which will allow for a factor-by-factor analysis of stability of a coastal eco-socio-economic system, spatial analysis of various coastal systems of the same spatial level (region, district, local municipality, etc.), as well as temporal analysis with identification of trends in variability. Implementation of the method in a form of GIS “Coastal eco-socio-economic system” will allow for spatial planning and forecast for sustainable development, taking into account medium- and longterm environmental and socio-economic changes and increase the efficiency of a decisionmaking process in development of coastal eco-socio-economic systems

The need to support and develop small business, as one of the pillars of the successful economic development of the state, has been talked about, written about, and held at various levels for quite a long time in Russia. A striking example of such a small business is individual entrepreneurs engaged in woodworking. These enterprises have their own characteristic features of work, which consist in the fact that the equipment and tools of the main production, basically, belong to the cheapest segment, quite often they are made independently. Production areas are rented in small premises of large industrial enterprises that are in operation and have ceased production. Manufacturing focuses on a fairly narrow segment of consumers, as well as on the production of non-serial products (for individual orders). Small businesses in woodworking have never brought super-profits due to the rather tough competition. To analyze the current situation, a sample of typical representatives of small business in woodworking located in St. Petersburg and the Leningrad region has been considered

A critical analysis is offered of the EPA's proposed Federal Implementation Plan strategy to control engine emissions from ships, trains and trucks in greater Los Angeles—including the area officially known as the San Pedro Bay Ports of Los Angeles and Long Beach. The author argues that the severe restrictions imposed by the Plan would improve the air quality only by driving trade and commerce elsewhere, with serious economic penalties for the LA area. Alternative ship emission control measures are proposed, including international NOx emission standards for marine vessels, imposition of a 25-mile offshore shipping lane, reduction of ship cruising speeds in the port area, an economic incentive program to assist shipowners reduce engine emissions, and port infrastructure improvements.

As a big coal port, Qinhuangdao port is an important shipping hub for coastal shipping because of its superior geographical location. Nowadays, with the growth of the throughput of Qinhuangdao port, it not only puts forward higher requirements for the port infrastructure construction, but also brings greater pressure to the port collection and distribution system. Therefore, it is of practical significance to study the collection and distribution system of Qinhuangdao port to promote the further development of the port. This paper first expounds the relevant theories of the port collection and distribution system, on this theoretical basis, mainly analyzes the current situation of Qinhuangdao port collection and distribution system, and puts forward corresponding countermeasures and suggestions according to the existing problems of the collection and distribution system, so as to accelerate the development of the port and improve the competitiveness of the port.
